1 March 15, 2019 SANTEE LAKES GENERAL STORE, ADMINISTRATION BUILDING & TEEN CENTER ADDENDUM NO. 2 Bid Opening Date: March 27, 2019 Bid Opening Time: 1:00 p.m. Date Addendum Issued: March 15, 2019 NOTICE TO BIDDERS: Addendum No. 2 has been issued for the Santee Lakes General Store, Administration Building & Teen Center Project. This addendum shall be included in the bid and made part of the Contract Documents. Bidders shall acknowledge receipt of this Addendum in the space provided in the Bid Form and shall also attach a copy of the entire Addendum executed by an Authorized Signatory as described in the Instruction to Bidders. Failure to do so may render the bid nonresponsive and may cause its rejection. The Addendum is available for download from the Mayer Reprographics website ( Bidders are responsible for ensuring that they have received any and all addenda. Page 1

2 CLARIFICATIONS: 1. The deadline for all Requests for Information is 12:00 PM PST Monday, March 18, No RFI s will be accepted after 12:00 PM PST Monday, March 18, All RFI s must be submitted by to David Suter at info@cbsisandiego.com. Verbal RFI s will not be accepted. QUESTIONS RECEIVED 1. Question: Spec Section /1,8-B indicates an AISC-Certified Erector requirement. Will this be enforced? Answer: AISC certification for steel fabricators and erectors is preferred but not required. 2. Question: I had a question about bonding for subcontractors. In one of my invites it states that the sub isn t required to provide a bond as long as the contract is under $50, Is this the case with all bids from subcontractors, or is it just with certain general contractors? I appreciate your time in helping me clarify this. Answer: The contract requires the general contractor to provide Performance and Payment bonds for the full cost of the project. Subcontractors do not need a separate bond. See Paragraph # 27 of Instructions to Bidders. 3. Question: The civil drawings do not indicate contour lines within Lake #4. To determine to height of the cofferdam, we need to know the contour of the bottom outboard of the column line. Answer: We do not have contour within the lakes themselves. The lakes are approximately 8 deep. Costs should be based on that information. 4. Question: Addendum #1 answer #7 states a design-build of 1440sf additional deck to match the deck in the base bid. There are no drawings that show where this additional 1440sf would go. If the 1440sf is more over the water then the cost is considerable more than if it is just extended along the slope. Please clarify the location of additional deck so we know the correct number of piers and how many are in the water that require steel casings. Answer: See Exhibit 1 attached to this addendum for location of the additional deck. This additional area will extend over the water. 5. Question: The base pedestals for the parking lot lights are to be on a 3' high concrete pedestal. Can you verify if the 5 lights on the west side of the lawn (adjacent to the lake) are also to be on pedestals, or will they be at grade? Answer: They should be at grade. 6. Question: The schedule calls out Type 1 lighting, this should be Type 3. Answer: Make it Type 3 as suggested. 7. Question: The poles/fixture/battery boxes are dark bronze color. It is not called out in the schedule. Is this color approved? Answer: Dark bronze color is approved. 8. Question: I was just measuring the flood planks and the spec says 10 wide opening max but some of them are 11 or Also PS Flood Barriers told me we can t have an FM Global label on the one that has a corner (up by the general store) do you care? We can always move the walls so the openings meet the 10 requirement. The spec also 2.1.B.1 states WPH up to 6 and 2.1.B.3 states 3 WPH. Answer: Refer to the sizing layouts shown on the plans and disregard the 10 wide max Page 2

3 reference in the specification. FM Global label not required on corner unit. 9. Question: The drawings and specifications are silent on what steel is galvanized. Is any exposed steel galvanized? Answer: Sheet S0.1 calls out that all steel exposed to weather shall be galvanized. In architectural sheets, general notes in elevations and details call out for steel to be galvanized and painted. 10. Question: Specification B. lists 9 surface preparation standards with no indication of which standard applies to what condition. Obviously, there is a huge difference between hand wire brush and near white blast. What standard do you want us to use where? Answer: Apply SSPC-SP 11 Power Tool Cleaning to Bare Metal to all steel prior to being galvanized. (all steel is exposed to the weather). 11. Question: I am uncertain of the purpose of a well point dewatering system as called out in the specs. Obviously, the portion of Lake #4 within the cofferdam needs to be dewatered, but this is a trash pump operation, not a well point system operation. Attempting to dewater the subgrade with a well point system is pointless for two reasons. First, the drilled piers have permanent waterproof steel casings, so there is no reason to remove the water from the surrounding ground. Second, the lake water is above the clay pond liner, but the well points would be below the liner. The 2 zone called to be dewatered in the spec is the zone of the clay liner which cannot be dewatered. This spec calls for an expensive dewatering system that will do very little. Can alternative dewatering methods be used? Answer: A well point dewatering system is not applicable to the drilled pier installation. See specification Section for drilled piers where groundwater or lake water occurs. 12. Question: At the jobwalk, you mentioned that drilled piers were selected over driven piles because of the pier interface with the existing clay pond liner. In looking at the drawings, particularly S2.1, I see no indication of the existing clay liner or any interface provisions between the steel pier casing and the clay liner. Are there any seals, waterstops or other provisions intended for this interface? Answer: See specification Section , 3.3.A.7. Fill any voids with grout. The contractor is responsible for providing means and methods to "seal" the clay liner after piers have been constructed. Contractor may use a 5 bentonite clay mixture with (1 Part Clay) to (5 Parts Soil). Bentonite and soil material will be reviewed during submittal process. 13. Question: The permanent steel casing on the piers is called out as plain steel. This means that raw steel will be exposed above and below the water line leading to rust entering the lake. Is some type of coating intended for these casings? Answer: Rust is not acceptable to enter into the lakes. Casings were not utilized in determining the structural capacity of the drilled piers and are considered sacrificial. To minimize the rust potential, upper portions of drilled pier casings should be hot-dipped galvanized from 2' below the ground level to top of casing, or contractor can provide removable casings (forms) above ground level. 14. Question: Will the level of Lake #4 vary during the construction period? Answer: The level of Lake 4 may vary plus or minus 12, however this is controlled by Santee Lakes personnel and will be coordinated with contractor if this needs to happen. Page 3
