1 ADDENDUM NUMBER ONE BRISTOL WATER FILTRATION PLANT MCC UPGRADE CITY OF BRISTOL, TENNESSEE Pre-bid Meeting minutes are attached to this Addendum. I. QUESTIONS 1. Can an allowance for Power Company costs be added to the Contract? Yes, costs associated with obtaining temporary and permanent service from the power company is now included in Allowance Item 2. Refer to revision item 9 below. 2. Why is manufacture and independent testing required for medium voltage equipment and cabling? This requirement is common and is meant to confirm that cables are properly tested at the factory and then tested again in the field by a recognized independent testing firm after installation. 3. Can Record Drawings be issued for the Ductbanks? Yes, Record Drawings for the ductbanks are attached to this Addendum. 4. Is the Davis Bacon wage scale for building only? Both Building and Heavy Davis Bacon wage rates are included in the Contact Documents and apply to this project. 5. Can the requirements for manufacture training videos be waived? Manufacture training videos are required in accordance with Section 01730, Is there any painting on this job? Information for painting is included in the Structural drawings and Specification Section Hollow Metal Doors and Frames. For equipment specific painting work, please refer to the applicable equipment specifications. 7. Can we install the new 480 volt switchboard in location of existing MCC-1. All existing wiring would be long enough and would save owner a lot of money, no need for handholes or splices and also save on length of downtime. Existing 480 volt equipment would be run on generators during the installation of new 480 switchboard. A new 5 KV feed to existing transformer would be run from new 5 KV switchgear. The sequencing plans, final equipment locations, demolition and summary of work sequence are meant to establish general requirements of what equipment will be demolished and replaced and what equipment will remain. It is up to the contractor to finalize and detail the sequence of construction in such a way to minimize impacts to plant operation while still performing all equipment replacement specified in the contract. Equipment relocations that meet the requirements of the contract and modifications to the engineers proposed solution will be accepted. AD1-1

2 8. Section Field Testing: Can contractor provide cable field testing in place of independent testing firm? No, testing of medium voltage cable shall be by the independent testing firm per the requirements of Section Quality Assurance: Is an independent testing firm required since paragraph 1.01.B states Medium Voltage Switchgear manufacturer is to provide all studies required? The intent is for the Medium Voltage Switchgear manufacturer to provide the power system analysis and all scope described in Section 1.05 will be revised by addendum. Refer to Revision No.1 in this addendum. 10. Will there be emergency power between Phase 2 and Phase 3? There is a requirement for a temporary generator in order to maintain plant operations. The existing generator (via 3 sections of the existing switchgear) can remain connected to HSP No. 1 during the installation of the new switchgear such that the offline time and time without emergency power can be limited to 8 hours. If the contractor s proposed sequencing does not allow for this then temporary generator power needs to be provided for in accordance with Specification Section 01010, 1.03,A and B. 11. Is it acceptable to splice underground feeder circuits above ground and inside of High Service Pump Building in an effort to eliminate as many outside splice boxes as possible? Yes, refer to answer to question Can equipment lay out be reconfigured inside the 480V switchgear to eliminate the need of splicing existing feeder circuits underground? Yes, refer to answer to question In an effort to reduce cost, is it acceptable for the new 480V gear be relocated in the High Service pump station if it remains along the same wall as the drawings indicate and does not conflict with clearances described in the NEC? Yes, refer to answer to question Can the existing conduit for the 5KV service from the existing BTES transformer be abandoned in place and capped if the wire is removed from the conduit? This would reduce job cost and possibility of damaging existing underground utilities if the conduit could be left in place. Yes. The addendum will change contract drawing E-10 to require the removal of the conductors, capping the conduits and abandon empty conduits in place. 15. Can the 5KV splice box be relocated in High Service Pump Station if the existing conduit is not covered by the new Medium Voltage switchgear? Yes, refer to answer to question Can the existing 480V Secondary feeder circuit be-reused to feed the new 480V switch board if the wire is long enough? No, replacement of the feeder to be as shown on the drawings. 17. Can the entire facility be shut down without power for 6-8 hrs. per outage? Yes. Scheduled outage must be coordinated with the Owner, Power Utility, and Engineer a minimum of three weeks in advance.

3 18. Electrical Equipment manufacturers estimated ship dates are subject to change from the time of quote to the time of release for manufacturing date. Due awarding of contract and submittal reviews exceeding the normal 30-day time that a manufacturer will stand by their proposed ship date, can additional days, that are not of fault of the contractor, be added to the project completion schedule to eliminate need for a possible expedited shipping cost. This would help eliminate additional expediting fees for the electrical equipment. The Contract Time has been extended and review times for multi-disciplined submittals has been reduced. Refer to revision item 5 and 6 below. 19. Is MCC-2 going to be fed with new 600A breaker from the new 480V switch board? The existing breaker feeding MCC-2 is 1000A. Provide a 600A circuit breaker per the drawings. 20. Can the existing conduits that are to no longer be used, have the wire removed if possible and abandon in place with a cap to eliminate the additional cost of excavation and possible damage to existing underground utilities that are unknown? The existing BTES secondary conduits will be allowed to be capped and abandoned in place after the conductors have been removed. 21. Can the contractor self-test 5KV and 480V circuits with certified testing 14of hiring a third-party company to perform the same testing? Note that does not require independent testing of 600v cable, this can be tested by the contractor as long as it meets the requirements of 16120, kv Cable shall be tested by an independent testing firm per 16121, Can the equipment manufacturer field testing, coordination study, and arc flash study be sufficient for the project without the excessive cost of hiring a third-party company to perform the same testing? Provide independent testing as required in addition to the manufacturers factory and field testing. 23. Can the video training be eliminated from the contractor scope due to ALL electrical equipment manufacturers requiring indemnification waivers signed that the City of Bristol is not able to sign due to state law? Can the video training be replaced with the manufacturer representative performing an onsite training for all site personnel that the customer would like trained in One formal training session? Manufacture training videos are required in accordance with Section 01730, Is there an allowance for the City of Bristol to cover the outages and termination expense incurred from BTES or is this the responsibility of the contractor? Refer to the answer above to Question The bid form has an allowance of $20, for building department permitting fees. Will the electrical contractor be required to purchase an electrical permit or will this allowance cover it? The Electrical Contractor is responsible for obtaining the electrical permit. The permitting fees are included in the allowance. The allowance has been revised per answer to Question 1 above. AD1-3

Overview Overview of the project includes the replacement of the Water Filtration Plant Motor Control Center and appurtenant equipment, as well as building modifications to accommodate the equipment replacement. The proposed improvements include the removal of all 4160 volt, 480 volt, and 120 volt electrical equipment located within the high service pump building. Replacement with new 4160 volt fused switches, 4160 volt soft starters, 480 volt and 120/208 volt distribution equipment. Removal of double door, and installation of larger double door and transom. Removal of existing louver, installation of new louver, and HVAC analysis. Replacement of related instrumentation and controls. III. Bidding Requirements a. Bid Proposal Form: Lump sum bid Basis of award will be low responsive, responsible bidder based on base bid plus allowances. Submit all scope/technical questions during bidding period in writing or via to Daniel Unger (Contact information in Item I above). Questions must be received by the date and time indicated above. Addenda as needed will be ed to all companies who are listed as plan holders. b. Questions prior to and during pre-bid meeting will be addressed in Addendum 1. c. Contact Daniel Unger and Tim Beavers for questions regarding bid procedure. d. All EDA questions should be directed to Daniel Unger and Bill Forrester. VI. Project Requirements a. Review all City of Bristol and EDA requirements for the bid package. Review, complete, sign, and check all necessary documents before submitting your bid. b. Funding is by the City of Bristol. Retainage on the project will be 5%. Liquidated damages will be $1,000 per calendar day. c. Contractor shall be responsible for maintaining a safe working environment for workers, plant staff and citizens. d. It is highly recommended that the bidder visit the job site with the contract documents and review the area before bidding the project. Contact Tim Beavers at the number above. e. Discussion of permits and fees - Contractor is responsible for building department permitting and fees. Allowance is included in Bid Schedule. VII. Technical Discussion a.
