4 Page 4 of INTRODUCTION This document sets out the scope of work and technical requirements for the design and supply of substations for the Clean TeQ Sunrise Project in New South Wales, Australia. All equipment shall be suitable for the site conditions and the duty as specified in the Standard Specifications, referenced drawings and datasheets. 1.2 WORK INCLUDED The scope shall include the design, supply, manufacture, assembly, surface protection, quality assurance, inspection, testing, identification, packaging and transportation, together with the provision of all necessary services for the following substations: Table 1 Substation List Item No. Qty. Each substation shall be provided with the following: HVAC + pressurisation Lighting and small power internal and external Fire alarm detection system UPS MV Switchboard where specified LV switchboard / MCC MV and LV VSDs DC power supplies 110V and 24 V Lighting and small power distribution board Power transformers Cabling or busduct between transformer and LV MCC Cabling between equipment installed within the switchroom Support legs for mounting on concrete footings

5 Page 5 of WORK EXCLUDED The following works shall not be included in this scope of work: Site off-loading, storage, handling and installation Footing design and construction Cabling external to the switchrooms Supply of free-issued equipment PCS Panel(s) Comms Panel Supply of equipment where specifically listed in the Drawings as being supplied by others. 1.4 BATTERY LIMITS The battery limits for this scope of work are as follows: Switchroom end terminal of cabling departing the switchrooms 2 DESIGN REQUIREMENTS 2.1 GENERAL The Supplier shall incorporate into the design proven technology, specialist knowledge, previous experience and standard designs to the maximum practicable extent. No preferred equipment has been specified within this document, and the Supplier shall propose the mixture of technology to best achieve the functional requirements. The equipment shall be designed to provide continuous, long-term service under prevailing ambient and environmental conditions as indicated in the Project Specification EG All non-conformances to this specification shall be clearly stated in the tender. The equipment shall be designed and fabricated to facilitate easy installation, inspection, testing, cleaning, operation and maintenance. The use of asbestos is prohibited in all components. 2.2 DUTY AND DESIGN LIFE The required equipment service life is 20 years. Refer to the equipment datasheets for duty requirements. 2.3 DESIGN CRITERIA The Supplier shall propose a technical solution in compliance with the functional and technical requirements of the datasheets, drawings and standard specifications. 3 SUBSTATION BUILDING DESIGN AND CONSTRUCTION Substation design shall comply with standard specification 2020-E ES From the equipment list, the Supplier shall provide the most economical design for the substation building structure which can be a large single transportable building or a number of containerised (40 foot Hi-Cube) switchrooms.

6 Page 6 of 11 The Supplier shall position and layout the equipment in a way that has the best space usage effectively and comply with the relevant Standard Specification on the requirement of minimum operating space, ingress and egress. If the substation comprises of a number of containerised switchrooms, the Supplier shall provide a design that minimises on site assembly and concrete footings. 3.1 HVAC No standard air-conditioning and air handling unit design has been included or referenced in this document; and it is intended to allow the Supplier maximum flexibility in offering a fit for purpose solution utilising current technology. Both split system and air-handling based type air-conditioning are acceptable. The Supplier shall provide HVAC calculation for each switchroom based on the equipment installed within. 3.2 FREE ISSUED EQUIPMENT For each substation, the Supplier shall provide the space for the installation of free issued process control and communications equipment. 3.3 MV SWITCHGEAR MV switchgear shall comply with standard specification 2020-E ES LV SWITCHBOARDS, MOTOR CONTROL CENTRES LV switchgear shall comply with standard specification 2020-E ES VARIABLE SPEED DRIVES Variable Speed Drives shall comply with standard specification 2020-E EG FACTORY ACCEPTANCE TESTING All equipment for each substation shall be tested at the Supplier s facility according with the relevant standard specifications. 5 SITE ASSEMBLY 6 THE SUPPLIER SHALL PROVIDE SUPERVISION FOR THE ASSEMBLY OF SUBSTATION BUILDINGS AND RECONNECTION OF ALL CABLING WITHIN EACH SUBSTATION.PERFROMANCE GUARANTEE The Supplier shall provide a performance guarantee stating that the equipment will, in plant operation, meet the requirements as set out in the datasheets, drawings and standard specifications. 7 STATUTORY REGULATIONS Refer to Project Specification EG STANDARDS In general, the precedence applying for the use of the standards for this project is as follows: Statutory Regulations

7 Page 7 of 11 Project standards Australian standards Other international standards Codes of Practice. All work performed shall be in conformance with the latest issue, including amendments of the standards. All design shall conform to the minimum applicable statutory requirements. The Supplier shall nominate the standards that the offered equipment conforms to, with their tender. 9 EQUIPMENT IDENTIFICATION, MARKING AND LABELLING The equipment shall be uniquely identified by hard stamped or engraved numbering system at an accessible position for quality assurance, life cycle management and inventory management. As a minimum a 3mm (stainless steel for external installation and traffolyte for internal installation) tag shall be stamped with the equipment number, the equipment name, the manufacturer s name, the equipment model number, the serial number and the date of manufacture with letters not less than 8 mm high in English, with a black background in each letter. All cables shall have cable labels. Ferrule numbers shall be installed on all control cable. All safety and information signage shall be provided and shall be in accordance with AS1319. These signs shall generally advise workplace health and safety and other statutory requirements/obligations and sitespecific requirements. 10 SHIPMENT, PACKING AND STORAGE Packing shall be properly and solidly made to afford the goods protection from any mechanical and / or chemical damage that may be reasonably expected during water, land or air transport (as appropriate). The Supplier shall provide a methodology for shipment, degree of assembly for transportation, shipping dimensions and a packing list. Loose items to be securely fastened to avoid damage during transport. Equipment sensitive to water damage shall be protected to preserve it in a dry state for up to six months during transport, storage and installation when subject to heavy, driving rain. 11 QUALITY CERTIFICATIONS AND REQUIREMENTS 11.1 GENERAL The Supplier is responsible for the testing and inspection of all materials and work in accordance with this specification and all applicable codes, laws and regulations. Supplier Quality System Requirements, shall include the following: Detailed work schedule ITPs Procedures for all remedial works. The Supplier shall maintain an effective quality management system in accordance with the requirements of ISO 9000 to ensure and demonstrate that the goods and services conform to the requirements of the

The Supplier shall ensure that all Sub-Supplier maintain equivalent systems commensurate with their particular scope of supply AS-BUILT Supplier shall provide As Built drawings and data where modifications and/or additions have been made to previously provided Final Data where indicated in the As Built Required column at Appendix A as follows: Where engineering / design has been provided by the Owner, the Supplier shall provide As Built data Where engineering / design and/or shop detailing has been provided by the Supplier, the Supplier shall provide As Built data as follows no later than four weeks prior to delivery of equipment Completed back drafted drawings/documents Updated electronic model Input calculation data files as MS Excel spreadsheets and/or proprietary software data file format.
