3 1.Introduction PROVISION OF EPCC FOR FSF AROUND CPF3 HFY-CON/F&CO Construction of Flow lines and Trunk lines Project (the Project ) and Related System Project is carried out by JV (CPECC &MSK )as EPC contractor for PetroChina International Iraq FZE according to letter of award dated on 31 Dec The project in handled in Halfaya Oil Field located 35 km southeast of Amarah city, Missan Governorate, southern part of the Republic of Iraq. 6 2.Understanding the Scope of Work for the project. The Scope of work to be performed be Contractor is only for ENGINEERING AND CONSTRUCTION OF FLOWLINES AND TRUNKLINES for This project consist of the followings as per section 4.0 from contract: 1. Flow lines and trunk lines 2. Civil works 3. Anticorrosion protection. 2.1 SCOPE OF WORK FOR (SO01) a) The flowlines shall be of carbon steel API 5L-PSL2- BNS/X52NS b) The flowline shall be buried together in common trench where they have the same route, the minimum cover of pipeline is 1200 mm (top of pipe) c) The estimated lengths of the flowlines will base on Location Plan of the respective well at the relevant Site 6

28 9.Project Control System The elements of project control system shall include: Work Breakdown Structure (WBS) for the project Project Execution Schedule Progress Measurement/Monitoring System Progress S Curve Manpower Histograms 28

29 12. HSE Requirements It is contractor s sole responsibility to apply for Permit To Work for all operation of the Contract It is mandatory for contractor to provide full Personnel Protective Equipment to its members involved in Work. The qualified HSE supervisor capable of fluent spoken English and with similar working experience shall be available for each working site. It is contractor s obligation and duty to keep a good housekeeping by segregating and collecting waste when the operation is over. It is contractor s sole responsibility to get its members and vehicles issued valid security clearance and driving pass by corresponding authorization prior to the commencement of Contract. The indispensable HSE signs and warning tape should be in position, as well as first aider kit. 29

30 12. HSE Requirements Some critical equipment, such as cranes, shall be issued certificate by third party authorization. Smoking area should be appointed by contractor in working site. No Sub-Contractor is allowed or permitted to inform or submit a report to PCH or MOC directly without MSK authorization. Toolbox talk is mandatory for contractor prior to commencement of daily operation. Contractor s members are physically and mentally fit for a variety of operations of the Project, and with qualified certifications if necessary. It is mandatory for Contractor to abide by the HSE procedures and regulations. Contractor is requested to implement color-coding system for cranes, lifting tacks, hand portable tools, equipment and so on. 30

31 11. QAQC Requirements At all time, QC inspector must supervise on site during construction. At the same time the measure device should be available on site. All measure device used in this project must be calibrated by authorized organization, including pressure recorder, Pressure gauge, holiday tester; infrared thermometer, hardness tester, PWHT machine, and so on. Prepare the construction record and get signature from PMC at the same time when finishing the work; personnel allocation: Full-time welding inspector: CSWIP certificate. Full-time Anti-corrosion engineer: NACE certificate. Full-time document controller. PQR+WPS is approved by PMC. All the measure equipment must be qualification with calibration certificate. Sub-contractor must submit the quality organization chart and contact information. 31

32 11. QAQC Requirements Marks of welding joints information including: root welding, welder ID and date; cap welding, welder ID and date;. RT and date; UT and date; PWHT and date; HSS and date. Qualification of welder and coating operator; All welder with qualification ID CARD examined by PMC can perform the welding work; Certificate of Welding electrode. The welding work starts after welding material is approved by PMC. The brand and type shall be same with PQR. The number of joint must be continuous. ITB: Every welding joint location and elevation should be surveyed before backfilling. The welding log/ history shall be updated and ed to PCH every Saturday morning. 32

33 11. QAQC Requirements 11.1 ITPs execution CONTRACTOR will conduct inspections as per quality control requirements included in the construction procedures and method of statements. The latter will describe as well fabrication and construction processes and key parameters affecting quality as specified in applicable standards. ITPs will cover as minimum the following: - Excavation and trenching, - Pipeline Erection and welding, - Piping inspection and NDT, - Hydro-testing for piping and equipment, - Pipeline Tie-in, - Pipeline Joint painting And coating, - Cathode protection. 33
