GORNICK PHONE: 815/ CITY OF JOLIET, IL October 2, 2018 TO: PROSPECTIVE BIDDERS 12D WATER TOWER RECONDITIONING CONTRACT NO ADDENDUM NO. 1 THE ATTENTION OF ALL PROSPECTIVE BIDDERS ON THE ABOVE REFERENCED PROJECT IS CALLED TO THE FOLLOWING LISTED MODIFICATION IN THE CONTRACT DOCUMENTS: PROSPECTIVE BIDDERS SHALL ACKNOWLEDGE RECEIPT OF THE APPROPRIATE ADDENDUM NUMBER(S) BY STATING THIS ON THE OUTSIDE OF THE SEALED ENVELOPE CONTAINING THE BID PROPOSAL FOR THE ABOVE MENTIONED CONTRACT. FURTHER, BID PROPOSALS SHALL NOT BE OPENED WITHOUT ACKNOWLEDGEMENT OF RECEIPT OF ALL ADDENDUMS FOR THE GIVEN CONTRACT. EACH BIDDER SHALL ALSO ACKNOWLEDGE RECEIPT OF THIS ADDENDUM WHERE INDICATED IN THE BID FORM. Be Aware: The Sealed Bids for this Project are due at the Office of the City Clerk for the City of Joliet [150 West Jefferson Street, Joliet, IL ] no later than 10:20 am on Friday October 5, 2018, at which time they will be opened publicly and read aloud. The Bidding Documents are amended as follows: 1. Bidder Instructions A. The Pre-Bid Conference Meeting Sign-In Sheet and Minutes as referenced in paragraph 5. PRE-BID CONFERENCE are attached to this addendum. 2. TECHNICAL SPECIFICATIONS A. Section 1.02, Structural Modifications; Bid Item #1, Schedule 1.0: Page 3, Insert the following at the end of the Item 18: Page 1 of 2 - Addendum #1 12D Watertower Reconditioning

2 A. Reinstall existing insulation with new corrugated aluminum jacket with stainless steel bands, and mastic seals on riser pipe from just below concrete floor in valve pit to bottom of water containment tank. Use 3M filament reinforced tape to fasten insulation to riser and seal joints. B. Replacement insulation to replace missing, damaged or loose insulation shall be equal to Trymer 2000 XP polyisocyanurate insulation. C. Aluminum jacket shall be equal to Childer s inch thick with 2-inch minimum overlap with aluminum or SS screws. D. Unless inside a heated box, provide means to access sampling taps with removable insulated and jacketed cover. Nothing in this Addendum shall be construed as changing other requirements of the Bidding Documents. All questions are due by Wednesday, October 3, 2018 at noon (CST) to mmcevilly@jolietcity.org. The specification was briefly reviewed at todays meeting. The following items were discussed in detail for emphasis and/or clarification: Division 00 Procurement and Contracting Requirements Advertisement for Bids: Bids will be received at the Office of the City Clerk, City of Joliet Municipal Building, 150 West Jefferson Street, Joliet, Illinois until 10:20 AM, October 5, Electronic copies of the Bidding Documents can be downloaded free of charge at The local qualified bidder ordinance will apply to this contract. To apply to be a local qualified bidder go to All bidding Document holders should sign up for RSS feeds at Prequalification pursuant to Ordinance No is necessary. Bidders are required to be pre-qualified though the Illinois Department of Transportation, the Capital Development Board or the City of Joliet. o All contractors were advised to get prequalified ASAP as the process can take some time to complete. The contract shall be subject to the provisions of the Prevailing Wage Act (820 ILCS 130/1 et seq.) All Bids must be accompanied by a Bidders Bond, certified check, bank cashier s check, or bank draft payable to the City of Joliet for ten percent (10%) of the total amount of the Bid as provided in the Bidder instructions. 6 Bidder Instructions: If additional site or tower inspections are required, the contractors were directed to schedule a time with Nick Gornick. His contact information is located at the top of these meeting minutes. Engineer s contact information is located in this section. The contract times are fully detailed in the Project Requirements. Liquidated damages are fully detailed in the Project Requirements A A list of the names of Bidder s proposed Subcontractors whose portion of the Work Exceeds $10,000, along with a description of the Work to be performed by each is required to be submitted with the bid Bidder shall be required to perform with his own Work forces at least 30% of the Work. Wage Rate Requirements (Prevailing Wage Act, 820 ILCS 130/.01 et seq. Bid Form: Briefly reviewed. General Conditions: Contractors to review Supplementary Conditions: Contractors to review Project Requirements 1.0 Project Description: The reservoir is located at 3084 Hennepin Drive, Joliet, IL. 3.0 Project Schedule: The schedule for this project is: Start on or before July 9, 2019 and be completed by October 15, 2019 (98 Calendar Days). Twenty (20) unfavorable weather days have been accounted for based on the annual averages. o A contract extension based on weather delays will not occur until the 21 st recorded weather day. Contractor question: Will the awarded contractor be penalized if they are unable to begin the project on time based on the antenna carriers not removing their equipment on time? Answer: No, if the antenna carriers create a delayed start, the awarded contractor will not be penalized. 3.0 Work to Be Done by Owner: Empty and fill tower. o 110 power can be used to run fans and smaller electrical equipment. 9.0 Contractor s Work Hours: 7:00am 7:00pm Monday through Saturday. 7 12.0 Liquidated Damages: $1, a day for each day past substantial completion and $ a day for each day past final completion Retainage: Refer to 5.2 of the General Conditions 17.0 Substantial Completion: Defined as the time when the owner can return the tower to service Guarantee: 2-Year Technical Specifications Article 1 Description of Bid Items: 1.02: Structural Modifications All structural items were read aloud with no questions. 1.03: Surface Repairs 75-hours The hours used will be monitored and recorded by the onsite inspector and crew foreman. 1.04: Interior Wet Abrasive Blast and Coatings Low voltage holiday testing will be required ABOVE and BELOW the high-water level 1.05: Interior Dry Spot Repair and Coating: (Sweating Areas) The spot repair of the dry includes full replacement of 100% of the sweating areas (inlet/outlet, drywell tube, bowl, and top 2 of riser). The dry riser, base cone, and landings will be spot repaired at damaged areas. It is estimated 2300 square feet of repair are required in the interior dry. 1.09: Lettering and Logo The lettering and logo will be replaced in the same locations that they are currently at. 1.11: Protection of Antenna It is assumed that the cellular antennas and equipment will be removed from the project prior to the start of the project. If emergency antennas remain, the awarded contractor will be required to protect and work around them. Article 7 Surface Coating and Materials: 7.06 Tnemec Fluoropolymer Warranty Coverage: The awarded contractor will be responsible to contact Tnemec and complete and submit all required paperwork and painted panels for the gloss retention warranty. Article 14 Sterilization of Tank: Method 2 Miscellaneous Items The contractors are welcome to attend the bid opening. All attendees signed the sign in sheet. Copyright 2018 by KLM Engineering, Inc. 8 An addendum will be issued for this project that includes the addition of new jacketing over the insulation on the inlet/out pipe, the sign in sheet, and these meeting minutes. The contractors will be required to acknowledge the addendum with the bid form provided. On Site Visit It was observed the inlet/outlet pipe does not currently have jacketing present. This will be added to structural item No. 18 per Addendum No. 1. The tree line on the south side of the tower will require removal to allow for a containment system. The owner will have the required trees removed. All damage to the asphalt from containment anchors and equipment will be the responsibility of the awarded contractor. Contractor question: Will the antenna brackets be removed? Answer: The welded brackets will remain, but all bolted brackets are assumed to be removed. Contractor question: Will the US registered Apprenticeship and Training programs be part of the bid process? Answer: Yes, it is required under the Notice provided by Joliet Purchasing Division.
