ISSUES AND CONSIDERATIONS 1. Construct Hackett stone retaining wall around west and south side of property i. The applicant requests to construct a retaining wall using Hackett stone along the west and side yards of his property. The applicant stated the yard s slope has destroyed two lawn mowers in three years and much of the yard washes into the sidewalk. The applicant believes a retaining wall will increase his use of the yard, have curb appeal, and can allow his dogs to use the front yard untethered. ii. The applicant was continued from February 12, 2015 TPC Meeting and the April 9, 2015 TPC Meeting. On the April 9 meeting, the Commission recommended using cut stone instead of rough stone to increase the wall s life and requested the applicant to research other materials. i. 2 COA SECTION G GUIDELINES FOR LANDSCAPE FEATURES, PAVING AND SIGNAGE G.1 Landscape Features G.1.3 Ensure that new landscape features are appropriate to the style of your home and consistent with the historic elements found along the same street and within the district. G.1.5 Use wall materials that are consistent with the historic walls found along the same street and within the district. Cinder block, segmental retaining wall systems, corrugated metal, and railroad ties are not allowed. Historically styled cast concrete block will be considered on a case-by-case basis. ii. Item 1 Considerations 1. Several properties along the same street feature dry stack walls including: 1607 S. Norfolk Ave., 1704 S. Norfolk Ave, and 1718 S. Norfolk Ave. 2. Sandstone appears to be the most common stone used throughout the street instead of limestone. 3. The applicant was approved for a natural stone wall in Since he did not use his permit within the two years, he was obligated to have his project reviewed before the Commission again. Page 2 of 2

9 Reasons for Improvements Ease of Maintenance o 2 mowers destroyed in 3 yrs. due to mowing hill o Hard to keep grass growing on steep hill o Sand and dirt washes into sidewalk o Edging sidewalk very difficult as yard erodes into sidewalk o Hard to safely mow hill Curb Appeal Increase usable size of yard Fence in front will allow us to enjoy front yard with dogs Current fence in back cannot be trusted to keep dogs safe Currently chain link fence is acting as a retaining wall in back yard o Very hard to keep grass down against chain link Current steps and sidewalk crumbling safety hazard

10 Improvement Plan Steps and Sidewalk o Replaced to match existing Retaining Wall o Dry stacked limestone boulder retaining wall Entire Length of West and South side of property Yard backfilled behind retaining wall to create very gradual slope to wall Bermuda sod up to wall edge Wall will turn back at sides of steps Even with top of steps on both sides Max height of wall 3 at Southwest corner Filter fabric and clean drain rock for proper drainage Mondo grass area between sidewalk and retaining wall edge to break up concrete and stone. 14 width Interlocking joints at corners, each row of boulders stepped back, and staggered joints for increase strength Fence o Back Semi private 6 Cedar 4 (Space Picket) fence with cap and trim o Front 4 Classic Iron 3 rail fence Ameristar Product o Both fences will be left 1 ½ to 2 above existing grade to allow trimmer to reach grass under and on both sides of fence o 8 Diameter Concrete footings on cedar fence, 2 1/2' deep.
