Updated Report #1 STAFF REPORT CITY OF SOLANA BEACH TO: Honorable Mayor and City Councilmembers FROM: Gregory Wade, City Manager MEETING DATE: ORIGINATING DEPT: Community Development Department SUBJECT: Public Hearing: Consideration of Resolution No (Santa Fe Christian Schools Master Plan Update & Final Supplemental EIR); Resolution No (CUP for the Master Plan Update, Height Limit Increase, Shared Parking Agreement and Temporary Structure/Eagle Dome); and Resolution No ( for Master Plan Phase 1a, Building C and two Guard Shacks) STAFF REPORT UPDATE Item # Additional Engineering Conditions to Resolution : The following Engineering Conditions shall be added to Resolution for the Master Plan Update, under Item 7. Conditions, C. Engineering Conditions: 1. Prior to the issuance of the first grading permit for this Master Plan Update, the applicant shall provide a Master Drainage Report prepared by a Registered Civil Engineer. This report shall include a hydrology and hydraulic analysis of all existing drainage improvements, including mitigation measures implemented since the 2001 EIR approval. All discharge points and/or connection points to the City s storm drain system shall be clearly identified. The report shall also provide an analysis of the proposed drainage improvements for the built out Master Plan and clearly identify the adequacy of downstream system and any need for additional improvements including provisions of detention facilities to the satisfaction of the City Engineer. The applicant shall provide any required improvements regardless of numerical sequence of the proposed phasing plan to the satisfaction of the City Engineer. 2. Prior to the issuance of the first grading permit for implementation of the Master Plan, the applicant shall provide a water quality technical report for the Master Plan built out. 2 Page 2 of 6 3. The previous Master Plan approved in 2001 included a series of Mitigation Monitoring Program requirements (MMP). The applicant shall comply with all MMP requirements to the satisfaction of the City Engineer. 4. The applicant shall cooperate and collaborate with City Staff to ensure full compliance with all provisions and requirements of the Master Plan Conditional Use Permit (CUP). This includes providing access to the City Staff during the life of this CUP for inspection of the site prior to, during and after implementation of any phase of the Master Plan. Additional Engineering Conditions to Resolution : The following Engineering Conditions shall be added to Resolution for Phase 1a Building C and two Guard Shacks under Item 5. Conditions, C. Engineering Department Conditions: 1. Obtain an Encroachment permit in accordance with Chapter of the Solana Beach Municipal Code, prior to the construction of any improvements within the public right-of way, including, but not limited to temporary construction staging and equipment. 2. All construction demolition materials shall be recycled according to the City s Construction and Demolition recycling program and an approved waste management plan shall be submitted. 3. All parking and ingress and egress shall conform to the City of Solana Beach Off Street Parking Design Manual. GRADING 4. Obtain a grading permit in accordance with Chapter of the Solana Beach Municipal Code. Conditions prior to the issuance of a grading permit shall include, but not be limited to the following: a. The grading plan shall be prepared by a registered engineer and approved by the City Engineer. On-site grading design and construction shall be in accordance with Chapter of the Solana Beach Municipal Code. b. A soils report shall be prepared by a registered soil engineer and approved by the City Engineer. All necessary measures shall be taken and implemented to assure slope stability, erosion control and soil integrity. The grading plan shall incorporate all recommendations contained in the soils report. c. An easement or maintenance agreement shall be recorded for maintenance of the storm water detention facilities by the property owner in perpetuity, prior to the release of the grading permit bond for this project. d. All retaining walls and drainage structures shall be shown. Retaining walls shown on the grading plan shall conform to the San Diego Regional Standards or be designed by a licensed civil engineer. Engineering calculations for all

3 Page 3 of 6 designed walls with a surcharge and nonstandard walls shall be submitted at grading plan check. Retaining walls may not exceed the allowable height within the property line setback as determined by the City of Solana Beach Municipal Code. Contact the Community Development department for further information. e. The applicant is responsible to protect the adjacent properties during construction. If any grading or other types of construction are anticipated beyond the property lines, the applicant shall obtain a written permission from the adjoining property owners for incidental grading or construction that may occur and submit the letter to the City Engineer prior to the anticipated work. f. Pay grading plan check fees in accordance with the current Engineering Fee Schedule at initial grading plan submittal. Inspection fees shall be paid prior to issuance of the grading permit. g. Obtain and submit a grading security in a form prescribed by the City Engineer. h. Obtain haul permit for import or export of soil. The applicant shall transport all excavated material to a legal disposal site. i. Submit certification from the Engineer of Record and the Soils Engineer that all public or private drainage facilities and finished grades are functioning and are installed in accordance with the approved plans. This shall be accomplished by the Engineer of record incorporating as-built conditions on the Mylar grading plans and obtaining signatures of the Engineer of Record and the Soils Engineer certifying the as-built conditions. j. An Erosion Control Plan shall be prepared. Best management practices shall be developed and implemented to manage storm water and non-storm water discharges from the site at all times during excavation and grading activities. Erosion prevention shall be emphasized as the most important measure for keeping sediment on site during excavation and grading activities. Sediment controls shall be used as a supplement to erosion prevention for keeping sediment on site. k. Show all proposed on-site private drainage facilities intended to discharge water run-off. Elements of this design shall include a hydrologic and hydraulic analysis verifying the adequacy of the facilities and identify any easements or structures required to properly convey the drainage. The construction of drainage structures shall comply with the standards set forth by the San Diego Regional Standard Drawings. l. Post Construction Best Management Practices meeting RWQCB Order No. R requirements and the City of Solana Beach Best Management Practices Design Manual shall be implemented in the drainage design. m. The Storm Water Quality Management Plan dated May 2016, prepared by Kimley-Horn for phase 1a improvement project proposes a post construction best management practices with 100% infiltration with no geologic information and subsurface soil exploration. This report is not approved. Prior to issuance of the grading permit, the applicant shall prepare a Priority Development Project Water

4 Page 4 of 6 Quality Technical Report in accordance with the City s Best Management Practices Design Manual to the satisfaction of the City Engineer. n. The preliminary Drainage Report prepared by Kimley-Horn Dated May 2016, needs to be revised to reflect the provisions of the Master Plan drainage and Hydrology Report prior to the issuance of the grading permit for this phase to the satisfaction of the City Engineer. o. No increased cross lot drainage shall be allowed. p. Submit certification from a registered civil engineer and soil engineering that all public or private drainage facilities and finished grades are functioning and are installed in accordance with the approved plans. This shall be accomplished by engineer of record incorporating as-built conditions on the Mylar grading plans and obtaining signatures of the engineer of record and soils engineer certifying the as-built conditions. SEWER 5. Prior to the issuance of the grading permit, the Applicant shall provide a sewer analysis to determine the current and built-out sewer fees to the satisfaction of the City Engineer. 6. The applicant shall pay in full the one-time sewer capacity/connection fees of $4, per Equivalent Dwelling Unit (EDU) for any additional or outstanding EDU s as identified by the sewer analysis prior to obtaining a building permit. Based on the information provided by the applicant for the 2016/2017 school year, the EDU assignment calculated according to SBMC section is This is an increase of 5.28 EDUs over the current assignment. The applicant shall pay $23, prior to the issuance of the building permit for the first phase. Additionally the applicant shall pay in full the prorated portion of the current outstanding annual sewer charge for the remainder of the fiscal year. The City Engineer will evaluate the Sewer fees for future phases and would make appropriate adjustments as needed. Additional Fire Department Conditions to Resolution No : The following Fire Department Conditions shall be added to Resolution for the Master Plan Update, under Item 5. Conditions, B. Fire Department Conditions: 7. The Fire Department shall review and approve grading plans for the Master Plan and all phases to meet compliance with the California Fire Code and local amendments. Compliance shall meet minimum standards to the satisfaction of the Solana Beach Fire Department. 8. Prior to the issuance of the first grading permit, the applicant shall provide a plan providing fire access in compliance with the California Fire Code with local amendments to the satisfaction of the Solana Beach Fire Department. The applicant shall provide any required improvements regardless of numerical

5 Page 5 of 6 sequence of the proposed phasing plan to the satisfaction of the Solana Beach Fire Department. 9. Prior to the issuance of the first grading permit, the applicant shall provide a fire flow report for the Master Plan built out. The applicant shall provide any required improvements regardless of numerical sequence of the proposed phasing plan to the satisfaction of the Solana Beach Fire Department. 10. The applicant shall submit a phasing and staging plan for approval to the Solana Beach Fire Department prior to the issuance of a grading permit and/or building permit. 11. The applicant shall cooperate and collaborate with City Staff to ensure full compliance with all provisions and requirements of the Master Plan Conditional Use Permit (CUP). This includes providing access to the City Staff during the life of this CUP. 12. GATES: All gates or other structures or devices, which could obstruct fire access roadways or otherwise hinder emergency operations, are prohibited unless they meet standards approved by the Fire Department. An approved emergency key-operated switch and an approved emergency traffic controlactivating strobe light sensor shall be installed per Solana Beach Fire Department standards. 13. RESPONSE MAPS: Any new development, which necessitates updating of emergency response maps by virtue of new structures, hydrants, roadways or similar features, shall be required to provide map updates. 14. CONSTRUCTION MATERIALS: Prior to delivery of combustible building construction materials to the project site all of the following conditions shall be completed to the satisfaction of the Fire Department: a. All wet and dry utilities shall be installed and approved by the appropriate inspecting department or agency; b. As a minimum the first lift of asphalt paving shall be in place to provide a permanent all weather surface for emergency vehicles; and c. Water supply for fire protection (fire hydrants and standpipes) shall be installed, in service and accepted by the Fire Department and applicable water district. 15. OBSTRUCTION OF ROADWAYS DURING CONSTRUCTION: All roadways shall be a minimum of 20 feet in width during construction and maintained free and clear, including the parking of vehicles, in accordance with the California Fire Code and the Solana Beach Fire Department. 16. ADDRESS NUMBERS: STREET NUMBERS: Approved numbers and/or addresses shall be placed on all new and existing buildings and at appropriate additional locations as to be plainly visible and legible from the street or roadway

6 Page 6 of 6 fronting the property from either direction of approach. Said numbers shall contrast with their background, and shall meet the following minimum standards as to size: 4 high with a ½ inch stroke width for residential buildings, 8 high with a ½ stroke for commercial and multi-family residential buildings, 12 high with a 1 stroke for industrial buildings. Additional numbers shall be required where deemed necessary by the Fire Marshal, such as rear access doors, building corners, and entrances to commercial centers. 17. ADDRESS NUMBERS FOR STRUCTURES LOCATED OFF ROADWAY: Where structures are located off a roadway on long easements/driveways, a monument marker shall be placed at the entrance where the easement/driveway intersects the main roadway. Permanent address numbers with height conforming to Fire Department standards shall be affixed to this marker. 18. AUTOMATIC FIRE SPRINKLER SYSTEM: Structures shall be protected by an automatic fire sprinkler system designed and installed to the satisfaction of the Fire Department. 19. CLASS A ROOF: All structures shall be provided with a Class A Roof covering to the satisfaction of the Solana Beach Fire Department. 20. WET STANDPIPE SYSTEM: A Class I or Class III combined wet standpipe system is required. Standpipe system shall be designed and installed per NFPA 14 and Solana Beach Fire Department requirements. 21. FIRE ALARM SYSTEM: A California State Fire Marshal listed fire alarm system is required and shall be designed and installed per NFPA 72, California Fire Code and Solana Beach Fire Department requirements. The fire alarm system shall be interconnected between all existing and new buildings.
