Project Development: Architectural and Engineering Support, Building Inspectors, and Space Planning. 6 Lifecycle of a Building Construction Project - Initiating Establish communications with the Customer (District) Determine stakeholders roles and responsibilities The FPM Construction Project Manager (CPM) is typically the Project Manager on a new TxDOT facility project. Initiate the work authorization with the design consultant or identify the in-house design team. Utilize FPM s facilities condition database (VFA) to assist the CPM and District in developing a scope of work. All stakeholder s sign off on the scope of work. 6

7 Lifecycle of a Building Construction Project - Planning Work Breakdown Structure developed and scheduled with FPM s scheduling team, identifying key milestones. Information and file sharing utilizing BIM 360 Docs, a cloud based document management software. Quality Assurance and Quality Control with multiple construction document reviews of the consultant s work utilizing FPM s technical subject matter experts. Risk Assessment to include review of estimate vs. budget, evaluate bidding climate, material and equipment availability, etc. Bid the project, evaluate bids, and award the contract. 7

8 Lifecycle of a Building Construction Project - Executing Notice to Proceed and initial contact with the awarded contractor. Pre-Construction meeting to establish stakeholders, contractor expectations, processes for payments, submittals, requests for information, scheduling, and identify key milestones for inspection. Timely review and response times established to ensure the contract stays on track. Consistent and constant communication between the CPM, the contractor, FPM inspectors and architectural/engineering team, and the District. 8

9 Lifecycle of a Building Construction Project Monitoring and Controlling Consistent and constant communication between the CPM, the contractor, FPM inspectors and architectural/engineering team, and the District. Regular progress meetings to review progress. Usually monthly to coincide with the contractor s application for payment. Routine inspections at key milestones (concrete placement, wall or ceiling coverup, roofing, etc.) by the CPM, building inspector, design consultant, or architectural/engineering team, utilizing BIM 360 Field. Weekly construction observation by the CPM, building inspectors, and the District. Timely, yet complete reviews of requests for information, submittals, change order proposals, and pay applications. Vendor performance reviews completed monthly for consultant and contractor. 9

10 Lifecycle of a Building Construction Project - Closing Substantial Completion the owner may occupy the building, but there are minor punch list items left to be completed by the contractor. Final Completion final payment is issued to the contractor when all obligations are met: Punch list completed, all paperwork is completed and notarized by the contractor, all operation and maintenance materials received and proper personnel trained, warranties received. Final vendor performance review for contractor and consultant. 10
