3 PROJECT OVERVIEW Transbay Block 4 (the Project ) is located in the Transbay Redevelopment Project Area and administered by the Office of Community Investment and Infrastructure (OCII), on the south side of Howard Street between Beale and Main Street adjacent to the future Transbay Park. It is a proposed, to be built mixed-income residential development consisting of midrise podium buildings of 50, 65 and 85 in height and a 450 tall tower. The Project represents approximately 660,000 square feet and a potential for up to 550 residential units and 16,000 square feet of retail on a 1.1 acre site. The Owner is requesting evidence of qualifications from firms interested in providing professional services, including engineering and related services, for the design and construction of the Project as more fully described below. Project Owner F4 Transbay Partners, LLC ( F4, the Owner ) is a joint venture of Hines, Urban Pacific Development, LLC; and Broad Street Principal Investments, LLC, an affiliate of Goldman Sachs. Hines Hines is a privately owned global real estate investment firm founded in 1957 with a presence in 182 cities in 20 countries. Hines has $89.1 billion of assets under management, including $42.5 billion for which Hines provides fiduciary investment management services, and $46.6 billion for which Hines provides third-party property-level services. The firm has 109 developments currently underway around the world. Historically, Hines has developed, redeveloped or acquired 1,126 properties, totaling over 351 million square feet. The firm s current property and asset management portfolio includes 457 properties, representing over 193 million square feet. With extensive experience in investments across the risk spectrum and all property types, and a pioneering commitment to sustainability, Hines is one of the largest and most-respected real estate organizations in the world. Urban Pacific Development, LLC Urban Pacific is a privately held real estate firm focused on large-scale, transformative urban investment and development. With a long track record of successful commercial and residential investment activity, Urban Pacific is active in San Francisco, San Diego, Chicago, as well as other top tier West Coast cities. The firm s resume includes rehabilitation and repositioning of historic commercial buildings, and ground-up development of mixed-use properties and high-rise towers, including One Rincon Hill in San Francisco. With more than 4,000 residential units developed over the past 45 years, Urban Pacific combines vision, entrepreneurial flexibility and business acumen with a commitment to the strictest standards of quality. Design Team The Owner has selected Solomon Cordwell Buenz ( SCB ) as the architect for the Project (the Architect ). The Architect will be the prime consultant for the Project and will administer and be responsible for all other architects, engineers and consultants, all of which will be appointed by the Owner. Magnusson Klemencic Associates (MKA) has been selected as the lead structural engineer. 3

4 SCB is responsible for the master planning, programming, and architectural design vision for the Project. SCB is an architecture, interior design, and planning firm that practices nationally from offices in Chicago and San Francisco. Since 1931, SCB has made a lasting impact on the nation s skyline, campuses, and neighborhoods, helping our clients across the country achieve their goals, serve their constituencies, and make their mark. With SCB leading the design and engineering team, other local consultants and engineers will be selected to contribute to the success of the Project. Project Design Transbay Block 4 is located on the southern side of Howard Street between Beale and Main Streets, adjacent to the future Transbay Park. The Project will consist of a 450 residential tower with approximately 300 residential units and 12,000 square feet of amenity spaces. The master plan for the site also includes podium buildings of 85, 65, and a 50 townhouse block. The podium buildings will include approximately 250 designated affordable housing units. The ground level will include approximately 16,000 square feet of retail space. The Project also includes 2-3 levels of below grade parking. The Project will seek U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) or GreenPoint Rated certification, with the rating goals to be determined. Under this arrangement, OCII will deem the JV or Association to be an SBE for the purposes of meeting the SBE goal However, no teaming is to occur at the RFQ stage of the selection process and shall be left to the discretion of the development team. OCII SMALL BUSINESS ENTERPRISE GOAL The Project is The OCII Small Business Enterprise ( SBE ) Program is applicable to the Project with a 50% SBE participation goal (Professional and Personal Services Contracting and a trainee hiring goal for design professionals on contracts greater than $100,000.The Owner and its design team are committed to making a good faith effort to contract with professional services consultants certified as a SBE. First consideration will be given in awarding contracts to San Francisco based SBEs and non San Francisco-based SBEs should be used to satisfy participation goals only if San Francisco-based SBEs are not available, qualified, or if their bids or fees are significantly higher than those of non San Francisco-based SBEs. 5

6 OCII no longer directly certify SBEs, however will honor firms certified with the City and County of San Francisco as a Local Disadvantaged Business Enterprises ( LBEs ) that are consistent with the SBE certification standards. In order to be recognized as an economically disadvantaged SBE, the business must have an average gross receipt income based on the three most recent tax returns that does not exceed an average of $2.5 Million Dollars for Professional and Personal services. OCII will accept the information on documented small economically disadvantaged businesses (SBE, MBE, and WBE) certifications from the following jurisdictions: State of California Small Business Enterprises ( CA-SBE ), Federal and any other local jurisdiction. OCII staff will make the final determination on the consistency of the certification standards and acceptance or denial of certifications listed above. The Question & Answer Period includes the following: Questions Due: Friday, March 9, 2017 by 10:00AM PST. Questions must be submitted electronically to shandy.bosnak@hines.com. Responses Posted: Monday, March 13, Responses to all questions will be posted as a RFQ Addendum at the following site. For those who attend the pre-submittal meeting, responses will be ed to all attendees. Submittal Requirements: One (1) electronic copy submitted via to: Shandy Bosnak, Senior Contracts Manager Hines Shandy.Bosnak@hines.com Firms will receive notification upon receipt of submittals. Submittal Deadline for Qualifications: Tuesday, March 14, 2017 by 4:00PM PST 6

7 Qualifications received after the due date and time will not be accepted. Incomplete submittals will not be accepted. Shortlist & Evaluation Process The Owner will evaluate and rank RFQ submittals (including SBE participation) and select a shortlist of consultants. This RFQ shortlisting process for the first phase of consultants is anticipated to be completed in Spring of The Owner will invite shortlisted firms to respond to a Request for Proposal (RFP), which may be a phased RFP and/or selection process based on design schedule requirements. As planned, the timeline to evaluate and rank RFP may extend over an approximately 60 to 90 day period based on design schedule requirements. QUALIFICATIONS SUBMITTAL REQUIREMENTS The Owner is requesting submittals from individual firms only. Please DO NOT include team submittals (e.g. including two or more firms, joint ventures, and/or associations with other firms). All candidates must submit information about their firm that identifies the following qualifications: (adhere to page limitations - each side of a 2-sided sheet counts as one page). 1. Cover Letter & Contact Person. Firm introduction and service(s) offered. If you intend to provide services covering several disciplines, please clearly state all disciplines. Clearly list main contact information (name, address, phone, ). 2 pages maximum. 2. List your experience working on projects of similar size and scope. Experience with high-rise multifamily and mixed-use projects is preferred and sustainability/leed a plus. Experience in Type I construction also preferred and experience working on a private partnership with prime design disciplines is a plus. Experience with AutoCAD and Revit are preferred for relevant disciplines. 3 pages maximum. 3. List your experience with projects in the City and County of San Francisco. Please include information on your experience with obtaining permits and approvals from OCII, the former San Francisco Redevelopment Agency and San Francisco Department of Building Inspection, as relevant. 1 page maximum. 4. Comparable Projects. List of no more than four comparable projects you have worked on. 4 pages maximum (or 1 page per project). In addition, please provide three images for each comparable project; 1 page per project maximum. For each project, please note: a. Project name and location. b. Brief project description/scope of Work, and your role and scope of work. c. Date completed. d. Total number of units, total gross square footage, and construction cost. e. References (contact name, title, company, relation to project, and phone number). f. Sustainability component. g. Software Used (AutoCAD or Revit) 5. Resumes. Include resumes from your project team. 3 pages maximum. 6. Insurance Capabilities. Provide information regarding firm s current insurance coverage for general liability, workers compensation, professional liability, excess/umbrella, automotive 7

8 coverage, commensurate with the project type. Please include any claims history or any information regarding current claims that may affect ability to provide appropriate insurance coverage. 7. SBE or LBE Status. Confirmation of current SBE or LBE status certification, as available. Design firms should offer a full range of technical services to be performed by key staff with experience including, but not limited to, design development, construction documentation and construction administration services SELECTION CRITERIA Step 1: Evaluation of Qualifications The Owner will evaluate all completed, responsive and qualified submittals. Evaluations will be based on the information provided in conjunction with the Selection Criteria as noted below. Upon completion of the evaluation, the Owner will select firms to submit proposals on the Project and may request in-person interviews. During the evaluation period, the OCII Contract Compliance Department will review the Owner s recommended shortlist. The Owner reserves the right to accept or reject any and all proposals at their sole discretion. Consultants will be selected based on the following criteria: 1. Strength of the consultant s qualifications to undertake the project and scope of services. 2. Experience with projects similar in size, scope and construction type (where applicable). 3. Experience working with the relevant jurisdictions affecting this project such as OCII, the former San Francisco Redevelopment Agency, and the San Francisco Department of Building Inspection. 4. Project team member(s) individual experience. License and LEED certification, as appropriate to the disciplines that you are submitting. 5. Ability to adhere to the project schedule. 6. Experience with and ability to produce required AutoCAD and Revit drawings. 7. SBE/LBE Certification 8. Insurance. 9. Completeness of qualifications in response to the RFQ. The Owner, inclusive of OCII Contract Compliance Department s review and recommendation, reserves the right to divide the project into multiple parts or phases, to increase or decrease scope of services, reject any and all proposals and temporarily abandon or permanently abandon the Project. The Owner makes no representations, written or oral, that it will enter into any form of agreement with any respondent to this RFQ for any project. No such representation is intended or should be construed by the issuance of this RFQ. Respondent acknowledges and accepts that any costs from the respondent s participation in this RFQ shall be at the sole risk and responsibility of the respondent. The Owner has an interest in seeing that the Project Team is ultimately comprised of diverse and competent consultants and subcontractors retained in compliance with OCII s SBE Policy. 8

9 Therefore, for the purpose of the RFQ, respondents SHALL NOT form contracts with consultants or subcontractors or request or enter into exclusive or non-exclusive arrangements which would preclude them from participating in the Project as a part of another team Step 2: Shortlisting & RFP Phase The Owner will review all submitted and complete RFQ responses and will require scope and fee RFPs based on a shortlist of up to three qualified firms. Qualified firms, as appropriate, may be asked to participate in an interview as part of the RFP selection process. OCII is responsible for ensuring that the procurement process is free of discriminatory practices which would exclude qualified small business enterprises in securing contracts for OCII administered projects. Acoustical Consultant Review, documentation, coordination, and detail/specification production for interior and exterior code compliance design criteria and systems for the project. ADA/Accessibility Consultant Coordination, review and site observation of the project design to meet applicable building codes and comply with applicable accessibility standards in the Design Development, Construction Documentation, and Construction Administration phases. Associate Architect Architectural documentation, coordination and production as an integrated part of the team in the Schematic Design, Design Development, Construction Documentation, including stamped drawings for permit. Bidding/Negotiation or Construction Administration phases. Participate in Development Team-requested Value Engineering/Budget meetings and Presentations and provide design revision as needed. Handle project management items such as meeting minutes, Request for Information and action items lists and organizing meetings for all phases. Other services as may be needed and appropriate. All work expected to be done with Autocad Revit software. 10

11 Associate Structural Engineering Consultant: Services & Production Structural engineering documentation, coordination and production as an integrated part of the team in the Design Development, Construction Documentation, Bidding/Negotiation and Construction Administration phases. Audio Visual Consultant The Consultant will be responsible for developing a complete design including complete, coordinated, and cost effective construction documents necessary to bid and construct audio visual components of the Project. Civil Engineering Consultant The Consultant will be responsible for developing a complete civil engineering design including complete, coordinated, constructible, and cost effective construction documents, including stamped drawings for permit, that are necessary to bid and construct the Project. In addition, the Consultant will be responsible for coordination with city agencies, local utilities and stormwater management. Communications/IT/Security consultant The Consultant will be responsible for the communication, telecommunications, data/das systems design, documentation, coordination and production as an integrated part of the team in the Design Development, Construction Documentation, and Construction Administration phases. Enclosure Consultant The Consultant will be responsible developing a complete exterior enclosure design including preparation of final specifications and assist the Architect with the preparation of complete and coordinated construction documents necessary to bid and construct the Project. Energy Modeling Consultant The Consultant will be responsible for developing, reviewing and overseeing the complete Energy Model Analysis necessary to bid and construct the Project. Include alternate scope for Energy Model Analysis required for LEED and / or GreenPoint Rated certifications. Environmental Consultant The Consultant will be responsible for overseeing, conducting, and issuing environmental assessments for the Project. Exterior Maintenance Equipment Consultant The Consultant will be responsible for developing a complete exterior building maintenance design including preparation of complete, coordinated, constructible, and cost effective Construction Documents as further refined by Architect and necessary, including stamped drawings for permit, that are necessary to bid and construct the Project, Fundamental & Enhanced Commissioning Consultant The Consultant will be responsible for evaluating and overseeing the design, quality control, performance, and operation of the Project s systems from design, through construction, to occupancy. 11

12 Geotechnical Consultant The Consultant will be responsible for providing a complete geotechnical investigation and report on the subsurface soil conditions of the project site. Graphics/Wayfinding Consultant The Consultant will be responsible for developing a complete signage, graphics and wayfinding design including preparation of final specifications and the preparation of complete and coordinated construction documents necessary to bid and construct the Project. Interior Design Consultant The Consultant will be responsible for developing a complete residential interior design program for common areas, amenities, leasing office, corridors, model units, etc., including complete, coordinated, and cost effective construction documents necessary for the Project. Note: Interior Design Consultant may potentially be responsible for any condo unit interiors as well. Joint Trench Consultant The Consultant will be responsible for developing a complete joint utility design including complete, coordinated, constructible, and cost effective construction documents necessary to bid and construct the Project. Landscape Architect Consultant The Consultant will be responsible for developing a complete landscape design at grade and at roofs and decks including preparation of final specifications and the preparation of complete, coordinated, constructible, and cost effective Construction Documents necessary to bid and construct the Project. LEED and / or GreenPoint Rated Consultant The Consultant will be responsible for providing the sustainable design consulting services for the Project. Include alternate scope for GreenPoint Rated certification design consulting services. Life/Code Safety Consultant The Consultant will be responsible for providing a complete code, smoke control, and life safety program for the Project. Lighting Consultant The Consultant will be responsible for developing a complete lighting design that includes controls, lighting density and photometric calculation to provide complete, coordinated, and cost effective construction documents necessary to bid and construct the Project. Material Testing consultant The Consultant will be responsible for testing and monitoring construction materials on the Project. MEP Engineer The Consultant will be responsible for developing the complete mechanical, plumbing, fire protection, fire alarm, and electrical design for the project including complete, coordinated, and cost effective construction documents, including stamped drawings for permit, that are necessary to bid and construct the Project. 12

13 Parking Consultant The Consultant will be responsible for developing a complete parking design including complete, coordinated, and cost effective construction documents necessary to bid and construct the Project. Pool Consultant The Consultant will be responsible for developing a complete pool design including complete, coordinated, and cost effective construction documents, including stamped drawings for permit, that are necessary to bid and construct the Project. Survey Consultant The Consultant will be responsible for overseeing, conducting, and issuing environmental assessments for the Project. Waterproofing Consultant The Consultant will be responsible for testing, monitoring and overseeing the waterproofing details for the Project. Wind Effects Consultant The Consultant will be responsible for conducting wind effects studies and providing consultant services for the Project. 13
