ADDENDUM NUMBER THREE (3): October 27, 2009 to the Construction Documents dated October 9, 2009 for: HACFM, Covington Meadows Apartments Lehigh Acres, Florida The following information represents changes, additions, clarifications, and revisions to the Construction Documents. This document is to be considered a part of the Construction Documents and shall be included as part of the documents in the Contract for Construction by reference. This and all subsequent addenda must be noted in the Construction Cost Proposals. If the addendum issued are not noted on the Construction Cost Proposal the proposal may be deemed nonresponsive. MODIFICATION TO THE PROJECT DRAWINGS: 1) Addition: a) Question: Can an aluminum fence be substituted for the galvanized steel fence. Response: The owner has elected to keep the base bid galvanized steel as specified on the drawings. They are open to changing to aluminum and want an alternate included on the bid form for providing and installing an aluminum railing system in lieu of the steel. The alternate shall be the cost difference add or deduct to change from steel to aluminum. The material for the aluminum fence system shall be 6061-T6 Aluminum Alloy, posts 2 x 2 x 1/8 thick wall, pickets 1 x 1 x 1/8 thick wall, horizontals 1 x 2 x 1/8 thick wall, all joints shall be welded construction, and the finish shall be a baked powder coat. 2) Clarification: a) Question: Dwg. SD-3 indicates a typical crushed stone road detail. Is this detail applicable to this project? Response: The crushed stone road detail shown on sheet SD-3 is not applicable to this project. All of the roadways are to be constructed per the asphalt road detail shown on SD- 3. The construction of the asphalt roads must be per the detail including all base layers and compaction requirements. b) Question: Project Manual, Section M / Special Conditions, Item #8 / Insurance: Is this property (builder s risk) insurance to be based on the contractor s value of the work (bid amount)? Who provides insurance for the existing buildings themselves? It is assumed that the Owner already has insurance on the buildings currently in place. Alternatively, would the Owner just add a builder s risk rider to their existing insurance for the value of the contracted work? Please clarify. Response: The HACFM has purchased a Builder s risk policy, the Builder will need to provide General Liability insurance and others; additional insured as Southwest Florida Affordable Housing Choice Foundation, Inc College Parkway, Suite 306, Fort Myers, Florida 33907, (941) FAX (941) AA #

2 c) Question: Dwg. A4, Building 2 Left Side Elevation indicates a scoped area calling out to replace damaged soffit. There is no other detail clarifying on how to repair the damaged soffit of the extent of repair. Therefore, would this particular item be classified under the soffit repair allowances shown on Dwg. CS2? Or is this an item that is considered to have been specifically identified on the drawings therefore, it would not be covered by allowance? Please clarify. Response: The soffit in the area noted is missing and needs to be replaced. There does not appear to be any damage to the fascia or the j-channel at the wall. The work should only involve installing new matching soffit, therefore a detail was not prepared. This work is to be included in the base bid as a specified scope of the work and is not to be charged against the soffit repair line item. The line item is for work not identified on the drawings, i.e. when repairing the indentified soffit area it is determined that the whole side was cut to short and is not properly installed. d) Question: Dwg. A27, Hardware Schedule, Note 1 references only Building 2 entry door hardware requirements. Are there hardware requirements for Building 2? Clarify. Response: The note 1 reference to only building 2 was an error the note was to reference the hardware requirements for both buildings. The note shall read as follows: The existing entry hardware, privacy locks, locksets, and latch sets shall be removed and replaced in Building 2. The existing entry locks, deadbolts, and garage locks shall be removed and replaced in Building 1. In Building 1 new hardware shall be installed on all interior doors. e) Question: Dwg. A27, Front Door Schedule: Note 1 states, All front entry doors, frames and thresholds should be removed and replaced: It doesn t state shall be removed and replaced Are these doors actually to be removed and replaced? Please confirm. Or does just the hardware get replaced as referenced in hardware schedule Note #1? Please clarify. Response: All front doors, frames, and thresholds are to be replaced on both Building 1 and 2. f) Question: Dwg. A28, Bathroom Countertop Specification, Note 1 calls for cultured marble equal to Rynone, color coco. This color is not available in Rynone cultured marble. This Rynone color is only available in their solid surface products. If this color is to govern then it would be a Rynone solid surface product. IF the cultured marble material governs then another Rynone color available in cultured marble would have to be chosen. Please clarify. Response: Rynone was contacted and they do have the coco color in their cultured marble selection and it is available. In the discussion with then it was determined that this color was surface applied to the white cultured marble material and did not run through the material like the swirl colors. According to the Rynone representative they do not manufacturer a solid surface product. Based on this information the specifications for the cultured marble tops shall be changed to be equal to Staron Solid Surface Classic Color Sanded, Sanded Mocha, SM453. 2

3 g) A revised drawing showing the locations for the concrete border around the brick pavers has been included with and is part of this addendum. The intent is to look at two options for the driveways, one is repairing the existing pavers and adding the concrete border, the second is to remove all the pavers and install new concrete driveways and sidewalks. The base bid should include the repairs and concrete borders. h) Question: On sheet CS2, the notes indicate to use the previous codes when the project was built. On sheet A27 & A28 the notes seem to indicate that the MEP trades are to use current codes. If we are to use current codes, all of the receptacle outlets will have to be changed to safety outlets and additional arc-fault breakers will be added. It seems that all of the units have already been roughed-in and dry walled. Should we base our price on the existing wiring being OK for arc-fault breakers? They generally won t work properly on multi-wire branch circuits. Response: For purposes of the bid proposal assume that the circuit wiring is correct for arc-fault breakers and they shall be included in the base bid. Safety outlets shall be provided as required by the current code. For permitting purposes the project will be permitted under the same edition that it was permitted originally. For safety concerns the protection requirements for residential circuits and outlets shall be applied from the current NEC. The base bid shall include a complete review and testing of the current wiring in each unit to determine if the wiring has been installed to accommodate the above requirements. In the event that it is determined that some circuits have to be rewired the base bid shall include an allowance of $1, per unit for possible wiring corrections and related drywall repairs. This will be a total of $16, for the project. Prior to utilizing the allowance for any changes the specific findings and wiring issues and changes must be reviewed and approved by the owner and architect. i) Question: The kitchen counters are spec d in Corian Kilimanjaro. This color is discontinued. Has an alternate color been specified? Response: For bidding purposes the color shall be substituted with Matterhorn or other alternate color as selected by the owner in an equal or lesser price group. j) Question: Corian is running a free sink promotion until the end of the year and they could eliminate the stainless steel sink costs if this is going to be done by then. Please advise. Response: For bidding purposes the sinks should remain as specified. The use of Corian sinks may be submitted as a voluntary alternate on the bid submittal. k) Question: The plans have the vanities scaled at 24 deep, most vanities are 21 deep. Please advise. Response: The vanity tops must be sized to fit the existing bathroom vanity base cabinets. l) Question: Please provide a manufacturer or supplier name for the elite ceramic 18 x 18 Nominal Kansas Maize. Response: This is the existing tile that is on site. The label on the boxes shows Elite Ceramic as the manufacturer. The specification is provided to establish the minimum requirement for the tile, equal products may be provided to this tile. A supplier is not known. 3

4 m) Question: Will electrical drawings be issued prior to bid date? Response: There will be no electrical drawings provided for this project other than what is currently on the drawings. The scope of electrical work is on the drawings and it is the responsibility of the contractor and sub-contractor to visit the site to observe the existing conditions and provide a bid to complete the project. n) Question: A23 electrical note indicate work will conform with NEC. Which version 2005 or 2008? Response: Except as specifically provided for in the project scope of work and addressed through addendum the work will conform to the NEC that was in affect when the project was originally bid. o) Question: Will all drywall be removed prior to rough-in of trades? Response: The project is already roughed in, the existing rough in plumbing and electrical and mechanical are to be used. There is no intention to remove drywall to install work that is already in place. This project requires a site visit to understand the scope of work required. p) Question: Is anything to be salvaged or turned over to Owner on site? Response: Any existing materials not installed, i.e. ceramic tile, equipment, and appliances currently on site are and shall remain the property of the owner. q) Question: Is electrical to provide any demolition? Response: There is no demolition anticipated to be required for electrical. r) Question: Are any HVAC unit to be upgraded? Response: The installation of the existing HVAC systems is to be completed and the systems checked to verify they are functioning properly. The new systems shall be as specified on the drawings. s) Question: Is there an existing Fire Alarm panel located at each building? Response: There is no fire alarm system installed in the buildings. t) Question: Sheets A23 A26 do not indicate any electrical devices, switches, receptacles, ceiling outlets, etc. Are we to assume that all drywall is removed by other and complete new installation is to be provided? Response: No, the existing drywall is not to be removed. The outlets, switches, and wiring are in place. The scope of electrical work is to provide and install the outlets, switches light fixtures, etc to complete the existing system. There is no intent to rewire the project. Even in the event that some wiring has to be adjusted as previously covered in this addendum for arc fault circuit the entire system will not requiring rewiring. In order to bid this project it requires someone to visit the site and review the existing conditions. 4

5 u) Question: Is only (1) switch to be proved for switched receptacles only in each room with no outlets for paddle fans included? Response: There are no circuits, j-boxes, or switches currently for ceiling fans or lights in any of the rooms. None are to be added as part of the base bid. v) Question: Are receptacles to be located per NEC Code required locations? Response: To the best of my knowledge the existing receptacle spacing complies with the NEC code requirement in affect at the time the project was permitted. There are a few specific locations noted on the drawings were additional outlets were added that the spacing exceed the code requirement. These are the only additional outlets that are to be included in the base bid. w) Question: Are existing electrical panels to be reused with no modifications to breakers or panel covers? Response: There are no breakers they must be provided and installed. The existing panels and covers are to be used. x) Question: Is a door bell, transformer and chime to be provided? Response: Yes, they are specified on the drawings. y) Question: Are mini horns required at living areas and bedrooms? Response: There is no alarm system to be installed on the project. z) Question: Are smoke detectors and/or carbon monoxide detectors to be provided? Response: Combination carbon monoxide / smoke detectors must be provided and installed. 3) Revision: NA 4) Information: a) All questions regarding clarification to the project documents must be received by Tuesday November 3 rd before12:00pm. No RFI s will be accepted after this date. 5
