3 NJDOE Application for Grant Funding Overview of Grant Program for School Facilities Projects for RODs, not including County Vocational School Districts The following describes the current ROD grant program (allocation 4), including the application process, eligibility and critical timelines for RODs. Grant applications will only be accepted and approved during the announced grant program timelines rather than on an on-going basis: Grant applications will be accepted from June 3, 2013 through September 4, 2013 Prior to July 9, 2008, grant funding was approved by the Department on a first-come first-served basis as projects were received. However, the current process requires districts to submit project applications with grant requests by specific deadlines so that requests can be collectively considered and prioritized. What types of projects will be considered for grant funding and how will they be prioritized? 3

5 Billingsport Early Childhood Center Basement Window Wells ROD Project The window wells are more than 10 feet deep and open to the weather. The wells fill with rain water and snow then flood into the boiler room. The make-shift sump pump helps but freezes during the winter. The one window well cannot easily be capped because the air intact for the boiler is located near the bottom. 5

6 Billingsport Early Childhood Center Heater Valves ROD Project Some of the valves that control water flow from the boilers into the classrooms are very old. They no longer open and close. Some of the valves are leaking. Replace the Valves 6

During heavy rains, water enters the rooms via the heaters. 7

10 Loudenslager Elementary School Surface Water Drainage This photograph shows a drain in the paved play area at Loudenslager Elementary School. Notice the water in the drain even though it had not rained in days. The drain system is very old and is just a French Pit not connected to the pipe system. The pit is full of silt and no longer drains. 10

11 Loudenslager Elementary School Roof 1926 and 1973 ROD Project The Loudenslager Elementary School roof was replaced circa It is now well beyond its life expectancy. These photo show the parapet of the roof as well as the drains. There are many black tar repairs to the parapet material that were made in an effort to stop roof leaks. The gray colored grit material is nearly gone. This leaves the black tar paper exposed. The drains direct water into pipes that are internal to the building. These drains and pipes are leaking into the classrooms below. The monument structures are the top of ventilation shafts that were originally designed to cool the school. The shafts were sealed more than 25 years ago but they continue to deteriorate. The wall problem that is the subject of the current investigation under these drains. 11

12 Loudenslager Elementary School Pointing and Brick Repair Partial - ROD Projects The brick of the original 1926 school needs to be cleaned, pointed and sealed. The photographs show the condition of the brick at the present time. This is the wall that is the subject of the current investigation. 12

18 Loudenslager Elementary School Front Stairs ROD Project The front stairs were completely rebuilt in the early 1990s but have not been maintained. Some the stair treads are now missing. The brick work on the staircase also needs to be repaired. 18

23 Paulsboro High School Roof -1931,1965 and Gym ROD Project These roofs were last replaced circa District Wide Various Roof Issues ROD Projects The flashing needs to be repaired and replaced in some cases. Notice that the foot is pushing the bubbled roofing material down to contact the roof of the building itself. The roofing material has separated from the building in many areas. Many of the roofs have drains similar to that pictured. The drains run into pipes that are interior to the building. They are old and leaking. There are many very old vents and other fixtures located on the roof. They should be replaced. Replace and repair flashing and coping on roof of 1916 building to stop leaks. Many of the roof cap stones need to be sealed or capped to prevent water from entering the building. 23

25 REPLACE BOILERS AT PAULSBORO HIGH SCHOOL ROD Project There are two boilers in Paulsboro High School. The boilers themselves date to circa New burners were installed circa The boilers and burners are, by current standards, very inefficient and should be replaced. A related project deals with a smoke stack that was used as the chimney for a boiler that was installed circa The boiler was removed during the mid-1990s. The smoke stack has been out of service for more than 30 years. The stack should be removed. Energy saving will be realized from this project 25

29 Additional Non-ROD Grant Projects QUESTION 2 There are numerous cracks in the tennis courts. The courts were built in They have never been resurfaced. Some of the net hardware is also broken. The track was build in 1995 and was repainted once. The track is overdue for maintenance. In sections the paint is almost gone which exposes the black resilient base material. The track was built to the same specifications as that at Penn State University. It will have a long life if properly maintained. On the other hand, it will be expensive to repair. There is a rather complicated ditch system that runs from the ExxonMobil parking lot around the Bennett Field Athletic Complex, under the railroad track and, finally, to Billingsport Road. At present, the pipe under the railroad track seems to be clogged. As a result, the ditch fills with storm water and floods the baseball fields. In addition, there is a clay layer just under the surface of the baseball fields which does not allow water to penetrate into the ground. Many times, the fields are unplayable. 29
