(FEI) has completed the asbestos sampling for suspect asbestoscontaining building materials (ACBM s) that may be impacted as a result of the proposed demolition project in the building referenced above. The scope of work included inspecting the interior/exterior areas which included the roof. Mr. Andrew H. Baird (Virginia Asbestos Inspector License # ) conducted the fieldwork on February 20-21, 2014 and February 27, Destructive sampling of metal fire doors did not commence since this building was not vacant at the time and all metal fire doors with or without fire rated labels are to be presumed asbestoscontaining materials (PACM s) until proven otherwise. FEI collected a total thirteen (13) bulk samples of suspect material, which may or may not be impacted by the renovation/demolition work and hand delivered them to AmeriSci Richmond, located in Midlothian, Virginia where they were analyzed for the presence of asbestos. A material is considered by the EPA and the Commonwealth of Virginia to be asbestoscontaining if at least one sample collected from a multi-sample group contains asbestos in an amount greater than one percent (>1%). The following building materials were determined to contain asbestos: Gray Interior Pipe Penetration Caulk Gray 12 x12 Vinyl Floor Tile with Black Mastic

The following building materials were determined to contain asbestos: Brown with Streaks 9 x9 Vinyl Floor Tile and Black Mastic Light Brown with Red and Brown Splotches 9 x9 Vinyl Floor Tile and Black Mastic Medium Brown 9 x9 Vinyl Floor Tile with Black Mastic Tan/Black Mastic associated with Black Cove Base Ceiling Tiles with Fissures and End Points White Exterior Pipe Penetrating Caulk Brown 9 x9 Vinyl Floor Tile with Black Mastic The following building materials were determined to contain one percent or less (<1%) asbestos: Gray 12 x12 Vinyl Floor Tile with Tan/Black Mastic Mastic = Trace If a building material results in a trace of asbestos 1%), ( this material is not considered an asbestos-containing building material (ACBM) according to EPA s definition. However, additional worker protection, air monitoring, worker general awareness training and disposal methods may be required during any renovation or demolition activities that involve the disturbance of these materials in accordance with the Occupational Safety and Health Administration (OSHA) Guidelines. The removal/demolition of a material containing one percent or less of asbestos is considered Unclassified Asbestos Work provided the Permissible Exposure Levels (PEL s) are not exceeded. This means that only certain Work Practice Standard's, Engineering Control Obligations, and Prohibitions pertain including, but may not be limited to, the ones defined in the OSHA Guidelines under 29 CFR and clarified in the August 13, 1999 OSHA letter regarding the Requirements for demolition operations involving material containing (<1%) asbestos. Asbestos NESHAP requires that each owner or operator of a demolition or renovation activity involving Regulated Asbestos Containing Material (RACM) remove all such material from a facility being demolished or renovated before any activity begins that would break up, dislodge, or similarly disturb the material or preclude access to the material for subsequent removal. ACM need not be removed before demolition if it: (i) (ii) (iii) (iv) Is a Category I non-friable ACM that is not friable. Is on a facility component that is encased in concrete or other similarly hard material and is adequately wet whenever exposed during demolition. Was not accessible for testing and therefore was not discovered until after demolition began and, as a result of the demolition, cannot be safely removed. If not removed for safety reasons, the exposed RACM and any asbestoscontaminated debris must be treated as asbestos-containing waste material and kept adequately wet at all times until disposed of. Is a Category II non-friable ACM and the probability is low that the material will become crumbled, pulverized, or reduced to powder during demolition.

23 March 30, 2014 Timmons Group 117 South 14 th Street Suite 303 Richmond, VA ATTN: Andrew Gould Principal View of Building: RE: Polychlorinated Biphenyl s (PCB s) and Mercury Visual Inspection Report City of Richmond Boulevard/Parker Field Redevelopment Project - Phase I School Radio Shop (SRS) Richmond, Virginia FEI Project Number: FEI-14AM053 Dear Mr. Gould: France Environmental, Inc., (FEI) has completed the limited visual inspection/survey of equipment that may contain Polychlorinated Biphenyl s (PCB s) and Mercury Switches at the above referenced Commercial Property on February 27, The scope of work included a limited visual survey of PCB light ballast; light fixtures; possible PCB containing equipment; and thermostats throughout the interior/exterior areas only. Physical sampling was not within our scope of work. PCB Light Ballasts - Large & Small and/or Light Fixtures The Environmental Protection Agency (EPA) banned the use of Polychlorinated Biphenyl (PCB) in Thus, all light ballast manufactured thereafter should not contain PCB s. Additionally, the EPA requires that light ballast manufactured after 1978 be labeled by the manufacturer indicating that the ballast does not contain PCB ( NO PCB notation). PCB s are an oily substance that can be toxic to humans. It was used in electrical equipment such as light ballast and transformers. FEI inspected various types, i.e., flush mount; recessed mount; single strip; etc., light ballast throughout each floor. Some of the light ballasts inspected did not have the NO PCB identification and are presumed to contain PCB s. This type of light fixture was found randomly throughout the building. It is a 2 x4 lay-in type fixture with one (1) ballast and four (4) tubes. FEI did inspect at least one (1) of each type in each area of the building. It is estimated approximately fifty-two (52) light ballast in total. There are two (2) surface mounted light fixtures that do have the NO PCB label and each fixture has one (1) light ballast.

24 Boulevard/ Parker Field Redevelopment Project - Phase I: School Radio Shop (PCB & Mercury Inspection) Page 2 FEI Project Number: FEI-14AM053 3/30/2014 Mercury Bulbs Mercury is a naturally occurring element that is found in air, water and soil. It exists in several forms: elemental or metallic mercury, inorganic mercury compounds, and organic mercury compounds. Elemental or metallic mercury is a shiny, silver-white metal and is liquid at room temperature. It is used in thermometers, barometers, thermostats, switches, gas meters, electrical switches and especially fluorescent light bulbs. When dropped, elemental mercury breaks into smaller droplets, which can go through small cracks or become strongly attached to certain materials. At room temperature, exposed elemental mercury can evaporate to become an invisible odorless toxic vapor. People can be exposed to elemental mercury vapor when products that contain mercury break and expose mercury to the air, particularly in poorlyventilated spaces. Mercury is listed as a presumptive hazardous waste which may be regulated in accordance with the Resource Conservation and Recovery Act (RCRA) if they contain concentrations of Mercury which exceed the accepted level as measured by the Toxicity Characteristic Leaching Procedure (TCLP) pursuant to Section , Title 40, Code of Federal Regulations (40 CFR). It is estimated that there are two hundred and twelve (212) lay-in or surface mounted fixture bulbs throughout the building. FEI suggests on performing TCLP mercury testing on each type of fluorescent tubes to make sure it is safe enough to dispose of them as construction debris if these fixtures are going to be disturbed during the renovation/demolition. Mercury Switches None were observed.
