Ginsburg, General Manager Dawn Kamalanathan, Capital and Planning Manager Marvin Yee, Project Manager Commission Calendar Item Agenda Item Wording: Discussion and possible action to award a Job Order Contract for as-needed services related to capital projects on various park properties, valued at up to $3 million to an A license (general engineering) contractor: either AzulWorks, Agyabani Construction, Southwest Construction, Yerba Buena Engineering, Synergy PM, or Angotti & Reilly (ACTION ITEM) Background: A Job Order Contract ( JOC ) is an indefinite quantity contract utilized to accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing task orders to the successful contractor during the three-year term of the contract. Job Order Contracts are being used by other City Departments with contracting authority, including the Airport, SFMTA, Public Works and the PUC. The Recreation and Park Department awarded its first three (3) Job Order Contracts on 29, which expired in early 22. The Recreation and Park Department is seeking to re-issue three (3) new Job Order Contracts:. Valued up to $3 million to an A license (general engineering) contractor; 2. Valued up to $3 million to a B license (building) contractor; and 3. Valued up to $ million to a micro-lbe A license (general engineering) contractor. Each task order is limited to $4,. Task orders exceeding $4, may be issued with the approval of the General Manager. JOC is expected to expedite relatively small

2 construction projects, particularly those under the City-wide capital improvement programs (i.e., restrooms and community-opportunity fund) of the 28 Park Bond. Attached to this report is a list of projects completed under the job order contracts awarded by this Commission in 29 as an example of the type of projects utilizing JOC. The Recreation and Park Department advertised three, Job Order Contract for competitive bids in April 22. For the $3 million, A license contract, a total of 6 bids were received. Contractors and their bids are listed on the attached tabulation sheet. At the time of this staff report, the bids were undergoing review by HRC to determine the lowest bid that is responsive for each respective contract. The Recreation and Park Department will recommend award for the contract at the full Recreation and Park Commission meeting on June 2, 22, to the respective lowest responsive and responsible bidder as determined by HRC.
