2 SPECIFICATIONS FOR ADA AND PARKING LOT IMPROVEMENTS AT EPHESUS PARK 1501 EPHESUS CHURCH ROAD CHAPEL HILL, NORTH CAROLINA BID: Q19-88 The Town of Chapel Hill, North Carolina seeks to upgrade parking and accessibility at Ephesus Park as per the attached plans and according to the following specifications: I. PROJECT LOCATION Ephesus Park is located at 1501 Ephesus Church Road, on the east side of Ephesus Church Road Elementary School and across from the intersection of Ephesus Church Road and Churchill Drive in Chapel Hill, North Carolina. II. SCOPE OF PROJECT The Contractor shall complete the work in this contract in strict accordance with Town standards. The work covered by these Provisions consists of the demolition and construction of concrete sidewalk, concrete pads, concrete curbs, ADA accessible ramps, railings, drainage structures, and gravel parking spaces as shown of the attached plans dated All work herein specified shall include the doing and furnishing of all miscellaneous and incidental work necessary to complete the installation. The contractor shall be responsible for and correct all damage from all causes, until the final completion and acceptance of the entire work. 1. Base bid shall include all sidewalks, concrete pads, handicap parking amenities, and signs. 2. Alternate 1 shall include repaving the existing parking lot area, including removal and disposal of existing asphalt (approximately 600 SY). 3. Alternate 2 shall include proposed expansion of the parking area to the east. III. GENERAL PROVISIONS A. OSHA Requirements: All work shall be undertaken by experienced workers with proper personal protective equipment using necessary procedures to maintain workplace safety. The Contractor shall comply with applicable OSHA safety regulations while performing work for the Specifications for Ephesus Park Improvements Page 2 of 12

3 Town of Chapel Hill. This includes provisions for safety of workers, pedestrians and motorists within and adjacent to the work zone. B. Subsurface Investigation: The Contractor shall make his/her own subsurface investigations. Any information obtained by the Town as a result of its own subsurface investigations will be made available upon request. This information (when available) is provided for informational purposes only and shall not relieve the Contractor of making independent investigations. C. Demolition: The limits of demolition shall be marked and reviewed with a representative of the Town prior to any demolition activity. The unit price quoted for demolition and removal of concrete curb and gutter shall include any necessary saw cut of adjacent asphalt. D. Demolition and Construction Debris: Disposal of all waste material from construction sites shall be made in strict accordance with all Town ordinances pertaining to disposal of construction waste. It shall be the responsibility of the Contractor to secure the necessary permits and provide all information required to secure said permits. The Contractor shall designate the disposal site prior to beginning demolition. E. Coordination: The contractor shall cooperate with other contractors and adjacent property owners on the work and so arrange the work as to cause the least inconvenience to all concerned. The contractor shall be responsible for and correct all damage from all causes, until the final completion and acceptance of the entire work. Note that all access to the site is through an elementary school property. Expect wait times during the school s morning drop off and afternoon pickup times. F. Restoration: All private and public property disturbed in the process of project construction shall be restored to the condition existing prior to construction or as otherwise specified on the plans. G. Staging and Storage: Construction storage, staging and parking is limited to the existing paved vehicular surface areas. H. Not in Contract: Not included in the contract are a source of boulders to serve as safety barriers in front of the parking spaces facing south. These will be provided by the Town. If suitable boulders in a sufficient quantity are located in the Town s source, the contractor will be responsible for loading/unloading and transporting the boulders to the project site for installation. I. Addenda: All addenda will be placed on the Town s webpage per instructions in the project s Instructions to Bidders. All such Addenda shall become part of the contract and all Bidders shall be bound by such Addenda. J. Quantities: The quantities shown on the attached Informal Bid Proposal Form are estimates only. They are not exact and should not be so construed. Payment will be made on unit prices. K. Substitutions: The Contractor shall make no substitutions of materials or modifications of technique and specifications without prior permission from the Town. 4 L. Payment: Progress payment will be made on ninety percent (90%) of the estimated work done less payments previously made. There shall be retained by the Town of Chapel Hill the remaining ten percent (10%) until acceptance of all work contracted for is fully completed. M. Rejection of Bids: The Town of Chapel Hill reserves the right to reject any and all bids and to waive any and all informalities therein and to award a contract in the best interest of the Town of Chapel Hill. The award shall, if made, be to the lowest responsive and responsible bidder taking into consideration quality, performance, and the time specified in the proposal for the performance of the contract. The Town of Chapel Hill further reserves the right to accept any bid in part without incurring any obligation as to the rejected portion of the bid. N. Rules Related to Proximity to a School: The site is adjacent to Ephesus Elementary School. To access the construction site all workers and equipment must cross school property. Contractor shall adhere to all the rules set out in the Lunsford Act/Criminal Background Checks. The Contractor also acknowledges that G.S prohibits anyone required to register as a sex offender under Article 27A of Chapter 14 of the General Statutes from knowingly being on the premises of any school. The Contractor shall conduct or arrange to have conducted at its own expense sexual offender registry checks on each of its employees, agents, ownership personnel, or contractors ( contractual personnel ) who will engage in any service on or delivery of goods to school system property. For convenience only, all of the required registry checks may be completed at no cost by accessing the United States Department of Justice Sex Offender Public Website at The Contractor shall provide certification on the Sexual Offender Registry Check Certification Form that the registry checks were conducted on each of its contractual personnel providing services or delivering goods under this Agreement prior to the commencement of such services or the delivery of such goods. The Contractor specifically acknowledges that the Owner retains the right to audit these records to ensure compliance with this section at any time in the Owner s sole discretion. Failure to comply with the terms of this provision shall be deemed a material breach of the Agreement. IV. TRAFFIC CONTROL: A. Contractor Responsibility: The Contractor shall provide all traffic control devices and signs to warn the traveling public in accordance with the latest Manual on Uniform Traffic Control Devices and all supplements thereto. A Traffic Management Plan indicating measures intended to control pedestrian and vehicular flow affected by the work shall be submitted to the Parks and Recreation Department for review at least 7 days in advance of implementation. B. Traffic Control Signs: The Contractor shall furnish, erect, operate, relocate, maintain and remove all temporary traffic control devices necessary for notifying and controlling both pedestrian and vehicular traffic. All permanent signing required on this project will be furnished, erected, operated, relocated, and maintained by the Town of Chapel Hill. Specifications for Ephesus Park Improvements Page 4 of 12

5 C. Street and Lane Closures: If applicable, signs will be in place a minimum of 48 hours and no more than 96 hours before any construction activity begins. The Contractor will need approval from the Project Manager to close any street and shall notify the Town at least seven (7) days prior to closing a street, and five (5) days prior to closing a travel lane. D. Access through School Property: The site is accessed through Ephesus Elementary School property. School traffic is heavy during the morning and afternoon drop-off and pickup times. The contractor will instruct all employees and sub-contractors to use extreme caution when traveling though the school property. All posted speeds must be adhered to at all times. V. TECHNICAL PROVISIONS A. Erosion and Sediment Control Measures: Design and specifications for a system of erosion and sedimentation control shall be consistent with the NC DEQ s Erosion and Sedimentation Control Planning and Design Manual, latest edition found at Erosion and sedimentation control devices shall be installed as needed and maintained according to the standards of the Town and Orange County. The Contractor shall immediately correct any deficiencies in erosion and sedimentation measures identified by the Town or local state agency. The Contractor shall indemnify and hold harmless the Town for any penalties imposed against the Town by any local or state agency for the Contractor s failure to install and properly maintain erosion and sedimentation control devices. B. Tree Protection: Existing trees and their respective root systems must be protected as shown on the plans during all phases of demolition and construction. Tree protection fencing as shown on the attached plans shall be installed and inspected prior to the start of demolition, clearing, or construction staging. All tree protection and related work shall be approved by the Town s project manager. The Contractor is responsible for continued maintenance of tree protection and erosion control measures until work is complete. Fencing is 4 orange mesh, Tenax Model #998044, or equivalent. C. Pavement Removal: The Contractor shall be advised that when a portion of any area of asphalt, concrete sidewalk, or curb and gutter must be removed, all areas to be removed shall be defined by a machine sawed joint prior to removal. The Contractor shall exercise caution when removing the curb, such that the edge of the pavement will be smooth. The existing asphalt shall be saw-cut to obtain a straight edge. D. Fill Material: The Contractor will be responsible for removal and disposal of any unsuitable soil until stable and compactable subgrade is uncovered. Fill material brought to the site is subject to approval by the Town prior to delivery. Specifications for Ephesus Park Improvements Page 5 of 12

6 E. Concrete a. Strength: All concrete used in construction of this project shall contain fiber and be 3000 psi strength at twenty-eight (28) days, unless otherwise specified. In the sidewalk and the ramp, expansion joints shall be installed at least every 50 feet. Control joints shall be no more than ¼ wide and tooled no more than 5 feet apart. Ramp and sidewalks shall be 4 minimum depth over compacted subgrade; curb and gutter shall be as per Town Standards. b. Finish: All concrete pavement in this project shall be given a broom finish with the brush marks perpendicular to the direction of the walkway or ramp. c. Grade: Curb and gutter sections shall be constructed to the existing line and grade of the parking lot, unless otherwise directed. Cross slope on sidewalks and ramps, and concrete pads shall not exceed 2%. F. ADA compliant handrail (refer to detail) The handrail adjacent to the proposed concrete accessible ramp shall be Simplified Building s ADA Compliant Wall-Mount Model #SR- 0WDADAG with D-returns on the ends or an approved equivalent. See o.d. railing finish, hardware, and brackets shall be galvanized. The railings shall be mounted on 6 x 6 pressure-treated posts that are Southern Yellow Pine, Number 2 grade or better, free of knots and blemishes with a natural finish. G. Detectable warning pavers - Pavers in curb ramps shall be Adams Products domed red brick or equivalent red brick paver with truncated domes to meet current standards of the Americans with Disabilities Act. Pavers shall be set flush in mortar sand. H. Bicycle racks (2) Two salvaged single-loop, surface-mount metal bicycle racks are available from stored supplies at the Town Operations Center at 6850 Millhouse Road in Chapel Hill. The Contractor shall provide appropriate hardware to secure the racks on concrete pavement. I. Signage - Signage designating reserved van-accessible handicap parking and reserved car parking spaces shall be installed as required by the NC Building Code.
