RIVER STREET SEWER LATERAL REPLACEMENTS Summary Bids for Public Works Bid Schedule A -2013, Contracts , -2, -3, -4 and -5, were opened on Wednesday, February 13, Each of the low bids was found to be responsive and acceptable. Recommendation Following review by the Council, the Engineering Division recommends award of bids for Contracts , -2, -3, -4 and -5 to the low bidders and that the City Council express their intent to include necessary funding in the note issue. City Manager Recommendation The City Manager recommends approval of Bid Schedule A contracts as outlined below. Due to the restriction on borrowing for street resurfacing we are deferring approximately $146,000 in resurfacing work that was bid. Suggested Motion I move to award Contracts , -2, -3, -4 and -5 to the low bidders and express the intent to include in the 2013 Note Issue $970,000 for Street Resurfacing, $602,700 for Curb & Gutter Replacement, $49,200 for Sidewalk Replacement, $70,500 for Manhole Rehabilitation/Reconstruction, and $360,000 for S. River Street Sewer Lateral Replacements. Background Contract , Street Resurfacing This project includes approximately 5.8 miles of street rehabilitation but may be reduced to 5.3 miles based on funding limitations. The weighted average comparison of asphalt unit prices between 2012 and 2013 results in a 5.8% increase from last year. We received one bid for this project, with Rock Road Companies providing the low bid. The Engineering Division is recommending award of this contract to Rock Road

Randall Avenue from Sherman Avenue to Hawthorne Avenue, 2) resurfacing of N. Randall Avenue from Creston Park Drive to Randolph Road, 3) asphalt joint repairs on E. Rotamer Road from Tanglewood Drive to Castlemoor Drive. This will reduce the mileage of the annual program to approximately 5.3 miles. If it is determined toward the end of the contract there is unexpended contingency funding, this work may be completed in 2013 otherwise it will be completed in Contract , Curb & Gutter and Sidewalk Replacement This project provides for the replacement of sections of curb and gutter for streets that are to be resurfaced in 2013 under Contract , Street Resurfacing. This project also includes a sidewalk maintenance program in coordination with street rehabilitation. We received two bids for this project, with Yeske Construction providing the low bid. The Engineering Division is recommending award to Yeske Construction of Edgerton, Wisconsin, in the amount of $583, The bids received are shown below:

This is the sixth year of an annual program for maintaining utility manholes in conjunction with the street maintenance program. We opened three bids for this project, with Josh s Construction providing the low bid. The Engineering Division is recommending award of this contract to Josh s Construction, Dubuque, Iowa, for a total amount bid of $219, Part A of the bid includes work related to full depth manhole rehabilitation/reconstruction, while Part B of the bid includes work related only to manhole chimney rehabilitation/reconstruction and Part C of the bid includes pavement restoration. Two bids were received for this project, with Frank Bros. providing the low bid. The Engineering Division is recommending award of this contract to Frank Bros., Janesville, Wisconsin, in the amount of $79, The bids received are shown below: Frank Bros., Inc. Box 1818 Janesville, WI Funding was included in the 2012 Note Issue with $60,000 borrowed for the tennis court reconstruction. The additional $20,000 necessary to construct the project is proposed to come from unexpended funds borrowed in 2012 for the Youth Sports parking lot expansion. Contract , S. 5 14 FEBRUARY 2013 PAGE 5 OF 5 The project includes excavated replacement or trenchless abandonment of approximately 35 sanitary sewer laterals connected to sewer mains, including associated street and non-paved restoration prior to total street reconstruction under DOT contract later this year. We received four bids for this project, with R. T. Fox Contractors providing the low bid. The Engineering Division is recommending award of the base bid and alternate bid A to R. T. Fox Contractors, Edgerton, Wisconsin, in the amount of $315,201. Alternate A requires cast in place pipe repairs without pavement restoration while Alternate B required excavated repairs with pavement restoration for the same work.
