1 CITY OF DES MOINES HISTORIC PRESERVATION COMMISSION MEETING SUMMARY DATE: January 20, 2016 TIME: 5:30 P.M. PLACE: Council Chamber City Hall, 400 Robert D. Robert, Elaine, Denny and Craig STAFF PRESENT: Jason Van Essen, Senior City Planner and Anuprit Minhas, City Planner PUBLIC COMMENT None. CERTIFICATES OF APPROPRIATENESS CONSENT HEARING ITEMS 1. Request from Christopher Sampson (owner) for the following work at 1508 Pleasant Street in the Sherman Hill Local Historic District. ( ) A) Replacement of the west foundation wall. B) Replacement of the rear concrete steps and metal railing with wooden steps and railing. SUPPORT: Christopher Sampson (applicant). OPPOSITION: None. Granting the application as presented subject to the conditions below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. CONDITIONS: 1. The replacement foundation shall be veneered with brick salvaged from the existing wall or with other brick approved by staff prior to installation.

2 2. The existing foundation window openings shall be replicated within the replacement foundation. 3. The basement windows shall be constructed of wood and shall be reviewed and approved by staff prior to installation. 4. Compliance with all applicable Building Codes with issuance of all necessary permits for both the foundation and steps by the Permit and Development Center NON-CONSENT HEARING ITEMS 2. Request from Yellowdog Holdings (owner) represented by Dirk and Carol Westercamp for the following work at th Street in the Sherman Hill Local Historic District. ( ) A) Construction of an accessory building in the rear yard and associated driveway. (see Decision 1) B) Replacement of the drive approach. (see Decision 2) C) Installation of concrete and brick pavers between the existing sidewalk and curb along 19th Street. (see Decision 2) D) Replacement of the main level door and windows on the front façade. (see Decision 3) E) Repair of the exterior staircase on the north façade as necessary including the reposition of the steps to the east side of the landing. CONDITIONS: 1. The accessory building shall be constructed in conformance with the design submitted at the meeting. 2. Use of wood windows and a wood pedestrian door. 3. All window and door products shall be reviewed and approved by staff prior to installation. DECISION 2 Parts B & C Granting the application as presented would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. 3

4 DECISION 3 Part D Continuation of the portion of the request pertaining to the replacement of the windows shall indefinitely to allow time for the applicant to provide additional information and/or for Commissioners to tour the site. Granting the portion of the application pertaining to the replacement of the front door subject to conditions would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. CONDITION: 1. Review and approval of the selected front door by staff. 5 1. The stairs shall have vertical balusters that are attached to top and bottom rails and be of a design approved by staff. Attaching the balusters directly to the stringers is prohibited. 2. Compliance with all applicable Building Codes with issuance of all necessary permits by the Permit and Development Center. A vote of was registered as follows: 3. Request from Juan Juarez (owner) for the following work at th Street in the River Bend Local Historic District. ( ) A) Installation of vinyl windows. B) Installation of a front door, north side door and rear door. C) Repair and replacement of siding, trim and soffit as necessary. D) Reconstruction of the front porch. E) Replacement of the rear porch floor. Granting a revised application subject to conditions would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. CONDITIONS: 1. Windows: 5

6 a. All replacement windows shall be constructed of wood without metal cladding and shall be of the same general style and shape as the remaining historic window. b. Windows shall be of a size that fit the historic window openings. This includes the restoration of the southern door opening on the front façade to a window opening. c. Review and approval of the selected window products by staff prior to installation including basement windows. 2. Doors: a. All doors shall be constructed of wood, be of a design that is appropriate to the era of the house, and have a half lite window or similar pattern to the satisfaction of staff. b. Review and approval of all doors by staff prior to installation. Salvaged doors or new doors may be utilized. 3. The existing lap siding shall be retained except that missing or rotten boards may be replaced by Cedar boards of a matching profile and dimension. 4. All new trim shall be constructed of Cedar boards and shall match the dimensions and design of the original trim as illustrated by shadow lines and the remaining trim. This includes the recreation of drip edge and crown molding pieces. 5. The soffit shall be replaced with wood tongue-and-groove boards laid in the same pattern as the existing soffit boards. 6. The front porch shall be constructed of wood and shall match the details evident of the original porch as illustrated in the Polk County Assessor webpage pictures taken in 1999 and 2006 subject to the following: a. The porch balustrade/railing shall match the details shown in photographs including the use of a top and bottom rail. The bottom rail shall be raised above the porch floor and not directly attached to the floor. b. A black metal rod or other architectural means approved by staff may be used to meet any building code requirements that require a taller railing than shown in the picture. c. Handrails for the steps shall match the porch balustrade and not the photographs. d. The porch floor shall be constructed of wood tongue-and-groove boards that run perpendicular to the front wall of the house. e. The porch ceiling shall have a beadboard or other similar style ceiling. f. All steps shall be constructed of wood. g. The size of the porch shall be based on evidence in the field, the photographs and the Sanborn Fire Insurance Maps. h. All final design details shall be reviewed and approved by staff. 7. The rear porch floor shall consist of wood tongue-and-groove boards that run perpendicular to the rear wall of the house. 6

7 8. Compliance with the building code and obtainment of all necessary permits for construction. OTHER ITEMS 4. Review of the nomination of the Register and Tribune Building, 715 Locust Street to the National Register of Historic Places. 5. Review of the nomination of G.W. Jones Building, 1430 Locust Street to the National Register of Historic Places. *Items 4 and 5 were considered by the Commission simultaneously. A single motion and vote was taken on both items. SUPPORT: None. OPPOSITION: None. The Commission concurs with the finds identified in the nominations that the Register and Tribune Building and the G.W. Jones Building are eligible for the National Register of Historic Places. 7
