TANGERINE ROAD CORRIDOR I-10 to La Cañada Drive

TANGERINE CORRIDOR PROJECT NEED Why improve Tangerine Road? Roadway closes during flooding Some segments nearing capacity limited passing opportunities No pedestrian facilities Need to plan for future growth Photo from AZ Daily Star July 5, 2012

TANGERINE CORRIDOR PROJECT ELEMENTS Goal: Improved multi-modal mobility and safety Widening to 4 lanes from I-10 to La Cañada (10 mi) Landscaped median Multi-use lanes, sidewalks Drainage improvements (eliminate dips) Intersection Improvements

TANGERINE CORRIDOR PROJECT FUNDING 10 Miles - Traverses Marana, Oro Valley, and Pima County $74.2M budget RTA Funding allocated for $45.3M RTA $21.4 M Marana $6.5M Pima County $1M Oro Valley Additional RTA Linkages funding for wildlife crossings MARANA PIMA COUNTY ORO VALLEY

TANGERINE CORRIDOR - IMPLEMENTATION PLAN Prioritize segments based on: Traffic, Utilities, Permitting, Right-of-Way Construction split into 2 segments to match funding Segments 1a and 1b combined; will be constructed together Segment 2 to be designed and constructed in a later RTA period Current Phase SEGMENT 2 (5 MILES) SEGMENT 1B (2 MILES) SEGMENT 1A (3 MILES)

TANGERINE CORRIDOR PROJECT TIMELINE Work to date Public Meetings April 2011 March 2012 February 2013 January 2015 Access Management Workshop Technical Studies (Traffic, Drainage, Environmental, etc) Final Design Concept Completed February 2013 Retained a Construction Manager at Risk (CMAR) 90% Design Plans completed for Segment 1

SEGMENT 1 DESIGN Dove Mountain Blvd to La Cañada Drive

SEGMENT 1 PROPOSED IMPROVEMENTS Widening to 4 lanes from Dove Mountain Blvd to La Cañada Dr (5 mi) Landscaped median Multi-use path, bike lanes Drainage improvements Five wildlife crossings Signalized Intersections Dove Mountain Blvd Thornydale Road La Cholla Blvd Resurfacing of Thornydale Road in Marana Limits approximately 0.4 mi North and 1.0 mi South of Tangerine

SEGMENT 1 PROPOSED IMPROVEMENTS Dove Mountain Blvd to Camino de Mañana (1.5 mi) Desert Parkway design Uncurbed, limited access 50 mph speed limit Native Vegetation, water harvesting No impacts to structures

SEGMENT 1 PROPOSED IMPROVEMENTS Camino de Mañana to La Cañada Dr (3.5 mi) Arterial design - Curbed median (similar to section east of La Cañada) 45 mph speed limit No impacts to structures

SEGMENT 1 PROPOSED IMPROVEMENTS Key Changes since last Public Meeting (January 15) Added dedicated entrance to Tangerine Corridor Park (Marana)

SEGMENT 1 PROPOSED IMPROVEMENTS Key Changes since last Public Meeting (January 15) Changed Camino de Oeste from a signal to a HAWK (High-Intensity Activated Crosswalk).

SEGMENT 1 PROPOSED IMPROVEMENTS Key Changes since last Public Meeting (January 15) Shifted drainage channels farther from road/pathway Creates space for additional landscaping along pathway 60% Design Current Design

SEGMENT 1 PROJECT DESIGN STATUS 100% Plans complete in December Coordinating project design with utility companies Utility relocation designs currently being finalized Relocations to begin as soon as December Property Acquisition Status Arizona State Land right of entry expected by end of 2015 Continuing negotiations with private property owners Coordinating design and construction elements with Construction Manager at Risk (CMAR)

SEGMENT 1 PROJECT DESIGN STATUS Recap of CMAR Delivery Method: Quality Uses most qualified contractor, not lowest bidder Contractor brought in during design Design engineer, owner and contractor work together to improve constructability and reduce impacts Contractor can suggest cost and time savings construction methods Can allow early start of some construction activities CMAR for Tangerine Road: Tangerine Corridor Constructors (TCC) (a Granite, Borderland Joint Venture)
