To obtain an address and the confirmation of the approved 911 address necessary before proceeding, contact the Combine City Secretary at A Permit Application with an original signature must be complete and submitted with the following information: (2) Site Plans to include: Legal Description (lot, block, subdivision) Property lines and lot dimensions Proposed structure and all existing buildings All easements Setbacks approved setbacks for front, rear and sides of house must be shown on site plan (2) Residential Energy Code Compliance Report (2012 IECC) Energy Gauge; IC3; REM/Rate; or Alternative Compliance Programs: ENERGY STAR (Projected to meet ENERGY STAR Guidelines), LEED for Homes (Checklist and Registration Forms Completed), Green Built Texas (Proof of Registration) (2) Foundation Plans Conventional Rebar Slab Foundation Regionally Accepted Practices - Foundation Detail (reference Intl. 3 City of Combine Residential Permit Submittal Requirements CONSTRUCTION DOCUMENT SUBMITTALS: Two (2) copies of complete set of construction documents are required for plan review. Construction documents must be submitted along with a completed permit application form. Site plans (plot plans) drawn to a scale of 1 = 20. Site plans must show lot dimensions, footprint of building and distance from building to property lines, platted building lines, driveways, all easements, and the address and legal description of the lot. Floor plans drawn to a scale of ¼ = 1. Floor plans must show all dimensions, room names, size and type of windows and doors, cabinets and fixtures, and ceiling heights. Exterior elevation plans drawn to a scale of ¼ = 1. Exterior elevation plans must show exterior materials, windows and doors, roof slopes, chimneys, and overhangs. Structural plans, where required, drawn to a scale of ¼ = 1. Structural plans must show second floor framing, ceiling framing, roof framing, headers, and beams. Foundation plans (must be sealed by a State of Texas Licensed Engineer or Foundation Detail (reference Intl. Residential Code) drawn to a scale of ¼ = 1. Foundation plans must show all dimensions, location and spacing of beams, location of post-tensioning cables (if applicable), location and sizes of rebar (if applicable), concrete specifications, slab thickness, beam sizes and details, post-tensions cable details (if applicable), other notes and requirements by the Engineer, and the address and legal description of the lot. Engineer s foundation design letters. Letters must include a statement that the foundation has been designed specifically for soil conditions of listed lot and that design is in accordance with the building code, must be sealed by the State of Texas Licensed Engineer that designed the foundation plans, and must show the address and legal description of the lot. Masonry on Wood details, if applicable. Masonry on wood details must be sealed by a State of Texas Licensed Engineer or built to the International Residential Code details. Electrical plans (may be combined with floor plan) drawn to a scale of ¼ = 1. Electrical plans must show location of receptacles and other outlets, exhaust fans, smoke detectors, light fixtures, service equipment and panels. Plumbing plans (may be combined with floor plan) drawn to a scale of ¼ = 1. Plumbing plans must show location of fixtures, water heaters, and gas outlets. Energy Compliance Report or Energy Compliance Form. NOTE: A Form Survey sealed by a State of Texas Licensed Surveyor will be required to be on site for the Plumbing Rough Inspection.

4 City of Combine Building Requirements This document is not meant to modify any Federal or State laws or City Ordinances. It is intended to be informative and to be used as a guideline. Where circumstances of a particular job differ from these procedures, the decision of the Building Department will prevail. Building Codes All Federal, State and local requirements are applicable to projects constructed within the City s jurisdiction whether specifically listed herein or not. The City of Combine, Texas, has adopted the following codes and/or standards regulating building construction International Building Code 2012 International Residential Code 2012 International Fire Code 2012 International Plumbing Code 2012 International Mechanical Code 2012 International Energy Conservation Code 2011 National Electrical Code 2012 Fuel Gas Code North Central Texas Council of Government Amendments Building Permit An approved 911 address is required prior to submittal of permit documents to the city. To obtain an address and the confirmation of the approved 911 address necessary before proceeding, contact the Combine City Secretary at city@combinetx.com All plans and documents related to the permit application must be approved by the Building Department and all applicable fees paid to the City of Combine. All Contactors performing work within the City of Combine s jurisdiction must be registered with the City and provide proof of commercial general liability insurance for claims of property damage or bodily injury. Construction or building without a permit is subject to a fine. 1

5 Inspections Inspections received by 5:00 p.m. Monday Friday will be performed the next business day. Inspections related to building construction must be called into Bureau Veritas at (817) Inspection requests can also be faxed to (817) The final inspection must be passed prior to occupancy of building. Construction Site A temporary property address must be posted at the front of the lot and readable from the street. Permanent street numbers must be displayed before final inspection. A portable sanitary restroom for your workers MUST be on your property until the final inspections are approved. Construction area shall be maintained until job completion. NO construction material, debris, or sanitary restroom facility shall be placed or stored in the public right-of-way or drainage areas at any time. Erosion control must be in place prior to the first inspection. 2

Plan Review Bureau Veritas will be conducting residential and commercial plan reviews. The applicant will be contacted by Bureau Veritas if revisions are needed. 7 Construction plans should include the following details Slope of roof and floor elevation heights need to be represented correctly 1. Floor Plan Scale (1/ preferred) Dimensions, room titles, and ceiling heights Location and labeling of all appliances (gas vs. electric, W/H, range, etc.) Square footage summary (Livable, garage, patios, and total under roof) Door and window type and size (ex: single hung, French, etc.) List of currently adopted building codes All adjacent rooms to an addition in its entirety showing the door and window sizes and type 2. Roof / Floor Framing Plan Scale (1/4 =1-0 preferred) Size of all individual header and beam sizes Labeling all structural members such as rafters, joist, trusses, over framing, and their spacing 3. Cross Sections Scale (1/4 =1-0 preferred) All connection details keyed in Basic outline of all structural members Including beams, trusses, hardware, blocking, footings, post, concrete slab, Insulation, over framing, etc. 4. Foundation Plan Scale (1/4 =1-0 preferred) Post sizes at all columns supporting concentrated loads Footing size dimensions, and depth 5. Electrical Plan Scale (1/ preferred) Receptacle and lighting placement Labeling of special hardware required such as disconnects, weatherproof receptacles, GFCI outlets, meter and sub-panel locations, etc Location of smoke detectors Location of all appliances such as air conditioners and air handlers 7. Elevations Scale (1/ preferred) Height location for grade, finish floor, header heights, top plate heights, ridges, etc. Slope of roof and floor elevation heights need to be represented correctly. 9 City of Combine, Texas BUILDING PERMIT FEE SCHEDULE Permit Fees: The fee for each permit shall be set forth in Table 1-A. The plan reviews fees specified in this section are in addition to the permit fees; RESIDENTIAL - Plan review fee shall be 25 percent (25%) of the building permit fee as shown in Table 1-A above. COMMERCIAL - Plan review fee shall be 65 percent (65%) of the building permit fee as shown in Table 1-A above. Manufactured Housing Permit for moving into the City and the inspection of connections will be a flat rate of $ Building Permit Valuation The building permit fee charged to build a new building, to add on to an existing building, to remodel or to alter an exiting building shall be based on the declared valuation of the proposed work. Residential Projects: One- and two-family dwellings - the value of $60.00 per square foot of total area under roof shall be used to determine the valuation for the purpose of computing permit fees in accordance with Table 1-A. Commercial Projects - the value of $80.00 per square foot of total area under roof shall be used to determine the valuation for the purpose of computing permit fees in accordance with Table 1-A. The Building Official may require the applicant to verify the declared value. The building permit fee shall be calculated based upon figures from Table 1-A. Certificate of Occupancy Existing buildings - $ New Construction Cost of Certificate of Occupancy is included in building permit fee. USE RESTRICTIONS In an R-1A, Single-Family Dwelling District, no land shall be used and no building shall be erected for or converted to any use other than: 1. A single-family residence 2. Farm, truck garden, orchard or nursery and greenhouse for the growing of plants, shrubs and trees, provided no retail or wholesale business is maintained on the premises. 3. Temporary buildings to be used for construction purposes only, and which shall be removed upon completion or abandonment of construction work. Field offices for the sale of real estate, which shall be removed upon request of the Building Official. 4. Day Nursery where not more than four (4) children, not related by blood, are kept at one time. 5. Accessory buildings which are structures incidental to the uses described above. 6. Home occupational activities as described in SECTION 8:D. B. HEIGHT REGULATIONS No building, dwelling or structure in an R-1A, Single-Family Dwelling District, shall exceed two and one-half (2-1/2) stories in height. C. AREA, FRONTAGE, YARD SPACING AND CONSTRUCTION REGULATIONS The following regulations shall apply to every building, dwelling or structure in an R-1A, Single-Family Dwelling District. 1. FRONT YARD a. There shall be a front yard having a minimum depth of not less than sixty (60) feet. b. Where lots have double frontage, running through from one street to another, the required front yard shall be provided on both streets. 2. SIDE YARD a. There shall be two side yards, one on each side of the building, each having a width of not less than fifteen (15) feet.

On corner lots, every building, dwelling or structure shall be placed no closer than sixty (60) feet from any street or highway. Additionally, a fifteen (15) foot side yard and rear yard shall be maintained on each side of the structure not bound by a street. 3. REAR YARD There shall be a rear yard having a depth of not less than twenty percent (20%) of the depth of the lot. 4. AREA OF THE LOT The minimum area of the lot shall be one (1) acre (43,560 square feet). 5. WIDTH OF LOT The minimum width of the lot shall be one hundred fifty (150) feet. 6. DEPTH OF LOT The minimum depth of the lot shall be greater than the width of the lot. 7. PARKING REGULATIONS Off-street parking space shall be provided on the lot to accommodate two (2) motor vehicles for each dwelling unit. For places of public assembly, parking spaces shall be located within the required front yard or side yard. Places of public assembly shall provide off-street parking at the ratio of one (1) space for every five (5) occupants. 8. AREA OF DWELLING Two thousand (2,000) square feet shall be the minimum living area of the dwelling and two thousand five hundred (2,500) square feet shall be the minimum including garage and/or carport of the dwelling. 9. AREA OF COVERAGE The main structure and all accessory buildings shall not occupy more than twenty five percent (25% of the lot. 10. CONSTRUCTION a. Foundation construction shall be concrete slab on grade or cast-in-place pier and beam.

At least 75% of the exterior walls of the main building, dwelling or structures upon a lot shall be of standard masonry veneer construction, provided, however, that such building, dwelling or structures shall be excepted from the aforesaid requirement if, upon written request of the owner, the Board of Adjustments shall find as follows: 1. Construction of the building, dwelling or structures upon such lot using wood frame, logs or other requested building materials shall not constitute a fire hazard to other structures in the immediate vicinity. 2. The proposed materials and construction of such building, dwelling or structure shall comply with all other applicable city ordinances and codes. 3. The materials proposed for construction of each building, dwelling or structure shall not be so incompatible with surrounding structures as to have a clearly detrimental effect on the value of adjacent properties. 4. Fire retardant materials shall be used for roofing; Composition shingles, tile, or fire resistant treated wood shingles. D. HOME OCCUPATIONAL ACTIVITIES In an R-1A, Single-Family Dwelling District, a home occupation may be engaged in, as provided, that such occupation is only incidental and secondary to the use of the residence for residential purposes and only after approval of a Specific Use Permit, thereafter, a public hearing before the Planning and Zoning Commissions and final approval by the City Council. In approving the home occupation no authorization shall be granted which would change the residential character of the residence in use of appearance or which would be detrimental to the adjacent and abutting properties. No home occupation shall be permitted as an accessory use, which involves or requires any of the following: 1. The employment of help other than members of the resident family. 2. Any alteration in the residence character of the premises. 3. Any outdoor storage or display of equipment, appliances, materials or supplies. 4. Generation of pedestrian or vehicular traffic greater than that normal to the district, or of offensive or objectionable noise, glare, vibration, odor or electrical disturbance. 5. The maintenance of an office open to the general public. 6. Advertisement of the addre4sss or the property to attract customers, clients or the public to the premises.

The use of any accessory sign on the premises advertising a home occupation. E. USES SUBJECT TO SPECIFIC USE PERMITS The following uses shall be permitted only after approval of a Specific Use Permit by the City Council. 1. INSTITUTIONAL Churches and parish houses; cemeteries, schools and colleges, including dormitories; public buildings and structures of the recreational, cultural, administrative and public service types; parks, playgrounds, neighborhood recreational centers, golf courses (but not including miniature golf course, driving range or any forms of commercial amusement), fire station. 2. PUBLIC UTILITIES Public utilities and railroad right-of-way and tracks (not including terminals railroad yards), reservoirs, water towers, pumping plants, storage yards, telephone exchange (provided no public business and no repair or storage facilities are maintained).
