Excerpt from the Draft Historic Resources Survey The Commission should consider this request based upon general conformance with the Design and Material Guidelines for the League City Historic District Background Site and Surrounding Area March 13, 2018 The applicants submitted an application for consideration by the Historic Commission for a Certificate of Appropriateness. April 2, 2018 Planning staff visited the property, took pictures of the property, and posted notice of the Historic Commission meeting and request for a Certificate of Appropriateness. April 19, 2018 The Historic Commission will consider and potentially take action on the request to replace the roof on an existing single-family structure located within the Historic District. The subject property is located on the south side of 4 th Street, between Illinois Avenue and Iowa Avenue with the address th Street, within the boundaries of the City of League City Historic District. 2 The structure was constructed c.1930 per the draft Historic Resources Survey and is considered a contributing historic structure. Project Description The property owner is requesting to remove damaged roof material located on the flat roof of the rear porch, and replace with a similar rolled roof material. The applicant is proposing to replace the damaged roofing with a self-adhering SBS modified bitumen roofing material, known as Flintlastic SA Cap. This product may wise be known as rolled roofing. Product specs may be found in attachment #2. The proposed material is appropriate for flat roof systems. Shingles may only be used on roof slopes of 17% or greater, therefore may not be used on flat roofs per International Building Code. The surface of the rolled-roofing material will resemble that of asphalt roofing, with a textured mineral appearance. Additionally, the roofing will not be visible from the ground level as it will lay flat. Photos of the applied product and installation may be found in attachment #3. Per the Preservation Plan for the League City Townsite, found in Section of the League City Zoning Ordinance, the Historic District Commission has purview over the material used for all roofs located within the Historic District. Per the Design and Materials Guidelines, a roof may be composed of the following materials; 1. Metal 2. Cement fiber 3. Composition (dimensional) 4. Awning fabric or metal Additionally, flat roofs may be permitted as approved by the Historic Commission. The replacement roof material does not comply with the Design and Materials Guidelines. The shape of the roof will not be modified. Staff Findings Staff Recommendation Staff finds the following: 1. This structure is a historic structure as it was built c The proposed material is not consistent with the Historic District Design and Materials Guidelines. 3. The use of shingles to match the existing sloped roof is not appropriate on flat roof systems. 4. The proposed material is a like-for-like replacement of existing. 5. The proposed roofing material is not viewable from the ground. Staff recommends approval of this request for a Certificate of Appropriateness.
