1 ADDENDUM NO.2 REQUEST FOR PROPOSALS FOR CITY OF PALM COAST WASTEWATER TREATMENT PLANT NO.2 MEMBRANE BIOREACTOR EQUIPMENT City Project No. RFP- U DATE: March 28, 2008 TO: Prospective Membrane Bioreactor Equipment Manufactures and Suppliers BID DUE DATE: April 25, 2008 This Addendum No. 1 to the Request for Proposals is hereby declared a part of the original RFP, and, in case of conflict, the following Addendum No. 1 shall govern. Bidders shall acknowledge on the proposal forms that their proposals is in conformance with Addendum No.1. A signed copy of the addendum must also bid included with your bid submittal. QUESTIONS AND ANSWERS Question: Please provide the influent minimum and maximum temperature and alkalinity. Answer: The average temperature of the raw wastewater is 22ºº C. The alkalinity of raw wastewater is not available at this time. Question: The process flow diagram shows a Return Activated Sludge configuration where sludge is pumped from MBR tank back to Oxic Nitrification tank. This requires sludge to flow into the MBR tank from 2 nd Anoxic Tank by gravity. Given that the membrane tank minimum SWD is already 15.5 ft, the SWD of the Anoxic tank has to be greater than 17.5 ft assuming all tanks are on the same slab. Is there a limit on SWD for tank? Answer: The MBREM shall be responsible for design of all biological processes including hydraulic design, side water depth and layout of structures as required in the RFP scope of services. Question: Is KSB Group also known as ABS? Answer: It is our understanding that KSB Group is a different company from ABS. Question: Are ABS pumps a valid manufacturer to provide this equipment? 1

2 Answer: The MBREM shall select pumps from the manufacturers listed on Page 7 & page 8 of the RFP. Question: In order to size the pumps, we need information such as elevation of the sludge holding tanks (head) and how far apart are the tanks? Answer: The MBREM will have option of wasting sludge using separate WAS pumps or wasting directly from the return activated sludge pipes. The approximate location of the sludge holding tanks are shown on Figure 2 Preliminary Site Layout. Question: Please verify if the MBREM is required to furnish the chemical doing systems for alum and methanol. Answer: The MBREM is required to determine the chemicals needed and dosing rates required for MBR and all associated biological processes. The MBREM will not be required to furnish the chemical feed systems with the exception of the membrane clean in place system. However, the MBREM is required to provide input and approves the design of the chemical feed systems associated with all biological processes. Question: Will the MBREM supplier be responsible for supplying the MCC associated with the MBR? Answer: The MBREM will not be required to supply the MCC associated with all biological equipment. Question: Will the MBR PLC communicate to other systems via Fiber Optic Connections? Answer: Yes Question: Will loop powered instruments such as Pressure Transmitter need to be mounted in a NEMA 4X 316 SS, vented enclosure with 3-point latch? Answer: No Question: In regards to the MBRCP being a NEMA SS free standing enclosure; will this panel be located indoors in a climate controlled environment? Does the panel need to be NEMA 4X or have climate control such air conditioning? Answer: The MBRCP shall be NEMA 12 painted steel enclosure and be located indoors with air conditioning. Question: Will the MBR MCC be a smart MCC equipped with Ethernet communication? Answer: No Question: The Advantech IPPC-9105G-R is a panel mount PC, is the MBR supplier responsible for the SCADA software and subsequent development required for this PC? 2

3 Answer: Yes Question: If the MBR supplier is to supply the SCADA Software, what SCADA software is required, should the license be Development or Run-Time, and what size tag database should the SCADA software be equipped with? Answer: The SCADA Software shall be Wonderware and shall have 15,000 tag size. Question: Can the MBR supplier be the Instrumentation/Control System Integrator also? Answer: The City will issue a RFP and select a System Integrator prior to the bidding of the project for construction. The selected MBREM will be allowed to submit the proposal for the System Integrator.???? Question: What responsibility does the MBR supplier have to interact with the Instrumentation/Control System Integrator if they are not the same supplier? Answer: The MBREM shall be required to coordinate with the system integrator to ensure that the MBR I/C system be integrated with the I/C system of the entire plant. Question: RFP states pre-treatment system will consist of 1 mm screens. Kruger s flat sheet MBR system requires a 3 mm screen and was curious for the smaller screening opening selection? Answer: The design of the mechanical screen can be determined later during the final design phase. The MBREM will be required to provide input and approve the design of the pretreatment system. Question: RFP requires both RAS and WAS pumps. Would it be acceptable to utilize a side stream off of the RAS line for wasted activated sludge to eliminate additional pumps? Answer: The MBREM has the choice of utilizing a side stream off the RAS line or providing separate WAS pumps. Question: RFP requires MBR supply above ground permeate and air piping. Kruger recommends this piping be placed under GC scope as it is hard to quantify until a GA of all process equipment is laid out to determine distance between blower/pumps and tanks. Answer: Since the MBREM is required to provide the preliminary lay out of the process structures and equipment, it is appropriate for the MBREM to include all above ground piping, fittings, valves and all necessary appurtenances within the structures of all process units. Question: Are noise enclosures required for the aeration blowers? 3

4 Answer: Since the aeration blowers will be housed inside a building as shown on Figure 2 Preliminary Site Layout, it is assumed that the noise enclosures will not be required. CLARIFICATION AND CHANGES TO RFP Page 3, Item No. 11, SECTION II SCOPE OF SERVICES: Modify Item No. 11 to read as follows: Coordinate with the General Contractor and the Engineer in preparation and approval of shop drawings and O & M Manuals for all furnished equipment. Provide factory testing and submit certified testing reports for all pumps, blowers, electrical, instrumentation and control equipment. Page 3, Item No. 12, SECTION II SCOPE OF SERVICES: Modify Item No. 12 to read as follows: Provide City staff a minimum of two weeks operator trainings. Coordinate with GC on equipment adjustment, field testing and start-up services. Page 5, SECTION III BASIS OF DESIGN: Under the Flow Equalization Tank, add the following: The MBREM shall be required to provide input for the design of the equalization tank and pumping system and approve the design of the equalization system. The MBREM will not be required to furnish the EQ mixing and pumping equipment. Page 7, SECTION IV DESIGN CRITERIA: Modify the first paragraph to read as follows: The MBR and associated biological processes shall be designed to comply with the EPA Class I Reliability, the Ten-State Standards, and the Florida Department of Environmental Protection requirements. Page 7, SECTION IV DESIGN CRITERIA: Under Submersible Mixers, change the KBS Group to KSB Group Page 7 & 8, SECTION IV DESIGN CRITERIA: Under the Process Recycling Flow Pumps, add the following: Process flow recycle pumps shall be dry pit pumps or submersible pumps. Page 8, SECTION IV DESIGN CRITERIA: Under the Waste Activated Sludge Pumps, add the following: Use of separate WAS pumps is optional. Page 8, SECTION IV DESIGN CRITERIA: Under the Nitrification Tanks Aeration & Air Supply System, add the following description to the ultra fine bubble diffuser panel: 4

5 The ultra fine bubble diffuser panels shall be constructed of heavy gauged 316 Stainless Steel. The thickness of the base plate shall be a minimum of 1.5 mm. Page 13, SECTION V - MBREM SELECTION PROCESS: Under Item D Proposed System Design, add the following: The 20-year life cycle analysis of the proposed system shall be based on a design average daily flow of 2.0 MGD. Page 14, SECTION V - MBREM SELECTION PROCESS: The percentage differential shall be rounded up or down to the nearest 0.1%. The Cost Proposal point table is extended to 30% as follows: Description Maximum Points 25.1% to 27.5 % above the Lowest Cost Proposal % to 30.0 % above the Lowest Cost Proposal 11 Page 16, SECTION VI INSTRUCTION FOR PREPARING RFP SUBMITTAL: Under the Submittal Deadline, add the following: Six (6) copies of the Technical and Cost Proposals shall be submitted. Page 16, SECTION VI INSTRUCTION FOR PREPARING RFP SUBMITTAL: Modify the Submittal Deadline to read as follows: Each interested MBREM shall submit the Technical Proposal and the Cost Proposal at the same time on or before 2:00 PM of April 25, The selected MBREM shall be notified on or before May 9, Page 16, SECTION VI INSTRUCTION FOR PREPARING RFP SUBMITTAL: Add the following Pre-Bid Meeting requirement: Pre-Bid Meeting A mandatory Pre-Bid Meeting is scheduled for April 8, 2008 at 2:00 PM at the following address: City of Palm Coast 2 Commercial Blvd Palm Coast, Florida Page 2, MBR Cost Proposal: Under Item B, add the following: The MBREM shall provide design and construction services as described in RFP Section II Scope of Services. Page 2, MBR Cost Proposal: Under Item B Construction Services, add the following: The MBREM shall be required to coordinate, monitor and review the 30-day process performance testing as part of the construction services. 5

6 Page 6, MBR Technical Proposal: Add the following requirements: The MBREM shall furnish all proposed equipment with standards spare parts that are normally included with equipment without additional cost to the City. However, the MBREM shall include in the Technical Proposal a list of additional recommended spare equipment and/ or spare parts for all proposed equipment with price of each individual spare equipment and spare part. The MBREM will not be required to furnish these additional spare parts or equipment with this RFP. The City reserves the right to purchase some or all of these spare parts and equipment in the future based on the prices quoted. Page 4, MBR Technical Proposal: Under the Waste Activated Sludge Pumps, add the following: Provision of WAS pumps is optional. Also, add the following after the Waste Activated Sludge Pumps: Membrane Clean-in-Place System Type and Brand Name of Clean in Place System List of Clean in Place Equipment Page 2, MBR Cost Proposal: Add the following paragraph under Item B, Construction services: The MBREM shall furnish to the City through the General Contractor a Process Performance Bond equals to 100% of the proposed equipment cost (Lump Sum Price A) in the Cost Proposal). The Process Performance Bond shall be in effective for two (2) years from the startup of the system. Page 2, MBR Cost Proposal: Add the following paragraph under Item B, Construction Services: Direct Purchase of Material/Equipment It is the intent of the City, being a tax exempt governmental entity, to save the sales tax on the major quantities of material/equipment supplied for this project. For this RFP and for the future General Construction Contact, sales tax on the equipment shall be included in the bid price. The future General Contractor shall act as the City s purchasing agent for the purchase of the MBR Equipment and thus, the City shall be the buyer in such transactions and, being a tax exempt governmental entity, the purchase transaction shall be tax exempt. However, should the Florida Department of Revenue ultimately conclude that sales tax should have been paid; the City agrees 6

7 to pay the sales taxes and ensure that the future General Contractor and/or MBR supplier is not required to pay such taxes. The future General Contractor and/or MBR Supplier shall not be obligated to defend the City against the Florida Department of Revenue for any actions by the Department claiming that sales taxes are due to the State under this Contract, or the contract with the future General Contractor. The future General Contractor shall be responsible to place the order for the material. The Work Order shall be issued by the City with the future General Contractor s terms and conditions. Goods shall not be subject to trade discounts. Agreement for the City to purchase shall be formalized prior to purchase of goods. Shop drawings shall be sent to the future General Contractor from the MBR Supplier for review, checking and coordination. After checking, the future General Contractor shall be responsible to forward the shop drawings to the ENGINEER for review. After review with the City, the ENGINEER shall return the shop drawings to the future General Contractor to be returned to the MBR Supplier. The future General Contractor shall be responsible to schedule the delivery time for the material. The future General Contractor shall be responsible to unload and to store the material until it is installed. The future General Contractor shall be responsible to provide and maintain Builders Risk Insurance on the material until the project is completed and accepted by the City. Invoices for the Equipment shall be submitted to the City from the MBR Supplier, c/o Contractor. The future General Contractor shall forward the invoices to the ENGINEER. Once the ENGINEER has reviewed the invoice and the future General Contractor has confirmed delivery, this information shall then be forwarded to the City for payment. Payment for the MBR Equipment shall be forwarded to the MBR Supplier in accordance with Work Order Terms. A change order shall be negotiated that reduces the Contract Price by the amount of the material cost plus state sales tax credit (6%) and the local sales tax credit (one percent (1%) up to the first five thousand ($5,000). The future General Contractor shall include in his bid the handling costs, markup and profit that are associated with the installation/handling of the material. The future General Contractor and the MBR Supplier agree that the MBR equipment shall be added to or deleted from at the City s choosing. The future General Contractor and the MBR Supplier shall include all costs of administering this direct purchase of equipment with their bid. 7

8 The future General Contractor shall complete all activities and assume all liabilities that are normally involved in material purchase and installation. The only intent of this Section is for the City to purchase the material directly in order to save the sales tax monies. The MBR furnished equipment and materials shall be included in the contract documents of the future General Contractor as part of the equipment and materials expected to be purchased directly by the City. PAGE 8, STATE OF QUALIFICATION QUESTIONNAIRE: MODIFY ITEM 8 Warranty to read as follows: The Guarantee and Warranty periods for each major component shall be a minimum of 24 months. The MBR Membrane units and the ultra fine bubble membrane aeration diffuser panels shall be warranted for a period of at least five (5) years from the startup of the system. End of Addendum No. 2 Appendix: The bid due date has been changed from April 4, 2008 to April 25, 2008 as noted on page one of this addendum. 8
