The bjective is t prmte wrker s safety in accrdance with WrkSafe BC, Occupatinal Health and Safety and the District f Lake Cuntry requirements, avid delays and additinal fees by prviding upfrnt infrmatin that prepares the Builder in advance. Building bulletins are part f the District s custmer service prgram. They are designed t prvide an imprved understanding f the Building Cde and Building Science and t reduce the csts assciated with crrecting infractins. Backgrund Inspectins help ensure that renvatin r cnstructin wrk cmplies with the apprpriate by-laws, and matches wrk authrized by the permit. Inspectins als help the District advance its gals cncerning life safety, accessibility, and mre. The cmplexity f mdern buildings and technlgies ften means several inspectins f a building are required, including inspectins f the plumbing, structural, health, safety and envirnmental systems. The District f Lake Cuntry has been experiencing an increase f requested inspectins with a very small windw f time t perfrm the inspectin requested by the builder. Als, there have been numerus times when the inspectr has attended the site t find the prject nt ready fr inspectin. Recently District f Lake Cuntry Building Inspectin staff are finding wrksites that d nt meet the minimum requirements fr safety as detailed by Wrksafe BC and Occupatinal Health and Safety Regulatins. The District f Lake Cuntry requires their wrkplace t be a healthy and safe envirnment. T achieve this, the District has established and will maintain an Occupatinal Health and Safety prgram designed t prevent injuries and diseases. The District is respnsible fr ensuring wrkers are prvided with adequate instructin in health and safety and fr addressing unsafe situatins in a timely, effective manner. All wrkers and service cntractrs are required t wrk safely and t knw and fllw District f Lake Cuntry guidelines fr safe wrk prcedures. The right t refuse unsafe wrk is central t Occupatinal Health and Safety legislatin. The District f Lake Cuntry expects that all emplyees and their supervisrs will understand their bligatins in this regard and building inspectrs will refuse t perfrm inspectins if they feel the site is unsafe.

2 Building Permit Inspectins Inspectin Stages Page 2 Implementatin While staff strive t accmmdate cntractr needs wherever pssible, the District f Lake Cuntry is unable t accmmdate times fr inspectins due t the high vlume f permits currently being experienced. If yur permitted cnstructin r imprvements are ready fr a required building r trades inspectin, yu must arrange t have a District inspectr t inspect the wrk by calling r by bking nline at Inspectins must be bked 24 hurs in advance, as utlined in the Building Bylaw. When yu phne t arrange fr an inspectin, be ready t prvide: Permit Number Address f the site Type f inspectin required Date f requested inspectin If yu need t cancel a scheduled inspectin, please call Inspectins shuld nt be cancelled after 8:00 am f the scheduled inspectin date. Inspectins cancelled after this deadline may be subject t a $50 re-inspectin fee. Re-inspectin Fee Plicy The intent f the Cmmunity Services Department is t wrk tgether with ur custmers and supprt them thrugh the building prcess. T that end the District has develped this prcedure t enable custmers t educate themselves and be prepared fr required inspectins. This prcedure is meant t remind cntractrs that they have a respnsibility t ensure cnstructin is carried ut accrding t the prcedure utlined and t reslve deficiencies nted by the inspectr. A re-inspectin fee ($50), as utlined in the Fees Bylaw, may be applied fr the fllwing reasns: Failure t fully crrect any previus nted deficiencies recrded n the inspectin reprt; A cntractr f persn requesting an inspectin and wrk is nt ready fr the requested inspectin; If the wrk has prgressed further than it allws an Inspectr t d the required inspectin, wrk will need t be uncvered in rder t verify the cmpliance f the wrk; If the cntractr r persn fails t request a required inspectin; If the inspectin is cancelled after the scheduling deadline; Failure f the cntractr/wner t ensure a safe and accessible site; If the plans r required dcuments (i.e. truss, beam, flr layuts and specificatins) are nt nsite; and, Any ther reasn similar t thse nted abve.

3 Building Permit Inspectins Inspectin Stages Page 3 Site Safety Requirements It is imprtant t nte that at every inspectin stage, inspectrs shall refuse an inspectin if the site is in an unsafe r untidy cnditin. District f Lake Cuntry Building Inspectin Staff will nt inspect any areas that: require a fall prtectin system including elevatins greater than 3 m (10 feet), including rfs, r where a fall frm lesser height invlves an unusual risk f injury, require the entry int an area where electrical shck may ccur, require the use f a damaged r imprperly secured ladder, r where the applied lad will exceed the maximum ladder capacity, require the use f scafflding r wrk platfrms that des nt meet the minimum requirements f Part 13 f the OHS Regulatin, require the entry int a cnfined space (is enclsed r partially enclsed, is nt designed r intended fr cntinuus human ccupancy, has limited r restricted means fr entry r exit that may cmplicate the prvisin f first aid, evacuatin, rescue r ther emergency respnse service, and is large enugh and s cnfigured that a wrker culd enter t perfrm assigned wrk) require the entry int any excavatin that des nt meet the requirements set ut in sectin Excavatin f the OHS Regulatin. Where an inspectin fr Ftings, Fundatin, Backfill, DWV Under, Water Service, Sewer Service can be dne frm abve the excavatin, building inspectin staff will nt enter the excavatin; r require the expsure t hazardus materials such as asbests, paints and catings (including sprayfam), and silica. Required Inspectins fr 1 & 2 Family Dwellings The Building Inspectin Staff will need t inspect yur prject at several stages during cnstructin. The fllwing stages apply t a new 1&2 Family Dwelling and sub-sectins f the prcedure wuld als apply t renvatins and additins. The fllwing list f inspectins stages and items must be ready as a minimum fr yur inspectin. If the items are nt cmpleted then the inspectin is deemed nt ready and a re-inspectin fee will be assessed. Ftings Inspectin The ftings inspectin is t be perfrmed after cmpletin f frm wrk but prir t puring f any cncrete. Excavatin Excavatin meets WCB guidelines r a P.Eng excavatin letter has been prvided. Ftings Lcatin and cnfiguratin f fting frms matches apprved plans. Minimum frst prtectin f 24 is maintained in all areas including any sunken pati well area.

Fundatin Frms Depth and width f fundatin frms matched apprved plans. Fundatin wall height will facilitate apprved grades and accmmdate cncrete stair height. Required Dcuments Backfill Inspectin Structural Engineer Field Reprt (where required) The Backfill Inspectin includes Drain Tile, Damp Prfing and Rain Water Leaders (if required). This inspectin is perfrmed after the ftings and frms inspectin and befre backfilling f the Drain Tile. All undergrund trenching must remain pen fr inspectin and all piping, weep hles, bedding, gravel, sleeves, etc. shall be in place. Gravel is placed arund the drain tile t a minimum f 6 (150 mm) f cver abve the Drainage pipe. Drain Tile/Dampprfing Separate Drain tile and RWL piping Drain tile piping using recmmended perfrated PVC installed with weep hles facing dwn The tp and sides f drain pipe r tile shall be cvered with n less than 150 mm f crushed stne r ther curse granular material cntaining nt mre than 10% f material that will pass a 4 mm sieve. Prper pipe lcatin and slpe relative t finish flr and ftings elevatins. Where unclear, mark finished flr elevatin n fundatin wall. Prper applicatin f dampprfing. Walls t be parged befre applying dampprfing where excessive hneycmbing ccurs. Piping n unstable sil cnditins is required t be designed by a Prfessinal Engineer. Rain Water Leaders (if Required) Prvide acceptable pipe i.e. slid PVC sewer grade Prperly glued and slped ¼ t 1 ft (2%) Prper supprt f piping. Hangers r metal strapping fastened t fundatin wall r ther acceptable means.

This dcument is required prir t the bking f the Backfill Inspectin. Sanitary Sewer Service Inspectin Sanitary Sewer Service Sewer restrictins, cnditins, lcatins, and elevatins are as per permit. Flr slab elevatins, sump lcatins, and sewer lcatins and elevatins at the prperty line are shwn n the building permit drawings. Minimum size f sewer and drainage piping n private prperty is 4 with a minimum slpe f ¼ per ft (2%). Install sewer piping n firm undisturbed sil. Remediatin as directed by a getechnical engineer is required where sil is unstable. Acceptable backfilling bedding materials. Dmestic Water Service Inspectin Dmestic Water Service Size f pipe as per permit. Sil cnditins and bury at 24 inches belw (depth f bury) Lcatin f city cnnectin relative t ther services i.e. gas, electric etc. Prper fittings and jints, leak tight installatin Under-slab Plumbing Inspectin The under-slab plumbing inspectin is t be perfrmed after the ftings and fundatin frms inspectin but befre the basement slab can be pured. Under-slab Plumbing Piping is t be laid in undisturbed sil and free f debris. Apprved pipe, bedding and fittings t be used. Grade f pipe meets the minimum ¼ per ft. Depth f pipe t be installed belw the underside f the slab. Drainage Waste Vent (DWV) System Piping shall be under test fr the inspectin with a minimum f 5 head pressure. Test shall be n fr a minimum f 15 minutes prir t the inspectrs arrival. Piping t be glued. Water Service piping shall be installed. Under-slab Inspectin The under-slab inspectin is t be perfrmed after the installatin f the radn piping, sub-base material, vapur barrier, under-slab insulatin, and prir t puring the slab.

Plumbing abve grade Inspectin This inspectin needs t be crdinated s that all Plumbing and Framing wrks are inspected n the same day. The hmewner/builder is respnsible fr crdinating. Uncrdinated inspectin requests may result in a re-inspectin fee. Water Service Distributin Size and type f piping rugh-in match the apprved plans. Lcatin f city cnnectin t meet the apprved drawings. Fittings t be CSA apprved r certified. Ensure piping jints are water tight. Test t be n system fr a minimum f 15 minutes prir t the arrival f the inspectr. Drainage Waste Vent System Piping Lcatin f plumbing fixtures installed as per the apprved plans. Hydraulic lads and pipe sizes as per the BC Building Cde Grade t be a minimum f ¼ per ft. System under test with either water r air during inspectin. Piping supprt, hangers and expansin jints t meet BC Building Cde. Sprinkler Piping (If applicable) Includes installatin f insulatin/bxing (frst prtectin). Review f drawings and permit infrmatin, seal and signed by P.Eng. Type f piping, fittings and apprvals. Types f sprinklers specified and installatin criteria t meet the design drawings and NFPA 13D. Bster pump installed (if required). Back Flw preventin installed. Prper clearances and supprt fr piping as per NFPA 13D. Piping t be under pressure test as per NFPA 13D fr inspectin. Framing Inspectin The framing inspectin is t be perfrmed after the sheathing, flashings, rfing, deck membranes, drs and windws are installed, after all rugh-in wrk fr plumbing, gas, electrical, and mechanical systems is cmpleted and prir t the installatin f insulatin r ther interir r exterir finish which cnceals the wrk. This inspectin needs t be crdinated s that all Plumbing and Framing wrks are inspected n the same day. The hmewner/builder is respnsible fr crdinating. Uncrdinated inspectin requests may result in a re-inspectin fee. Sheathing Sheathing has apprpriate spacing and the jints in the sheathing are staggered. Nailing patterns n sheathing cnfrm t apprved plans.

Windws Windw mck-up is cmplete (Exterir trim, flashings, end dams) and matches apprved plans. Size, lcatin f drs and windws is in accrdance t plans. Windws cnfrm t CAN/CSA A440 specificatins. Windw type matches apprved plans (material and cnfiguratin). Unprtected Openings cmply with the Spatial Separatin maximum permitted. Structural Framing Seismic prvisins and building structure matches the engineers drawings and specificatins. Insulatin Preparatin Vapur barrier cntinuity prvisins have been made at interir and exterir walls and tp plates at the rf level. Ply bts are installed arund nn-airtight electrical utlet bxes. Duct jints are sealed and ductwrk is insulated where necessary including metal jints. Zning Cmpliance Flr t ceiling height and flr system thickness matches apprved plans t verify verall height matches apprved plans. Truss slpe must match apprved plans t verify verall height matches apprved plans. Crawlspace areas are in cmpliance with apprved plans. Rf material matches drawings. Stairs/Ramps Stair rise, run, tread and headrm etc. are in cmpliance with the apprved plans and the BC Building Cde. Ventilatin System Mechanical ventilatin system installed matches mechanical ventilatin checklist. Deck ventilatin ver living space cmpleted. Smke Alarms Smke alarms rugh-in is cmpleted. Fire Stp Fire blcks, drps and chases are cmpleted. Firestpping f plumbing and electrical penetratins is cmpleted at fire separatins (duplex). Fire Separatin Vertical fire separatin is cntinuus frm rf sheathing t fundatin (duplex) Required Dcuments Engineer sealed rf truss specificatins and layut. Engineered beam specificatins and layut. Flr jist layuts. Mechanical Ventilatin Checklist (TECA). Structural Engineer Field Reprt (where required)

8 Building Permit Inspectins Inspectin Stages Page 8 Insulatin, Air Barrier and Vapur Barrier Inspectin The insulatin, air barrier and vapur barrier inspectin is t be perfrmed after all insulatin and vapur barrier is in place, prir t any drywall (gypsum bard) r ther interir finish being applied which wuld cnceal the wrk. Insulatin/Vapur Barrier Insulatin and vapur barrier is installed. Crawl space/fundatin walls belw grade are prperly insulated. Spray fam t be specified n the drawings if being used. Pt lights require insulatin between pt light casing and ply. Site-Built Shwer Base (where installed) Membrane installatin is cmplete and water test is marked and set fr minimum 24 hurs. Occupancy and Final Inspectin The Occupancy and Final Inspectin shall ccur after the building r prtin theref is cmplete and ready fr ccupancy, prir t ccupancy f the whle r any prtin f the building. Plumbing Fixtures t have the prper apprvals r certificatins. Fixture cnnectins (trap arms and water piping cnnectin). Ensure ht and cld water supply t fixtures are apprpriate and d nt have leaks. Pressure reducing valve installed. Backflw preventin prvided fr hse bibs and biler make-up water. Prvide a thermal expansin valve and temperature and pressure (T&P) valve at the ht water heater. Valves t be prperly piped t a drain. Water main shutff valve t be accessible and free f bstructins. Sprinkler (if applicable) Sprinkler lcatins t reflect the sprinkler design drawings and site cnditins. Finished Grade Retaining walls and grades match apprved plans. Egress pathway/fire department access path is cmpleted. Stairs/Ramps Stairs cnfrm t BC Building Cde Requirements. Sufficient head rm is prvided. Exterir stair treads are slip resistant. Handrail/Guard Guards are cmpleted and nn-climbable. Handrails are cmpleted and are cntinuus and graspable. Miscellaneus Finishing Smke alarm and Carbn Mnxide alarms are installed and peratinal.

Cladding All cladding is installed. All flashing is installed where required. Apprpriate clearance is prvided frm grade t siding. Address Address has been placed n huse. Required Dcuments Prvide a P.Eng sealed fire flw verificatin test letter fr the sprinkler system (if applicable). Schedule C-b s frm applicable Registered Prfessinals.
