The entire CAT plan amount of Rs lacs is already deposited on 7/3/2012 The land holding of project affected persons whose land is being acquired has to be submitted to this Ministry. During the construction of the project, if any person/family whose acquired land is more than 70% of the total land holding is Not Applicable identified, such family/person shall be treated as fully affected person. NPRR as well as Sikkim R&R package would be followed for R& R of project affected persons A Monitoring committee for R&R should be constituted which must include representatives of project affected Not Applicable persons from SC/ ST category and a women beneficiary Yes, it is being implemented. The details of the same are enclosed as Annexure II In addition to the commitments made during the Public hearing we have taken up many local works as given below - iv) The commitment made during the public hearing should be fulfilled Computer center with instructor was provided to Lingdok Public. Equipments like Heater, Water Filter & Fire Extinguishers Cylinders etc., were supplied to Dikchu Primary Health Centre for an approximate cost of Rs. 20,000/- Cleanliness and sanitations works were carried out at our various project locations under the scheme named SWACHH BHARAT ABHIYAN This was actively participated both by Employees and Locals Repair works were taken up at various locally available government establishments such as schools,health centres/gpu. In addition to this, at government school we even carried out construction of wash rooms. Not only provided finanicial help during earth quake but also supplied many construction materials to locals such as cement, aggregate etc. Renovation works were taken up at Panchayat Bhawan, Phudong, North Sikkim costing to about Rs. 1 lac. Work done certificate is as enclosed - Enclosure 1 Construction of foot path Adit-II to Lower Rongong, Phudong, North Sikkim was carried out for an amount of Rs lacs Repair works were taken up at Foot Bridge at Lingdok over Dikchu River, costing to Rs lacs. Construction material such as cement/sand/ aggregate and CGI sheets etc. provided for GUMPA, Mandir,Church and Govt. Schools, at Lingdok/Tanek/ Dikchu/Phudong costing to about. 30 lacs Equipments like Heater, Water Filter & Blankets etc., were supplied to Phodong Primary Health Centre for an approximate cost of Rs. 10,000/- Construction of RCC foot Bridge at Tanek village, North Sikkim was carried out for an amount of Rs. 4 lacs

4 Officials from Regional office MOEF, Shillong who would be monitoring the implementation of environmental safeguards should be given full cooperation, facilities and documents/ data by the project proponents during their inspection The responsibility of implementation of environmental safeguards rests fully with Sneha Kinetic Power Projects Limited & Government of Sikkim The total amount of Rs lakhs kept in the budgetary provisions in the letter dated for implementation of environmental management plan should be strictly adhered and not to be diverted for any purpose In case of change in the scope of the project, project would NA require a fresh appraisal The ministry reserves right to add additional safeguard measures subsequently, if found necessary and to take action including revoking of the clearance under the provisions of the Environment (Protection) act, 1986 to ensure effective implementation of the suggested safeguard measures in a time bound and satisfactory This clearance letter is valid for a period of 10 years from the date of issue of this letter of commencement of construction work A copy of the clearance letter will be marked to concerned Panchayat/local NGO, if any, from whom any suggestion/ representation has been received while processing the proposal State Pollution Control Board/Committee should display a copy of the clearance letter at the Regional office, District Industries Center and Collector's office/ tehsildhar's office for 30 days The project proponent should advertise within 7 days at least in 2 local newspapers widely circulated in the region around the project, one of which shall be in the vernacular language of the locality concerned informing that the project has been accorded environmental clearance and copies of clearance letters are available with the State It shall be ensured. Is there any provision in the project and develop our natural and religious sites? Shri. BishnuNeopaney, Lingdok Q.25.Is there any provision of employment (technical & nontechnical) for the local in your project? Ans. Yes, the main site in the project area is "GURDUNG". Its height is around 80 mts. The dam to be constructed will not have any impact on it as the water will flood up to 20 mts only. We have kept enough provision for the protection of the GURDUNG. Yes, we have a provision for constructing a community center but the place will be finalized only after the discussion with common people and area MLA. I am also planning to have a milk collection centre in consultation with Sikkim Milk Union. Ans. No, so far we do not have any provision for the construction of these roads will not be of that much importance for the project. On top of that acquiring the land for the road, construction of bridges and control of slides will add a huge cost to the project. Ans: Yes, it is clearly stated in the EMP report. Ans. First change/preference will be given to the people of project affected area as per the requirements and the qualifications then only we will bring from the other areas. In place of Community Centre, Computer Training centerwith Instructor has been provided at Dikchu which was inaugurated by our Honorable Power Minister, Sh.
