3 Executive Summary Financial Snapshot of the Measure G Bond $75,379,472 Contracts Amendments Transactions Contract Balance $40,360,221 $4,009,187 $4,989,936 On February 12, a celebratory groundbreaking ceremony was held for the start of the South Parking Structure construction. Attendees included the Board of Trustees, members of the Citizens Bond Oversight Committee and College Foundation, the Ohlone President and Executive Vice Presidents, faculty, staff, and representatives from Steinberg Architects, Overaa Construction, and Gilbane. Project updates were presented to the College Council on February 10. Updates included status on South Parking Structure construction, who is going where in Swing Space, and revisions to the Athletic Fields project schedule. Students and staff returning after the Presidents Day holiday found Lots B & C on the Fremont campus, and Lot A on the Newark campus, closed for start of swing space construction. Utilities are currently being rerouted, with the first phase of modular classroom and offices scheduled to be delivered in May. Swing space classrooms will be in use beginning the 2014 Fall Semester. Students arriving to the Fremont Campus after 8:00 AM, can still be assured of finding adequate parking. Parking counts are continuing on campus at approximately 10:00 AM and between 1:00 and 2:00 PM, confirming a surplus of over 200 parking spaces every day. February 2014 Page 2

4 Project Design Summary Project 6101 Athletic Fields The bond list revision approved in February included the Athletic Field project consolidations. Verde provided field house layout options for the District s review and direction. Verde additionally provided an updated budget which was reviewed with the District and requires revisions. Verde is to provide a revised budget for District review in March. District to discuss project delivery methods for the Athletic Fields to determine best approach. Project 6104 Site Utility Infrastructure Improvements The water systems improvement package submitted to DSA on December 30, 2013, remains under review by DSA. BKF submitted the utility infrastructure (storm, sewer, gas, electrical, and low voltage) package to DSA on February 5, BKF continues to work on construction documents in preparation for bidding in March/April. Project 6105A Academic Core Buildings The Lease Lease-Back (LLB) developer, Sundt Construction, received a copy of the 100% Design Development drawings and is working with Cannon Design and the Measure G Bond team towards budget reconciliation. They continue to develop their design evolution log to keep track of design changes as the project design progresses. Cannon submitted the 100% design documents on February 18 for District review. A LEED workshop was held on February 26, The project will pursue LEED Gold Certification. The District interviewed 3 commissioning companies and determined EnerNOC to be best fit for the ACB project commissioning. EnerNOC s contract will go to the March board meeting for approval. The District chose Millennium as the Hazmat consultant. Millennium s contract will go to the March board meeting for approval. The District received seven (7) responsive sustainability consultant qualifications and one (1) non-responsive qualification in February for review and shortlist. Demolition of Buildings 1, 2 and 8, which allows for the start of new construction, is still anticipated to begin March 2015, with new building construction beginning August February 2014 Page 3

5 Project 6105B Swing Space Project Mobile Modular and DLR have provided the Phase I drawings submittal for both campuses to DSA for review and permit. Mobile Modular received DSA approval on all but two of the Phase II buildings. DLR is working on the Phase II drawings which they plan to submit to DSA in March. Portables will be delivered to the Fremont and Newark campuses in two phases. Phase 1, which includes the open classrooms and rest room portables, will be fully installed ready for use starting in Fall Semester Phase 2, which includes the office portables and science/lab portables, will be fully installed for use starting in Spring Semester Coordination meetings with the architect, project users, facilities and purchasing are ongoing to ensure that information is being properly shared and project milestones are being met. Project 6142A Data Center Relocation Bids were received February 20, Two firms submitted bids, Rodan Builders, Inc. and Omni Construction Services, Inc. The responsible and responsive low bidder was Omni Construction Services Inc. Work is scheduled to begin Monday, March 31, Project 7102 Newark Overflow Parking The Newark overflow parking project is now posted on Planetbids. Bids for this project are due April 11, Project 7105 Newark Greenhouse Final schematic review of the structure has been performed. DLR Group is proceeding with the construction drawings for submittal to the DSA. The DSA will only review this work for accessibility as greenhouses are not considered a classroom. Once the plans are approved by the DSA the work will be issued for bid. Prop 39 Projects 2013/2014 The gymnasium ceiling light retrofit bids have been received. Seven firms submitted bids for this work. The responsible and responsive low bidder was Elco Electric Inc. The work is scheduled to begin April 1, Bid documents will be posted on PlanetBids for the Loop Road and Pool Area Lighting Replacement March 4, Bids will be due March 20, February 2014 Page 4

6 Project Construction Summary Project 6110 Parking Structures South Parking Structure Increment 2 drawings remain with DSA awaiting comments and/or approval. DSA provided approval of the Increment 1 drawings and the Notice to Proceed with construction was issued on February 18. Overaa is proceeding with clearing and grubbing, hard demo (concrete curb and gutters, retaining walls, and paving) and removal of salvaged items. Project 6133 Bird (Swallow) Environmental Alternatives Active Nest Prevention portion of the work has begun and Wildlife Control Technology will inspect the netting on Buildings 1, 2 and 8 for any returning cliff swallows. If cliff swallows attempt to build nests in areas which were not netted, the nests will be knocked down. The return of the cliff swallows began around the middle of February. Exclusion means and methods are being developed for the bat colony that is overwintering in Buildings 2 and 8. This work will probably be scheduled for late July or early August, Project 9101 Photovoltaic Energy Generating System - Newark The Contractor punchlist is complete. DSA closeout is pending. 7 Quick Fix Project Summary Safety Rail Projects Fire Alarm Site Signage Working on closeout documents and file to County Recorder s Office. Building 6 Fire Alarm close out documents have been submitted to DSA. Building 22 Fire Alarm PAD to request more funding was signed February. The project is being re-bid in March. Project Construction Signs for Witherly Lane for Swing Space projects complete. Mechanical Repairs Building 22 HVAC study is complete and on hold until Academic Core Building design is complete for HVAC controls. Construction repair of Building 19 Sanitary Sewer line will start in Summer Building 5 Renovation of Room 5101 Construction was completed at the end of February, Building 27 Presidents Conference Room Wall Project Construction was completed at the end of February, Building 9 Concrete ADA Curb Cuts Construction is complete and in close out. Building 9 Pool Gate repair Repair were completed February 14, Geo-coil Repairs (Newark) Punch list items are complete. The Engineer of Record will make a final inspection the second week of March. The Notice of Completion has been recorded with Alameda County. Meline Engineering is finalizing the commissioning binder. DSA close out documents are being assembled. February 2014 Page 6
