This will determine whether or not we will be able to bid on this job. Please let us know as soon as possible. Summary of Question: Are tanks elevated? Both tanks are above ground; see Specifications, Division III, Section 09912, Drawing No. SK-2. Clarification: Both tanks are non-elevated, ground level storage, that is, the foundations are on the ground. It is not; see Specifications, Division III, Section 09912, Part 1, Paragraph 1.02, Sentence G, Bidders are strongly encouraged to attend the Pre-bid Conference and Site Tour as scheduled in the Proposal. Contractor Qualifications shall include QP-1 and QP-2 Certifications. 1

2 Item #3 Where can I purchase the specifications and can I have electronic specs sent to me for download? This can be picked up in person at our offices or through a FedEx delivery. Requests are to be made through CPBidQuestions@massport.com. See Notice to Bidders; Bid Documents in electronic format may be obtained free of charge at the Authority's Capital Programs Department Office, together with any addenda or amendments, which the Authority may issue and a printed copy of the Proposal form. Item #4 What is the approximate size of both storage tanks (IE 200,000 gallons) and are these tanks elevated or ground storage? Tank 1 is 58 in diameter, 39 tall, and with an approximate volume of 750,000 gallons. Tank 2 is 68 7 in diameter, 39 tall, and with an approximate volume of 1,000,000 gallons. See Specifications, Division III, Section 09912, Drawing No. SK-2. Item #5 For out of state contractors what will be needed in regards to licensing and permit per the specified contract? Contractor Qualifications shall include QP-1 and QP-2 Certifications. See Specifications, Division III, Section 09912, Part 1, Paragraph 1.02, Sentence G, Bidders are strongly encouraged to attend the Prebid Conference and Site Tour as scheduled in the Proposal. Contractor Qualifications shall include QP-1 and QP-2 Certifications. In addition, see Specifications, Division III, Section 09912, Part 3, Paragraph 3.08, Sentence D, For this Contract the QC Manager shall be an employee of the Contractor; be Certified as a NACE Certified Coatings Inspector; have SSPC C-3 with required C-5 updates; and have a minimum of 5 years experience as QC Manager on bridge deleading, abrasive cleaning, and painting projects. Regardless of qualification the Project Manager will have final approval of the QC Manager. The Contractor QC Manager shall be an employee of the Contractor and will report directly to the Contractors offsite project manager or owner. Bidders are strongly encouraged to thoroughly review the specifications for all certification requirements and standards to be met. Item #6 Is there an approximate start date in mind for this project once bids are reviewed. It is anticipated that all work will be completed within the 2016 painting season. See Specifications, Division IIB, Paragraph 4. Commencement and Completion of Work, Sentence 4.1, The Contractor shall commence work within five (5) calendar days after the date of Notice to Proceed and shall complete the work fully and acceptably as herein prescribed within 90 calendar days after Notice to Proceed. 2

Yes, see Item #1 and Item #8 Item #8 Are these Tanks made of steel? Yes, both tanks are steel. See Specifications, Division III, Section 09912, Part 1, Paragraph 1.02, Sentence A, Sub Sentence 4. Complete exterior surface preparation as described in paragraph 3.02, of the water tanks and all exterior metal surfaces associated with the tanks including but not limited to the steel frame, ladders and hatches. In addition see Division III, Section 09912, Part 3, Paragraph 3.02, Sentence A, The latest revision of the following surface preparation specifications of the Steel Structures Painting Council (SSPC) shall form a part of this specification: Item #9 What is the diameter of these two tanks? Tank 1 is 58 and Tank 2 is See item #4. Item #10 Are there any hazardous materials involved (such as lead)? This contract includes the management of hazardous materials; see Specifications, Division III, Section 09912, Drawing No. SK-2, General Note 5. The contractor is made aware that there may be trace levels of lead in or on the existing exterior coating. John W. Traffic control plans, signs, control devices, etc. must conform to the Manual on Uniform Traffic Control Devices (MUTCD) regulations. Traffic control will only be needed for lane closers due to the delivery of equipment/materials which causes a road closer. 3

4 Item #12 Are road lane closers required? And if so when, Where and Why? Road/Lane closings are required on all Massport roadways when traffic is temporarily halted or rerouted. Road/Lane closures are not needed when deliveries are spaced in a way that eliminates the need to temporarily stop traffic. Item #13 The Three products are not all generically the same- Tnemec and PMC materials are epoxy products Sherwin Williams in a Aliphatic Acrylic polyurethane is this a Typo? Please see Addendum No. 1 for the correction. Item #14 Is this system intended to be utilized on the interior of these tanks for the spot repairs? Please see Addendum No. 1 for the correction. Item #15 a. Is the limit of the surface preparation on the interior at the areas exhibiting corrosion? b. Is the surface preparation on the interior limited to SSPC-SP3? Yes, the interior surface preparation is limited to areas exhibiting corrosion. Please see Addendum No. 1 for correction to preparation requirements. Item #16 Who is responsible for removal, Storage and or disposal of the water in the tanks? The Massachusetts Port Authority is responsible for the removal, storage and or disposal of existing water in the tanks. Item #17 Who is responsible for the removal and disposal of the Sediment in the tank? Please see Addendum No. 1 for the clarification. Item #18 Is it the intent of the documents for the contractor to have a full time QC Manager on site at all times? Yes 4

5 Item #19 Can the competent person also fill the role of the Hazardous Waste Technician? Yes John W. Spot coat between 0.03 percent to 0.1 percent of the interior surface.
