1 CITY OF STEVENS POINT BOARD OF PUBLIC WORKS MEETING Monday, October 9, :15 p.m. (or immediately following previously scheduled meeting) Lincoln Center 1519 Water Street Stevens Point, WI AGENDA [A quorum of the City Council may attend this meeting] CONSIDERATION AND POSSIBLE ACTION ON THE FOLLOWING: 1. To accept the Director s Report and place it on file. 2. Discussion and possible action on prioritizing the completion of safe routes to school projects. 3. Discussion regarding the formation of a Community Area Network (CAN). 4. To approve the installation of a street light along Phillips Street between Main Street and College Avenue. 5. Adjournment. Engineering Division Sidewalk project filling the gaps The bid opening for this project was on September 18, A single bid from Pember Companies, Inc. out of Menomonee, WI was received in the amount of $137,289. The bid was approximately 51 percent higher than the engineering estimate for the work of $90,725. Due to the lack of bids and high bid received, the bid was rejected and Engineering will be rebidding the project in the spring. Swale Project The Public Utility Department s swale project is nearing completion. The project is anticipated to be completed within the first two weeks of October. Hoover Grade Separation Project: Major elements of construction are complete and the contractor continues to work towards final project completion. Current work elements include sidewalks and medians, fencing and railing, lighting and electrical, topsoil and seeding and paving, pavement marking and signage. The project is still on schedule and will be open later this month. Parking Kiosk Installation Metered parking surrounding the University and Hospital has been fully implemented and is now being enforced. Engineering is currently working with other departments on ordinance changes to establish the new overnight parking downtown within Municipal Lot 16. Business 51 Project: AECOM continues to prepare preliminary designs and evaluate design concepts. Engineering Staff will be participating in an operational meeting with AECOM and other stakeholders in early October. 2

3 Prentice/Maria Reconstruction Project: Final paving is scheduled for the week of October 3, Remaining punch list items are also be addressed. The Final Completion date for the project is October 13 th. Stanley Street Improvements: No new progress at this time. A request for funding for improvements to Stanley Street was made for the 2018 capital budget. Fourth Avenue: Engineering Staff has completed its evaluation regarding the widening of pavement along Fourth Avenue in front of the Pisarski Funeral Home. It is staffs opinion that widening the pavement will provide more benefits to better accommodate both parked vehicles and moving traffic than eliminating parking. While eliminating parking may reduce congestion in this area, it may have an adverse impact on the local businesses. Widening the pavement will maintain the much used parking while improving the flow of traffic and safety of those utilizing the corridor. This project also incorporates work to be completed by Pisarski s which will reduce the overall cost to the City making this the optimal time to complete the work. We are currently waiting on the relocation of an existing utility pole in the terrace before commencing on the remainder of the work. Once the pole is relocated, the work should take only a few weeks to complete, depending on the weather. Wayne Street o New curb and gutter has been installed at the end of Wayne Street. The remainder of the concrete work and paving will be completed later this month. TAP Grant o SOQs for design services for the TAP grant were received and evaluated by a committee comprised of both staff and BPAC members. Ten firms submitted for consideration. The recommendation for consultant selection will be presented at the BPAC meeting on October 11, 2017 for committee consideration. BPAC s recommendation will be presented to council for approval at the regular council meeting on October 16 th. Additional Ongoing Director\City Engineer\City Surveyor Projects: o The Engineering Department continues to evaluate 2018 projects and looking ahead at future work. o Engineering staff is still waiting on quotes for the restriping of North Point Drive which will add a Two Way Left Turn Lane (TWLTL) and dedicated bike lanes. The restriping will begin at Second Street and continue towards Prentice Street, but will not include the portion of roadway between Prentice and Division in anticipation of construction for the roundabout in

Streets Division Street work o Continued Garbage and Recycling operations. o Sign work continued. o Street lamp maintenance continued. o Building maintenance and repair. o Patching Continued. o Teardown and Repairs of Snow Equipment Continued. o Crackfill Operations Continued. o Concrete Repairs Continued. o Storm Damage Cleanup Completed. o Parking Kiosks and Signage installed. o Clark Street Bike Hitches Installed Equipment maintenance/garage o There were a total of 125 repair orders completed in the month of September. When broken down by department there were; Engineering 3 Inspection 0 Police 12 Parks 34 Fire 5 Streets 66 Water/Waste water 5 Signs, posts, barricades, and flags o 133 signs were replaced or added, 3 because of accidents, 5 were moved, 7 signs were removed by ordinance change, 2 because of vandalism, 115 new signs were added and 1 branch was trimmed because it obscured a sign. o 70 poles were replaced or added, 3 because of accidents, 7 for usual maintenance, 2 poles were moved, 7 poles were removed by ordinance change and 51 new poles were added. Garbage/recycling/yard waste/drop-off o Garbage and recycling carts repaired/replaced/distributed as needed. o Regular solid waste collection completed. o Regular recycling collection completed. o City drop-off operations were completed. Leave o 2 funeral days, 8 days.5 hours sick, 47 days 7 hours of vacation and 1 day 4.25 hours of work comp. were utilized. 4

At the request of staff, Alder Nebel has polled local constituents and has provided additional documentation for resident/constituent support. As the location of the light was identified in a previous evaluation of university area lighting, this request has the support of staff. I am therefore requesting approval to have WPS install a new light on an existing utility pole mid-block on Phillips Street in response to this request. The monthly service fee for the light is approximately $26. If there are any questions, please don t hesitate to contact me. Thank you. 5
