1 January 28, 2013 TO ALL BIDDERS RE: City of Claremore, OK, BH Substation Bid #SB Addendum #1 and Clarifications ( ) This letter is to provide Addendum #1 and Clarifications for the above referenced project. When submitting your bid, please note on the bid form the receipt of this Addendum #1. Items for Addendum #1 include: 1) Fence and gate quantities have been revised on Assembly Unit B page 24. Please substitute the enclosed page for the original. 2) The fence from the northeast corner of the substation that continues to the north is to be grounded. Drawing CL-CEN-1603 is enclosed to show the additional ground grid and connections to the fence that are to be made. Revised grounding quantities are listed in the enclosed Material List. 3) Clarification on Assembly Unit J, Page J2, Item 2: The Owner will supply the control cable. 4) The grading plan has been revised to provide slope to the south for drainage of the substation site. See drawing CL-CEN-0601 for revisions. Please use Revision 1 of the drawing that is enclosed. The grading amount has been revised down as well on Assembly Unit A page 23. Please substitute the enclosed page for the original. This ends the Items for Addendum #1. Items for clarification include those discussed in the pre-bid meeting as well as questions that were submitted by . They are as follows: M1. The contractor is responsible for offloading and assembly of the switchgear. A spreader bar will not be shipped with the switchgear. A manufacturer s representative will not accompany the switchgear. (See Q10 below.) M2. The geotechnical report is included as an attachment. M3. The anchor bolts will be shipped ahead of the steel. Tentative dates will be provide to the contractor once an award has been made. M4. A copy of the sign in sheet from the pre-bid meeting is included as an attachment. Other questions provided by contractors are listed below:

2 Q1. What is the depth on the top rock in the substation and is the top rock going to have to be compacted when placed? A. Depth is to be 6 inches and yes, it will need to be compacted. Q2. The spec talks about Type 1 substation area surfacing and Type 2 Drive area surfacing where is it noted where these different areas are? A. Type I is within the substation fence itself and Type 2 will be for the drive to be built from the existing ball field parking lot to the north fence of the substation. Q3. What is the depth that you require on the substation ground grid? A. See Note 2 of the Contractor Construction Specifications on drawing CL-CEN Q4. Are the control cables to be terminated in the termination cabinet or do they go to their respective panels? A. Control cables are to be terminated in the termination cabinet. Q5. Page J2 item 2. Says the contractor is to furnish and install the control cable. The BOM says that the owner is supplying. Please clarify who supplies the control cable. A. The Owner will supply the control cable. Q6. Page J1 item 4.2 says the contractor shall provide an operational and function check of the electrical system. Can you please clarify what you are looking for on this. A. This will include, but is not limited to, verifying operation of switches, breakers, circuit switchers, etc. Also, it will include control cable and power cable acceptance tests as noted on the corresponding forms in the specifications for Assembly Unit J. Q7. Is it permissible to use flexible metal seal tight conduit for connections to junction boxes, equipment, and instruments? A. No. Rigid PVC is to be used. Q8. The specification says that no more than (2) 90 degree bends in one conduit run. The conduit drawing shows up to four 90 deg bends in one run. Are we to add ground boxes as pull points? A. This will be left to the contractor s discretion. The contractor may use ground boxes if they determine it is warranted. Q9. I came up with different quantities of conduit and cable than what is shown on the bill of material. For bidding purposes should we use the BOM quantities or the quantities that we came up with? A. Please use the BOM quantities. Q10. Do you have the manufactures installation instructions for the control building or do you have more information exactly on how much installation will be required of the contractor? Also what materials are we going to have to provide for the complete installation of the control building? A. Installation will include attaching any and all external items that were removed for shipping. These include the roof bushings and bushing boxes, the HVAC unit, the termination cabinet, the intake hood, and the exhaust hood. Internally, all necessary wiring connections need to be made. These include, but are not limited to, wiring

3 connections for receptacles and aisle lights, connection of the control power transformer and connection of any control wiring that was pulled back from between the sections for shipping. Also, the switchgear breakers will be shipped crated. So, the contractor will be responsible to uncrate those and install them in the appropriate cubicles.
