Regarding communication proposals, should solutions address the full campus or just one building? o A communication tech solution is open to the full Brooklyn Army Terminal campus applicants should propose which parts of the campus on which they want to pilot their solution. What kind of tenants are at the Brooklyn Army Terminal? o The Brooklyn Army Terminal (BAT) is a four million sq. ft. industrial campus. Tenants include food manufacturers, traditional manufacturers, advanced manufacturing companies, and Made in NY garment, film and media production. Does NYCEDC have an engineering team at BAT? Can we disclose meter and other equipment inventory? o NYCEDC will provide this information to vendors selected for the Pitch Event, if applicable. What kind of heating/cooling systems does BAT have? o The Brooklyn Army Terminal has circulating hot water heating systems, but no cooling system. Tenants have their own HVAC. Who is the utility provider? o Con Edison is the utility provider. A meter reading company is contracted to read tenant sub-meters. For existing meters (approx. 225), how many are Con Edison meters and how many are tenant billing meters? o All are tenant sub-meters. Are existing meters used for tenant billing at this time? o A meter subcontractor reads sub-meters, calculates and provides invoices for NYCEDC to distribute. What is the objective for the metering category? See the objective under the Metering section here.

2 How is water metered? o There is no tenant sub-metering for water. Is sub-metering for water of interest? Is fire safety part of this challenge? What is meant by reasonable costs? o We re looking for easily implementable projects with budgets that are not excessive given the size and scope of the proposed solutions. NYCEDC understands that some companies do not charge for pilots while others do, which will be factored into analysis of cost. For sense of scale, NYCEDC is not looking for multi-million dollar projects. NYCEDC anticipates that projects ranging from no-cost to thousands to tens of thousands of dollars would be considered reasonable for this tech challenge. What s meant by pilot? o A pilot should be able to demonstrate the feasibility of the technology in a fixed period of time. The scope and scale of a project will vary from technology to technology, but applicants should explain the range of possibility available with their project. Is NYCEDC already collecting data on water pumps and elevators? o No, there is no in-house data collection on water pumps and elevators. NYCEDC has in-house mechanics and an outside consultant as an elevator maintenance provider. Controllers for elevators have some monitoring capabilities. NYCEDC is looking for sensor systems that can talk to these controllers to inform elevators location. Water pumps are monitored by in-house staff without the use of software. Is there existing software we can tap into for elevators? o Yes, but it may be propriety. Does BAT qualify for RTEM and NYSERDA incentives? o The Brooklyn Army Terminal pays into the Systems Benefit Charge (SBC). Is there an organizational chart for BAT? o NYCEDC will provide this information to vendors selected for the Pitch Event, if applicable. How many BAT employees are staffed for maintenance purposes? How many operational staff overall?

3 o There are sixty (60) outsourced contractor employees and nine (9) internal staff responsible for various maintenance within the building. Does NYCEDC manage BAT? What is the anticipated duration of the pilots? o Pilot timelines are dependent on amount of time needed to demonstrate success of the technology, so duration can vary. For sense of scale, NYCEDC anticipates between two (2) months and one (1) year to be reasonable. How many elevators are in each building at BAT? o Building A has seven (7) freight, four (4) passenger, and two (2) service elevators. o Building B has eighteen (18) freight and eight (8) passenger elevators. o The BAT Annex has one (1) passenger and one (1) service elevator. Are there preventative maintenance schedules for the elevators? How does building staff cooperate re: elevator usage/issues? o There are resident elevator mechanics onsite. Are there air shafts that run from each elevator room to the basement? When were the water pumps installed/updated? o Updates to the water pumps began 3 years ago and were completed within the last year. What are the main issues for the water pumps? What kind of leaks and where? o The main issues are pump pressure failures and long term equipment use. o Leaks are in the pump seals and valves. Are all water pumps from the same company? o Yes, all water pumps are from the same company. What is the pressure maintained by the water pumps? o psi Is BAT already using a communication system? o No communication system is currently in use that s related to or would affect the request for smart communication proposals through this tech challenge. Is the goal to integrate a communication technology with building operations?

4 o Yes, the goal is to use technology to facilitate communication between BAT staff, tenants, and the surrounding community. Though there is flexibility in the type of responses we re interested in, integration with building operations and tenant communications is high priority. Is there feedback from tenants on what would be helpful, with respect to onsite communication? o Not at this time. Can a communication proposal integrate ferry data? o Yes, but this is not critical. It could be an additional feature of any tenant facing communication technology. Does prevailing wage/union labor apply for any onsite labor? o Any and all construction are subject to a public procurement process. Prevailing wage and HireNYC requirements are determined through our MWBE and Contracts department. Can you tell us how many bathrooms there are at BAT? Is there Wi-Fi available in the bathrooms? o There are twelve (12) common area restrooms at BAT. All other restrooms are the responsibility of the tenants, so Wi-Fi availability may vary. When will these grants be awarded? o Following the Pitch Event slated for September, EDC anticipates to fund three pilot projects. Are existing meters/sub-meters networked? o No, meters and sub-meters are not networked. Are there existing water, gas or steam meters installed at this time? o There are water meters but tenants are not individually metered. NYCEDC is not interested in tenant sub-metering for water at this time. o Natural gas meters are installed. Building B has separate gas meters per tenant, while Building A has gas meters only for the boilers. o There are no steam meters. How many water pumps are there in total at BAT? o There are sixteen (16) water pumps in total, with two (2) water pumps in each of eight (8) pumping systems. Are any of the pump systems located in a common mechanical room where multiple sets are within 100 of each other?

5 Are there multiple elevators controlled and powered from common elevator equipment rooms? Elevators are grouped in cores. There are six (6) elevator cores in Building B and three (3) in Building A.
