The tender must be submitted in three cover system. Subject and Tender Number should be clearly written on three covers. The tender documents are to be submitted in two parts in duplicate namely Technical bid(part-i) with all enclosures of the tender documents and Price Bid (Part-II) in separate covers super scribing the respective covers accordingly along with the tender number. 1. TECHNICAL BID: The technical bid shall comprise of all the technical details of the stores/materials offered in accordance with the Corporation specification guaranteed technical particulars and conditions, etc; except THE PRICE BID which should be quoted separately and should be submitted separately in the PRICE BID COVER. The Technical Bid shall be opened at 3=30 PM (15.30 Hrs) on Due date (If possible), in the presence of those tenderer who wish to be present. If the Authorized Representative is likely to be present then he must submit the authorization letter of the representing company at the time of opening of Bids and this is

3 compulsory. Only One Authorized Representative shall be allowed. Please note that the required documents should be invariably submitted with tender copy and tender without documents are liable to be ignored. 2. PRICE BID: The Price Bid must be submitted strictly as per Schedule-B and shall be submitted in the separate envelope (dully sealed) super scribed PRICE BID with subject & tender No. and shall be submitted simultaneously with the Technical Bid. The time and date for opening of the Price Bid shall be determined by the Corporation and shell be communicated to the tendering firms after technical bids are analyzed and the intimation will be sent only to the technically qualified tenderness. The TECHNICAL and PRICE Bids shall contain adequate cross-reference wherever necessary to ensure clear and proper co-relation of the two bids without ambiguities whatsoever. Any technical questions information and clarifications that may be required pertaining to this Tender should be referred to the CHIEF ENGINEER, DHUVARAN, TPS CHIEF ENGR reserves the right to reject any OR all tenders without assigning any reasons thereof. Tenders duly filled must be accompanied by the following documents. 1. Tenderer should down load the tender documents from the website and submit the same as per instruction therein by RPAD / Speed post only. 2. The tenders duly filled in sealed covers will be received by RPAD/Speed Post at the office of CHIEF ENGINEER, GSECL, TPS, DHUVARAN Up to hrs ON Due date and will be opened at hrs on the same day (if possible) in the presence of bidders who wish to remain present. 3. Tenderer should quote the reference of payment of EMD & Tender Fee i.e. DD No. & Date for EMD PAID & DD No. & Date for Tender Fee on cover page of technical Bid otherwise Bid will not be considered for opening. Tenderer should also certify as "unconditional tender" on tender cover it self. 4. Gujarat State Electricity Corporation reserves the right to accept or to reject any or all the Tender without assigning any reasons thereof. 5. The tender received after time and date specified in the tender notice will not be accepted. Once the offer Submitted by the Contractor before due date of submission, the bidder will not be allowed to submit revised/additional/modified offer after opening of Technical Bid. 6. SCHEDULE - A SCHEDULE 'A' Name of Work: - Work of Supply and application of Thermal Insulation and application of Spray Insulation on Turbine casing, Piping, Valves, Gas pipe line etc. in CCPP Unit No. 1 and 2 at Thermal Power Station, Dhuvaran. (A) Technical Terms and Conditions: (1) Contractor shall have to supply equipments and material (i. e. Sodium silicate powder, insulation bonding chemical of approved make, spray insulation, Mattresses, aluminum cladding, screws, G.I. wire mess etc.) for work of execution. (2) Work of supply and application of thermal insulation with required standards having mineral wool density of 150kg/m3, Aluminum sheet 0.41mm thick, 20 gauge G I wire, self tapping screw 13/8 on various turbine auxiliaries like Steam pipe lines, valve flanges, tank etc. having insulation thickness of 50mm as per instruction of Engineer in charge and as & when required bases. (3) The thickness of the spray insulation is to be provided as per required standards and as per instruction of engineer in charge (i. e. approximately 300 to 350 mm on turbine /HP control valve etc. Wire mesh size 22g x 22mm (SS) mesh to applied (a) after 50 mm (b) after 150 mm (c) after 250 mm and (d) in between setting plaster as reinforcement. (4) All scaffolding materials shall have to be arranged by contractor at his own cost wherever and whenever required. After completion of work all scaffolding material shall have to be removed immediately by the contractor including insulation debris floor are and from the Turbine & HRSG surroundings. (5) The work should be completed within 07 days after the instruction in charge and if required round the clock men-power is to be arranged. However total validity of the contract period will be 11 months from the date of order. (6) All required transportation of men & material is to be arranged by the contractor. (7) Party has to submit material certificates from OEM of supplied material for thermal insulation etc. if asked by engineer-in-charge of GSECL. (8) Party has to observe all safety rules for their labors during execution of work. (9) Any defect noticed on applied insulation, within six months due to poor workmanship or poor quality of work, is to be attended by contractor at free of cost, immediately on intimation. (10) All account procedure as per GSECL rule is to be followed by the contractor. (11) Type of insulation: (a) Sprayed insulation: Asbestos free rock wool / mineral wool, Calcium silicate mixed with suitable filing and binding agents whichever is suitable for spray technology shall be permissible for insulation, sprayed material wool shall be as per IS (b) Mineral wool shall confirm to IS (I) Sulphur content : 0.6% (II) Max. temp. it can withstand : 750 deg. C (III) Fiber DTP : 4.5 Micron (12) Method of insulation :- Rust, dust, oil, grease, paint residuals, loose scale, and moisture shall be from the surface prior to

8 insulation. (13) Density of mineral wool used for spray insulation shall be 150 kg/m3. The finished supplied density of spray mineral wool insulation will be approximately 200 kg/m3. (14) GSECL will provide air, water, and Electricity at single point free of cost. (15) The spray insulation shall be covered with finishing cement all over the insulation with a first coat of 4.5 mm and final coat of hard setting cement shall be applied after reinforcing fabric all around the insulated surface. Total thickness of plaster shall be 10 mm. (16) Party shall have to carry out the work in partial quantity also for both item (1) & (2) of schedule B starting from 01 m2 to 300 m2 a per GSECL requirement. (17) Cleaning of surrounding area, after completing the work, is to be arranged by contractor as per instruction of Engineer-in-charge of GSECL. (B) GENERAL TERMS AND CONDITION: (1) GSECL will provide open space to the contractor to carry out the said workat CCPP site. (2) GSECL will provide single point power supply near to work site as per availability at free of cost. (3) Contractor has to observe all safety precaution during the work. Any damage or loss to the corporations property occurred due to contractor will be recovered from contractors bill. (4) Contractor has to observed labor laws applicable to engaged manpower by them for the said work. (5) The contractor shall have to engage sufficient skilled / experienced staff for execution of this work. (6) All the general terms and conditions laid down in tender booklet of GSECL are also applicable to the contractor. (7) Party has to take care to avoid any damage to plant auxiliaries during execution of the job, same is to be repaired / rectified by contract agency at their risk & cost. (8) Technical experienced contractor at GSECL / GEB / NTPC & other Electricity Board will be considered. Past executed copies for similar work are required to be attached along with technical bid.
