AGENDA ITEM: 9.b.iii MEETING DATE: February 16, 2016 VILLAGE BOARD REPORT TO: Village President and Board of Trustees FROM: Jerry Burke, Public Works Director ( ) Hannah Bresson, Management Analyst ( ) THROUGH: Todd Hileman, Village Manager PURPOSE AND ACTION REQUESTED: Staff requests consideration of a Resolution to award a contract to Master Project, Inc of Chicago, IL for full roof replacements of Fire Station 13 and Fire Station 14 in the amount of $224,570, plus a five percent contingency for a total amount of $235,798. BACKGROUND: Fire Station 13 (831 E Lake Avenue) and Fire Station 14 (2250 Patriot Boulevard) opened for occupancy in Each building has had visible water leakage leading to structural deterioration and damage. In order to better understand the source of the damage, staff reviewed building permit files including inspections, final construction payouts, and construction minutes; held various meetings with architectural and environmental contractors; and conducted on-site evaluations. In 2011 and 2015 RuckPate Architecture ( RuckPate ), one of three Village preapproved architecture contractors, performed an analysis of the conditions of both buildings. The analysis found both roofs have deteriorated at an accelerated rate due to lack of flashing and improper roof installation. In 2008 a reserve study projected full roof replacements for both buildings in However, leaving the roofs unaltered will lead to increased deterioration of both buildings and could lead to potential hazards for Village staff. The Village s Facilities Division follows a preventative maintenance protocol, meaning Village-owned property is maintained on a regular basis so the potential damage in the future is minimized. The purpose of this project is to minimize further damage to the buildings. DISCUSSION: The roof replacement project will be in conjunction with mold remediation. Condensation and improper ventilation has created an environment suitable for mold growth. Mold has formed due to water damage from structural issues relating to poor roof installation. The roof replacement project includes installation of attic fans which will properly remove moisture from the air. Reduction in moisture will aid in the elimination of mold growth. Doing the projects together 1

2 will ensure both buildings have all issues remedied at once and are restored to prolong the longevity of each building. The Village bid out the mold remediation work in 2015 and requested lowest bidding contractor, Dirty Ducts Cleaning, Environmental and Insulation, Inc, of Madison, WI to hold proposed pricing until June If the mold was remediated without a roof replacement, the mold could easily grow back on surfaces. Staff worked with RuckPate to create drawings and bid specifications for roof removal and replacement. In January 2016, a Request for Bids ( RFB ) was released for a full roof replacement at each building. The buildings were bid together to get the best value through a single contractor. Bids were opened on February 4, Seal Tight Exteriors, Inc of Steger, IL submitted the lowest bid; however the bid was disqualified because window and masonry costs were not included. The next lowest responsive, responsible bid was submitted by Master Project, Inc of Chicago, IL. Table 1 shows the full list of bidders. Table 1. RuckPate has worked with the contractor and confirms responsiveness and acceptable craftsmanship from Master Project, Inc. The project will follow typical protocol for Village of Glenview construction projects. RuckPate will provide construction oversight for the duration of the roof replacements. This will ensure that the roofs are installed to specifications and the workmanship meets the Village s expectations. In addition, inspections by the Village will be performed upon completion of roof installation. The project will have a one year construction warranty and 30 year shingle warranty. The cost breakdown by Fire Station is as follows: Project Amount Fire Station 13 Cost of roof replacement $91,635 Contingency $4,582 Total cost $96,217 2

All operations will be able to be maintained as usual. The contract will contain timeline performance guarantees. TIMELINE OF PROJECT: Bid released to the public January, Bid opening February 4, 2016 Begin removal and replacement April 2016 Begin mold remediation May 2016 Target completion date for all projects June 2016 BUDGET: The total cost for full roof replacements at Fire Station 13 and Fire Station 14 totals $235,798, including contingency. 5 RESOLUTION NO. WHEREAS, the Village of Glenview (the Village ) is a home-rule municipality located in Cook County, Illinois; WHEREAS, the Village is seeking a contractor to complete roof removal and installation at Fire Station 13 and Fire Station 14; WHEREAS, Master Project, Inc of Chicago, IL ( Master Project ) submitted the lowest bid acceptable proposal to the Village to provide the services; and WHEREAS, the Village Board has determined that it is in the public interest to enter into a contract with Master Project for complete roof removal and installation at Fire Station 13 and Fire Station 14 in the amount of $224,570 plus a five percent (5%) contingency, for a total of $235,798. NOW THEREFORE BE IT RESOLVED, by the President and Board of Trustees of the Village of Glenview, as follows: That the President and Village Clerk are authorized to execute a contract by and between the Village of Glenview and Master Project, Inc., of Chicago, IL for complete roof removal and installation at Fire Station 13 and Fire Station 14 in the amount of $224,570 plus a five percent (5%) contingency, for a total of $235,798.
