The current application includes the following: New single family dwelling unit with a two car detached garage o Single Family Dwelling Unit First floor: 2,050 SF Second floor: 988 SF Porches: 721 SF Total square footage (including porches): 3,749 SF Total square footage (not including porches): 3,018 SF o The detached garage is an accessory use, and it is exempt from IP design review approval under Section of the Zoning Ordinance. ZONING REQUIREMENTS: Required Setbacks: front 20 feet, side 7 feet, rear 7 feet Proposed Setbacks: front 21 feet to bottom of stairway to porch, side (south) feet, side (north) 8 feet, rear approx. 15 feet to detached garage Site Coverage: Maximum allowed is 50% and the proposal is under 50% SECTION PERFORMANCE STANDARDS AND REVIEW CRITERIA The following standards shall be adhered to in the rehabilitation, alteration of any structure and/or construction of new structures within a design overlay district. All development within the design overlay districts shall be reviewed by the Islands Planning Commission in accordance with the listed guidance standards. The following defects may render an application for design review inappropriate resulting in disapproval and requiring the resubmittal of plans: (Staff comments in bold) (a) Construction, or remodeling or enlargement of an existing building in a manner inconsistent with the existing building massing (the three-dimensional bulk of a building: height, width, and depth), articulation (the pattern of the building base, middle and top, created by variations in detailing, color and materials or 1

2 stepping back or extending forward a portion of the facade) and fenestration (the arrangement, proportioning, and design of windows and doors in a building) in the immediate area; or (b) An absence of unity or coherence in composition which is in opposition to the character of the present structure in the case of repair; or (c) Violent contrasts of materials or intense colors not representative of the existing buildings in the immediate area; or (d) A multiplicity or incongruity of details resulting in a disturbing appearance. (O , 11/19/2009) Staff Comment: The new single family dwelling will be a 1.5 story beach cottage with front and rear porches. The exterior materials consist of Hardie plank siding, metal roof, brick plaster accents, brick stairway treads and risers, and Hardie trim on other features. The house and detached garage are in keeping with the coastal cottage architecture seen throughout St. Simons Village. The applicant has submitted a plan indicating the following; o A 48 inch Live Oak, 36 inch Live Oak, 18 inch Live Oak will be preserved on the site o A 21 inch Live Oak at the rear of the property is indicated as dead on the survey and proposed o for removal, and two palms on the survey are proposed for removal The landscape plan proposed additional plantings such as cabbage palm, hydrangea, hedge rows, and lawn. The proposed lighting for the dwelling shall be exterior light fixtures in conformance with Zoning Ordinance Section 622. ACTIONS: The Islands Planning Commission may: 1) Approve an application with or without such changes and modifications in the specifications and plans or subject to such conditions as would reasonably be required to ensure that the purpose and intent of design review district regulations are met; 2) If the Islands Planning Commission needs additional information in order to review an application, make findings of fact or to make a recommendation, then the Islands Planning Commission may defer action on the application for no longer than the next regularly scheduled meeting. Without the applicant s concurrence, the Islands Planning Commission may continue the initial review only once to provide guidance to the applicant regarding revisions to the proposed project; 3) Deny the application. No building permit shall be issued for the activities described in the application if the application is denied by the Islands Planning Commission; POSSIBLE MOTIONS: 1) I move to approve application VP3802; 2) I move to defer application VP3802 until the next regularly scheduled Islands Planning Commission meeting and provide the following guidance to the applicant regarding revisions to the proposed project ; 3) I move to deny application VP3802 based on failure to comply with Section 709.
