1 CITY OF DES MOINES HISTORIC PRESERVATION COMMISSION MEETING SUMMARY DATE: September 17, 2014 TIME: 5:30 P.M. PLACE: City Council Chamber City Hall, 400 Robert D. Ray Drive COMMISSIONERS PRESENT: Susan, (Chair), York (Vice Chair), Aaron, Craig, Denny, Pat, Robert and Scotney. COMMISSIONERS ABSENT: Breann, Elaine and Teresa. STAFF PRESENT: Jason Van Essen, Senior City Planner. PUBLIC COMMENT None. CERTIFICATES OF APPROPRIATENESS CONSENT HEARING ITEMS 1. Request from Navarre, LLC (owner) represented by Kirk Blunck for the replacement of the rear porch and staircase enclosure siding and windows at th Street the Sherman Hill Local Historic District. ( ) Granting the application as presented subject to the conditions below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. CONDITIONS: 1. All windows shall be wood double-hung windows that are painted to match the building s primary window color scheme. 2. Compliance with the building code and obtainment of all necessary permits for construction.

Request from James and Marsha Aldridge (owner) represented by Zach Heitzman (landscape architect) for the construction of a trellis/fence structure in the rear yard near the south property line at th Street in the Owl s Head Local Historic District. ( ) Granting the application as presented would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. 3. Request from Charles Reppe (owner) represented by Jeremiah Reppe for the replacement of the north foundation wall at 1626 Arlington Avenue in the River Bend Local Historic District. ( ) Granting the application as presented subject to the conditions below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. 2

3 CONDITIONS: 1. Review of the historic basement window pattern of the building by staff. Staff shall determine if basement windows are necessary in order to comply with the Design Guidelines. 2. Compliance with all applicable Building Codes with issuance of all necessary permits by the Permit and Development Center. NON-CONSENT HEARING ITEMS 4. Request from Ryan Squier (owner) for the following work at th Street in the Sherman Hill Local Historic District. ( ) A) Installation of wood double-hung and casement windows. B) Installation of new pre-hung wood doors. C) Construction of a front porch at the southeast corner of the house. D) Installation of new cement fiber board lap siding. E) Replacement of existing rear roof with a new and higher roof above the master bedroom. F) Construction of a deck to the rear (west) of the house. G) Construction of an attached shed at the northeast corner of the house. H) Construction of a front walkway with steps. 3

4 Continuation of the item to the October 15, 2014 meeting of the Commission to allow the applicant to attend the meeting. 5. Request from HOME INC (owner) represented by Pamela Carmichael (director) to allow the following work at th Street in the River Bend Local Historic District. ( ) A) Construction of a two-story house with a one-story wing. B) Construction of a 22-foot by 22-foot garage in the rear yard SUPPORT: Pamela Carmichael (applicant). Granting the application as presented subject to the conditions below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. CONDITIONS PART A (house): 1. Provision of a dormer on the west side of the one-story wing or a full second story as reviewed and approved by staff. 2. Provision of double-hung windows on the north façade in accordance with the attached sketch dated 9/17/ Use of traditional fishscale shingle siding in the front and rear gables of the house. Fishscale shingles shall be provide in the north gable if the applicant elects to construct a second story per condition #1. 4

5 4. All window and door trim shall be a minimum 4 inches in width. 5. Use of cement board lap siding and trim that has a smooth finish. 6. Review and approval of any basement windows by staff. 7. The front porch shall have tongue-and-groove style flooring and a beadboard or other similar style ceiling. The material shall consist of wood or a composite material as approved by staff. 8. The porch floor boards shall run perpendicular to the front wall of the house. 9. The porch posts shall have a visual extension below the porch floor with lattice or skirting between supports. 10. Compliance with the building code and obtainment of all necessary permits for construction. CONDITIONS PART B (garage): 11. Review and approval of the selected pedestrian door design by staff. The door shall have a halflite window. 12. Provision of a wood double-hung window in the center of the north façade of the garage. The applicant may also install a window in the center of the south façade if they desire. 13. A vent element shall be provided in the gable as approved by staff prior to installation. 14. Compliance with the building code and obtainment of all necessary permits for construction NOMINATIONS TO THE NRHP 6. 6 Concur with the findings noted in the submitted nomination form and recommend approval of the listing of the Equitable Life Insurance Company of Iowa Building on the National Register of Historic Places. 7. Review of the nomination of the Elliott Furniture Company Building, 424 East Locust Street to the National Register of Historic Places. Concur with the findings noted in the submitted nomination form and recommend approval of the listing of the Elliott Furniture Company Building on the National Register of Historic Places. 6

Concur with the findings noted in the submitted nomination form and recommend approval of the listing of the Plymouth Place Building on the National Register of Historic Places. 7
