3 Attachment 1 Draft Findings JULY 20, Allston Way Structural Alteration Permit LM # PROJECT DESCRIPTION The applicant proposes to: 1. Remove non-historic south shed addition 2. Demolish south wing of structure, leaving approximately 20-0 for re-use and renovation. 3. Construct new 2,300 s.f. flat-roofed, wood-framed addition on the south side of the original historic structure. 4. Restore retained portion of south wing, clad with new exterior materials in keeping with texture of historic building to remain. 5. Restore and rehabilitate retained portion of historic building, including: a. Brick restoration b. Wood window restoration and replacement where required c. Wood trim, fascia and soffit restoration and replacement where required. d. New roof, gutters and downspouts to match existing on sloped roof portions of existing building. 6. Construct new site elements including: a. Fence along Allston Way b. Relocate guard shack to driveway entry c. Construct walkway to pedestrian entry gate at Allston Way. d. Construct new array of concrete sidewalks, stairs and ramps to accommodate new finished floor elevation. e. Install new A.C. paving where existing buildings have been demolished. f. Re-stripe parking lot where required for new vehicular circulation and accessible parking spaces. CEQA FINDINGS The project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA, Public Resources Code 21000, et seq.) pursuant to Section of the CEQA Guidelines ( Historic Resource Restoration/Rehabilitation ). LANDMARKS PRESERVATION ORDINANCE FINDINGS Pursuant to Berkeley Municipal Code Section C.1, the Landmarks Preservation Commission of the City of Berkeley makes the following findings:

The project involves removing the non-historic south shed addition, demolishing the south wing, leaving approximately 20-0 for re-use and renovation, constructing an addition on the south side of the original historic structure, restoring the retained portion of south wing, clad with new exterior materials in keeping with texture of historic building to remain, restoring and rehabilitating retained portion of historic building, constructing new site elements, and rehabilitating the interior for office space. The alterations and repairs will help to restore the building to its original form, maintain the architectural features of the building, and continue to preserve its architectural style. Therefore, the proposed work will not adversely affect the exterior architectural features of the landmark nor the special character or special historical, architectural or aesthetic interest or value of the landmark and its site, as viewed both in themselves and in their setting. b. The subject property is not part of a historic district. c. The subject property is not a structure of merit. SECRETARY OF THE INTERIOR S STANDARDS FOR REHABILITATION Regarding the Secretary of the Interior s Standards for Rehabilitation, the Landmarks Preservation Commission of the City of Berkeley makes the following findings: a. The building will not undergo any significant architectural changes to continue its most recent use as office space. b. The historic character of the property will be retained and preserved. The new work will restore, rehabilitate, or replace, where required, portions of the historic building, including bricks, wood windows, wood trim, fascia and soffits, and the roof, gutters and downspouts. The characteristic features, spaces, and spatial relationships associated with the architectural style of the building will be preserved. c. The proposed project will not lead to any changes that will create a false sense of historical development. d. The proposed project will not affect any changes to the property that have acquired historic significance in their own right. e. The required alterations and repairs to the exterior of the building will not affect any distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize the property. f. The deteriorated historic features, including bricks, wood windows, wood trim, fascia and soffits, gutters and downspouts will be repaired. The roof or any features that are severely deteriorated will be replaced to match the old in design, color, texture, and, where possible, materials. All treatments will be undertaken using the gentlest means possible. Treatments that cause damage to the historic materials will not be used. h. There are no known archaeological resources located at this site. i. The new addition on the southern portion will be a 2,300 s.f. flat-roofed, woodframed structure. The addition will be differentiated from the old through its use of contemporary materials and construction methods and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. j. The proposed restoration, rehabilitation, and new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. 7 Page 2 of 14 Berkeley Facilities Maintenance Building Landmark Preservation Commission Submittal 8/12/09 APPLICANT S STATEMENT Building Description The Berkeley Facilities Maintenance Building (the Ratcliff Building) is an unreinforced masonry structure that is listed on the Landmarks Registry. The building was constructed around 1916 and has housed the city of Berkeley facilities maintenance functions ever since. Elements of the building that contribute to the historic character include exterior brickwork, exposed redwood trusses, and arched wood windows. These are included as part of the 10 protected landmark features of the building, as defined through reviews by the Landmark Preservation Commission Subcommittee: 1. Brick gables 2. Historic patio and open space on northeast corner 3. Window patterning and wood framing 4. Decorative brickwork 5. Brick pilasters 6. Two prominent bays on west side of building 7. Original low brick wall and pillar at northwest corner of building 8. Bay window on east side of east-west wing. 9. Double arched entryway on south side of east-west wing 10. Interior exposed redwood scissor trusses. Project Scope Summary This project includes a selective demolition of the non-historic portions of the building, a new addition to the south side of the historic building, and associated site work.
