1 MINUTES OMAHA PLUMBING BOARD Regular Meeting Wednesday, 9:00am City/County Building 1819 Farnam Street Jesse Lowe Conference Room Third Floor I. Roll Call Members Present: David W. Reed Others Present: Doug Clark, Douglas County Health Department Jim Wonder, Planning Department Mr. Miller called the meeting to order at 9:03 a.m. II. Approval of Minutes Mr. Estabrook made a motion to approve the minutes from the April 23 rd meeting. Mr. Clifton seconded the motion. AYES: Clifton, Estabrook, Leo, Miller, Reed ABSTAIN: Killian Motion carried II. *Cases DLR Group Essex Court Suite 400 Omaha, NE LOCATION: Elkhorn South High School Blue Sage Parkway Waiver to allow the use of an alternate roof drainage system , 1208 and 1209 Aaron Wascher, DLR, appeared before the board requesting the use of an alternate roof drainage system. Mr. Wonder stated that the Plumbing Review Committee just began looking into this and has some issues with this system. They request that the Plumbing Board give them a couple of weeks to discuss this further. Motion by Mr. Estabrook to hold Board discussion over until the June 11 th meeting to allow Mr. Wonder to brief the Board s concerns and then lay this case over for a vote at the June 25 th meeting. Seconded by Mr. Clinton

2 Plumbing Board Page Jamie Bevers Nebraska Propane Gas Association 1320 Lincoln Mall, Suite 100c Lincoln, NE Approval of a continuing education course, credit hours undetermined Michelle Swirczek, President, of the Nebraska Propane Gas Association, appeared and asked for approval of Propane System Inspection and Code Requirement Classes to assist PHCC/HVAC industry employees in meeting training code requirements in Nebraska. The course is based on specific modules of the nationally accredited Propane Certified Employee Training Program (CETP) designed for propane industry employees and would be very useful for the plumbing industry. The class would meet for six hours. Mr. Wonder suggested that this would be good for 3 credit hours continuing education. Motion by Mr. Estabrook to approve this program for three hours continuing education credit for plumbers. Seconded by Mr. Killian Rodney Rick Joons Utility Trenching 400 Pierce Street Omaha, NE Issuance of sewer layer license Rodney Joons was present. Mr. Joons sewer license was not renewed in the proper time frame. He has completed his continuing education hours. Mr. Leo made a motion to issue the sewer layer license for 2007 and Mr. Clifton seconded the motion Raymond Stark th Avenue Council Bluffs, IA Issuance of sewer layer license Raymond Stark was present. Mr. Stark s sewer license was not renewed in the proper time frame. He has completed his continuing education hours. Mr. Leo made a motion to issue the sewer layer license for Mr. Clifton seconded the motion

Mr. Reed requested the waiver of the requirement of installation of drain pans at floor drains at J-Lofts, 1308 Jackson Street. Mr. Reed stated that the pan causes structural issues in the thin structural slab due to the amount of unbonded slab caused by the pan. Mr. Killian made a motion to approve the waiver. Seconded by Mr. Clifton. Approval of a 4 credit hour continuing education course Motion by Mr. Estabrook that this item be laid over until the May 28 th meeting so that Mr. Doherty can be in attendance. Seconded by Mr. Miller

4 Plumbing Board Page 4 Scott Dai Service One 9335 J Street Omaha, NE Approval of 7 one-hour continuing education classes Kevin McLaughlin, Service One, requested approval of 7 one-hour continuing education classes regarding (05-28) Chapter 5, General Regs; (06-25) Article VI, Fixture Standards; (07-23) Article 7, Quality and Weights; (08-27) Article 8; (09-24) Article 9; (10-29) Article 10; and (11-26) Article 13. Motion by Mr. Reed to approve 7 hours continuing education. Seconded by Mr. Clifton John A. Smith 5116 Northwest Radial Highway Omaha, NE Issuance of a lawn sprinkler contractor s license John Smith appeared before the Board regarding the issuance of a lawn sprinkler contractor s license. Mr. Smith s lawn sprinkler license was not renewed in the proper time frame. He has completed his continuing education hours. Mr. Reed made a motion to issue the lawn sprinkler license for Mr. Clifton seconded the motion Tim Donovan 6604 South 85 th Avenue Omaha, NE Waiver to allow the use of plastic pipe for waste and vents Tim Donovan appeared to request a waiver to allow the use of plastic pipe for waste and vents. Mr. Donovan purchased a small 4-unit single floor apartment building with basements and is in the process of renovating it. He would like to replace all of the existing waste lines with PVC. He is not budgeted to replace with steel or cast iron. Plumbing Board members did not feel that there was any reason Mr. Donovan could not conform to the code as written. Mr. Killian made a motion to deny this waiver request. He said he did not find a severe hardship in this case. Mr. Eastabrook seconded the motion. 0 III. Mr. Estabrook seconded the motion. VIII. Discussion 1. Board Policies regarding testing Jim Wonder

7 Plumbing Board Page 7 Mr. Wonder stated that the filing deadline of the first of the month for the month of March, June, September and December would not allow the applicants for reexamination enough time to receive the results, review their tests and file for reexamination. There are a couple of other things that need to be changed, as a result of the change of the testing procedures and asked the Boards permission to draft the necessary changes for their consideration. Mr. Wonder advised the Board that the Administrative Board overruled the Plumbing Board s denial of hearing Christian Kulm s case and that the case would be heard on July 23. IX. Election of Officers Motion by Killian that Mr. Miller be named chairman of the Plumbing Board. Seconded by Mr. Clifton. AYES: Clifton, Estabrook, Killian, Leo, Reed ABSTAIN: Miller Motion carried Motion by Mr. Miller that Mr. Estabrook be named vice-chairman of the Plumbing Board. Seconded by Mr. Killian. AYES: Clifton, Killian, Leo, Miller, Reed ABSTAIN: Estabrook Motion carried XII. Adjournment Motion by Mr. Clifton that the meeting be adjourned at 2:38 pm. Seconded by Mr. Reed.
