15 Training Sites Overview Teams will be given an opportunity to choose the training site location that they prefer The magnitude of the training sites project will offer tremendous legacy opportunities such as public spaces, facilities for schools and community and will be transformed into green houses for food security The training sites will be procured through a rollout plan to maximize the local private sector and small to medium enterprises contribution. 17 Contract Strategy The SC has developed a suite of standard form contracts based on FIDIC Each precinct will have the following agreements (Traditional): Early works agreement Enabling works agreement Major works agreement The SC is committed to encourage local businesses while capitalizing on the use of international market and its experience, by providing local businesses opportunities to work on SC projects. For main construction works, local contractors are invited to bid and are encouraged to enter into a joint venture (JV) with international contractors, led by the local contractors. For other works and services, where SC demands can be met by the local market, SC directs its procurement accordingly.

20 Workers Welfare A Lasting Legacy of Human and Social Development

21 SC Workers Welfare Strategy Discovery Phase ( ) The SC conducted research on existing laws and conventions, and engaged stakeholders in government and the private sector in Qatar. Development Phase ( ) Based on its research and stakeholder engagement, we formulated guiding principles for workers welfare and began drafting the provisions contained within the standards. WW Charter Released (March 2013) The SC completed and published the WW Charter, which contains the principles that guided the development of the WW Standards. Review and Validation (ongoing) We regularly conduct workshops with contractors and government stakeholders, and collect feedback on our progress from NGOs and other external reviewers. WW Standards Released (February 2014) The SC completed and published the WW Standards, which include contractually binding rules for all contractors engaged on SC projects. Implementation and Enforcement (ongoing) The WW Standards are integrated into the tendering process and incorporated the into all contracts signed with companies working on our projects. Inspections are conducted during the tendering stage, and on an ad hoc basis once a contractor or supplier has been awarded.

24 Implementation & Enforcement The Standards are integrated in the tendering process and incorporated into contracts signed with companies working on world cup projects. Inspections are not only conducted periodically once a contractor or supplier has been awarded but are also conducted during the tendering stage. To date, the SC Workers Welfare Committee(WWC) has conducted over 70 inspections, including followup inspections which have resulted in meaningful improvement to workers accommodation. In December 2014, the WWC released its first Semi-Annual WW Compliance Report which assesses the first six months of implementation of the SC s standards in terms of their effectiveness in furthering the welfare of workers helping to deliver the organisation s projects. Based in part on the findings of this report, the SC plans to release a second edition of the WW Standards. The second edition will include updates based on lessons learned and extensive discussions with workers, contractors and representatives from governmental and non-governmental organisations.
