3 Business Process Change Background/Motivation Review of QA Unit, and QA processes in ISD projects, conducted in Findings included QA Units service delivery model is reactive QA related specification requirements are applied inconsistently in ISD Contracts. Plan Moving Forward QA Unit adopt a proactive service delivery model QAU focus on network level QA to improve consistency. 3

4 Some Definitions Quality Control - Set of activities or processes conducted by the Contractor to ensure quality requirements are being met. Quality Assurance - Set of activities or processes conducted by the City to increase the confidence that quality requirements are being met or will be met. Project Level QA - Increasing the confidence that quality requirements are being met or will be met in a particular project. CA has overall responsibility. QAU a service provider to CA Network Level QA - Increasing the confidence that an acceptable level of quality is being achieved in all ISD projects. The focus is CONSISTENCY. QAU has overall responsibility. 4

5 Post Construction Stages During Pre Focus Consistency and Clients Proposed Business Process 1. QAU staff attend all pre-construction meeting. 2. QAU staff highlight/clarify QA requirements for the project 3. QAU conducts monthly review of each project to ensure consistent application of QA requirements. 4. Issues identified by QAU will be forwarded to CA. 5. QAU conducts a final review of the project, once the substantial completion has been issued for a project. 6. Any outstanding issues identified in Step 5 will be forwarded to CA for action, and followed up. 7. Depending on the severity and scale, Quality related issue may be escalated to Advisory Committee. 5

6 No additional process for PM/CAs Proposed Changes What does it mean to PMs/CAs?? Proposed business changes does not affect the QA Testing services currently provided. PM/CA need to invite QAU to Pre-Construction meeting. PM/CA need to advise QAU of substantial completion. PM/CA need to action the recommendations identified by QAU. 6

7 Proposed changes What does it mean to Contractors? No substantial change for Contractors that make Quality a priority (e.g. Sampling is as per specification, notifies City of random sampling location prior to paving, Concrete sample information sheet is complete, mix designs are submitted prior to placement etc) For Contractors that do not make Quality a priority, expect notices of non-conformances from CA and applicable deductions. New Line Item B Deductions for nonconformance related to QA/QC submissions. 7

8 Specification change F-3106 Integrates F3106, F3108 and F3109 into one specification. Defines 10 Standard Superpave HMA mixes for City of Ottawa. Over 60 items in master item list (related to HMA) have now been replaced with 14 items. Appendix includes guidelines for designers for selecting appropriate Superpave mixes. Superpave mixes for driveways and pathways have been removed from master item list. Recommend using HL3F mixes for driveways/pathways. 8

9 Specification Change F continued No Superpave Level C mix. Changes to Recycled materials in HMA. All mixes are fine grained. Includes LS-227 requirement (Ash content) for PG asphalt cement. 9

10 Specification Changes F-3130 Integrates F3102, F3107, F3130 and F3131. Bid-AC calculation based on Mix Type (Base/Surface) and Superpave Traffic Category Tack coat is as per OPSS 308 (Provincial). Item cost for HMA shall also include cost of labour, material and equipment for tack coat application. Changes to how responsibility for cost of referee testing is determined. Referee testing one sublot or entire lot. 10

11 Specification Changes F-3130 continued Clarification on what information needs to be submitted prior to placement of HMA. Sample location forms are no longer part of the specification. New section that specifies/clarifies the deductions related to non-conformances. No or inadequate bulk samples for HMA - $2000 Sample not delivered in time - $500/day Mix placed without proper notification - $500 Provision for Outlier testing in QA/Referee test results (As per ASTM ) 11

12 Tack Coat Tack coat application shall be as per OPSS 308 (Provincial) i.e. on milled surface, existing pavement surface etc. Will include a project specific special provision that will require tack coat application: a) On Binder Course prior to placement of surface course. b) On binder course prior to placement of another binder course, if the upper binder course is paved on different day. c) Cost of HMA item shall include the cost of labour, equipment and material for tack coat. 12

13 Specification Changes - D-018 Changes to deduction for incorrect/incomplete concrete sample information sheet. Includes Concrete QA field reporting sheet within D-018. Use of unapproved HMA mixes can result in no payment. QAU may require actual samples of materials for mix design verification at the time of mix design submission. Includes acceptance/rejection of concrete related to honeycombing, scaling and popouts. 13

14 Specification Changes - D-029 Conformance an issue. QC Compaction plan to be submitted by Contractor prior to placement of material. No QC compaction plan = No payment. Establishing target density is Contractor s responsibility. Control strip to be used in new pavement construction and resurfacing projects. Contractor shall provide the results of QC compaction within 2 business days of compaction. 14

15 Other Changes / Reminders Line Item revisions a) Separate line item for Cost of referee testing. b) Separate line item for Deduction related to QC/QA submission related non-conformances. F-3147 Granular A gradation requirement consistent with OPSS. On select projects QAU will be conducting additional testing (extended BBR and DENT test). Need to work together.
