Strongly object to the proposal to raise the first floor central stone mullion window in line with the first floor bedroom. This could damage the historic building fabric and the loss of archaeological evidence of the buildings development. Any extension to an Elizabethan house of this style and status offers difficult design issues. Whilst SPAB accept the current timber framed glazed lean to extension with its classical columns is not sympathetic to existing house, the applicant should be advised to consider some of the possible aspects. SPAB believe new work should compliment not parody the original. Where change or alteration is justified it should be done in a sympathetic manner, but in a style of the current time. Scale, design and approach not acceptable and strongly object. Page 87

3 SPECIAL CONSIDERATIONS Impact of proposed works on existing building: Trevalyn Hall is a grade II* listed building listed as an important example of an Elizabethan Country House. The application has been submitted for the demolition of the garden room to the south west elevation of the building and its replacement with a larger and more functional extension to the In addition, these works require the repositioning of a first floor window. The current garden room extension first appears on a photograph of the building dated 1938, of predominantly timber framed construction with glass roof. The condition of the structure is generally poor having been constructed without an adequate masonry plinth and is therefore showing signs of decay at low level. The junction of the glass roof with the existing building is also poorly detailed and it seems likely that this has caused deterioration in the condition of the first floor windows to this elevation (which are of timber rather than stone in this location). Furthermore, investigations have revealed that the footings of the principal building in the southern-most corner have been partially cut away as a result of previous building works. The applicant wishes to replace this structure, a decision based upon its current condition as well as a desire to create a more functional space. Whilst I am aware of SPAB s objection, the design has been developed from a range of options that have taken account of the particular constraints of the building, principally the position of the window openings and the stonework crest. Consideration has also been given to the architectural form of the elevation and links with the topiary garden, part of the Grade II registered historic garden. A number of design options have been considered ranging from a classical design to a very clinical contemporary approach. The chosen design reflects the strong architectural form of the I consider this to be an acceptable solution. Critical to the success of this scheme will be the quality of the workmanship and materials in ensuring the extension is carefully integrated within this elevation. Further details have been provided including construction drawings of all elements of the design (Roof construction, parapet detail, windows, doors, rainwater goods, location of drainage pipes, vents and flues etc) and the details are acceptable and appropriate for the Conditions will include samples of brickwork, internal and external floor finishes, window detail and external decoration. In terms of the modifications to the existing window, I am satisfied that the alterations will not unbalance or detract from the appearance of the elevation nor will it have any adverse impact upon the internal proportions or features of the room. This slight change will allow for a better quality finish to be Page 88

4 achieved and any past defects eliminated. The existing window is to be repaired in accordance with details as set out in the application for refurbishment and repair. I am satisfied a number of design options have been considered and that the scheme proposed is appropriate for the building and will respect the integrity of an important listed For the benefit of members an image of the existing and proposed extensions follows. My recommendation reflects that the application will need to be considered by CADW. Page 89

5 RECOMMENDATION That the Welsh Government (Cadw) should be advised that Wrexham County Borough Council is disposed to GRANT Listed Building Consent in accordance with Article 3 of the Planning (Listed Building Conservation Area) Regulations 1990 subject to the conditions specified below. CONDITION(S) 1. The works hereby granted consent shall be commenced before the expiry of five years from the date of this consent. 2. Prior to their installation on the building, drawings to scale 1:5 and 1:20 fully detailing all new or replacement windows and doors shall be submitted to and approved in writing by the Local Planning Authority. The details shall fully describe the proposed materials, decorative/protective finishes, method of opening and glazing type and include cross sections for glazing bars, sills and heads etc. The works shall only be carried out in strict accordance with such details as are approved. 3. Prior to its installation on the building a sample of the internal floor finish shall be submitted to and approved, in writing, by the Local Planning Authority. Works shall be carried out strictly in accordance with the details as approved by the Local Planning Authority and retained thereafter unless otherwise agreed, in writing, with the Local Planning Authority. 4. Prior to installation on the building details of the stone including a finished unit for the plinth, quoins, cornice and crest shall be submitted to and approved, in writing, by the Local Planning Authority. Works shall be carried out strictly in accordance with the details as approved. 5. Prior to their use on the development a sample of the facing brick and the mortar to be used for both pointing of brickwork and stonework shall be submitted to and approved, in writing, by the Local Planning Authority. Works shall only be carried out strictly in accordance with the details as approved. 6. Prior to their use on the development, details of external paving stones shall be submitted to and approved, in writing, by the Local Planning Authority. Works shall be carried out strictly in accordance with the details as approved. 7. Prior to the first use of the development, a scheme of external decoration shall be carried out in accordance with a scheme that has been submitted to and approved, in writing, by the Local Planning Authority.
