Fees, P.E., CFM City Engineer SUBJECT: Presentation on Possible Adoption of ICC Building Codes 2012 Edition Family of Codes and Possible Adoption of the ICC 2012 International Existing Building Code. 1. BACKGROUND/HISTORY Currently, the City is under the International Council of Codes (ICC), 2009 edition, for residential and commercial construction. Every three years, the ICC makes revisions to its family of codes; however, most cities wait until such amendments are accepted by the building community. The family of codes the city has currently adopted are the following: 2009 edition: International Building Code International Energy Efficiency Code International Fuel Gas Code International Mechanical Code International Plumbing Code International Fire Code as adopted by ordinance # International Property Maintenance Code International Residential Code International Existing Building Code National Electric Code, 2008 edition 2. FINDINGS/CURRENT ACTIVITY Dondi Atwell with ATS Engineers and staff will provide a presentation highlighting the changes to the 2012 edition and the proposed International Existing Building Code 2012 ed. 3. FINANCIAL IMPACT N/A.

6 It is proposed to adopt the 2012 International family of codes, 2015 IECC along with the 2014 National Electric Code. The majority of all plans submitted for review and permitting already comply with 2012 edition ESD#8 is under the International Fire Code 2009.

9 Building Code Adopt Appendices C, D, G (excluding G104 and G105), H, I, J and K. Building Official designation. No permit required for an accessory structure < 251sf Homeowners can do work providing proof of homestead. A design professional - state licensed architect/engineer. The Board of Appeals is the Construction Board of Appeals. Plans submitted - Texas licensed P.E. and/or architect. No utility service without a Certificate of Occupancy.

No utility service without a Certificate of occupancy. A person applying for a permit has to be State of Texas licensed master plumber or the home owner provided the homeowner can show proof of homestead.

12 Mechanical Code Adopt Appendices A. Building Official designation. The Board of Appeals is the Construction Board of Appeals. A person applying for a permit has to be State of Texas licensed air conditioning and refrigeration contractor or the home owner provided the homeowner can show proof of homestead.

13 Plumbing Code Adopt City s permit & inspection fee schedule. Adopt Appendices A, B, C, D, E and F. Building Official designation. The Board of Appeals is Construction Board of Appeals. A person applying for a permit has to be State of Texas licensed master plumber or the home owner provided the homeowner can show proof of homestead. Fire sprinkler & irrigation systems - permit required. A backflow prevention assembly shall be installed on all irrigation systems.

The Board of Appeals is Construction Board of Appeals. Cannot convert structure to residence w/o meeting International Residential Code for One and Two-Family Dwellings.

15 Residential Code Fire Sprinkler system not required-1 & 2 family dwellings Adopt Appendices A; B; C; D; E excluding AE302, AE303, AE304, AE402; G; H; I; J; K; M; N; O and Q. Building Official designation. No permit required for an accessory structure < 251sf Homeowners can do work providing proof of homestead. A design professional - state licensed architect/engineer. No utility service without a Certificate of Occupancy. Building Official - Issue Stop Work order if work is in unsafe/dangerous manner.

16 Electrical Code Person applying for a permit has to be State of Texas licensed master electrician or the home owner provided the homeowner can show proof of homestead. No Permanent power service without a Certificate of Occupancy. Existing Building Code Adopt Appendices A and B. Building Official designation. The Board of Appeals is the Construction Board of Appeals.

17 Fire Code Adopt Appendices B, C, D, E, F and G. Fire apparatus access road Gates shall have access locks Address numbers Fire flow Fire lanes Prohibit open burning in the city limits unless authorized by the Fire Marshal. Allow Recreational fires conducted in an outdoor fireplace, fire pit, metal container, BBQ Pit or other approved device designed for such purpose.
