TONIGHT S RECOMMENDATIONS Approve a Personal Services Agreement with Anderson-Penna Partners, Inc. for Engineering Design Services in the amount of $1,545,646 to prepare Plans, Specifications, and Cost Estimates for the Ortega Highway (SR-74) City-Segment Widening Project. Approve 1 st Amendment to the Funding Assistant Agreement with Rancho Mission Viejo, LLC. 2

4 PRIMARY PROJECT OBJECTIVES Remove the last 0.9 mile traffic bottle-neck between Calle Entradero and the east City limits, consistent with the City s General Plan Circulation Element. 5 PRIMARY PROJECT OBJECTIVES (CONTINUED) PRIMARY PROJECT OBJECTIVES Improve the Level of Service (LOS) of the roadway: AM/PM Current Condition without Project = E / D Future Condition (2035) without Project = F / F Future Condition (2035) with Project = C / C Enhance roadway safety measures by providing a four lane divided highway with two-way left turn pockets, sidewalks, street lighting and bike lanes. Provide a safe crossing for pedestrians and equestrians via a traffic signal at Ortega Highway and Via Cordova /Hunt Club Drive. Reduce the current noise levels for adjacent residential developments by constructing sound walls and utilizing rubberized asphalt for the roadway. 5

6 SUMMARY OF CONDITIONS FOR THE 2011 SETTLEMENT AGREEMENT AMONG THE CITY, HUNT CLUB AND CALTRANS 2011 SETTLEMENT AGREEMENT SUMMARY Install a traffic signal at Ortega Highway and Via Cordova. Re-construct the Hunt Club s guardhouse (stipulated relocation is not feasible). Adhere to prescribed limits of roadway widening along the Hunt Club s frontage (Calle Entradero to Via Cordova) to between 6.2 feet to 7.6 feet. o Sidewalk and landscaping replacement along Hunt Club s frontage shall resemble existing conditions to the greatest extent possible. Replacement sidewalk shall replicate a curved and meandering alignment. o Provide an additional $50,000 in landscape enhancements in addition to the project mitigations in the Project s California Environmental Quality Act (CEQA) Clearance. Replacement trees within the Hunt Club s frontage shall not be planted in areas between the sidewalk and back of relocated curb. Establishment of an aesthetics committee to provide guidance on aesthetics design of the project landscaping, sound walls and retaining walls. City Council and Hunt Club Board shall each appoint two (2) members to the committee. Provide a transparent sound attenuating material for the upper 5 of sound walls. 7

Use of rubberized asphalt concrete for roadway paving to reduce noise. Night-time construction prohibited (unless required for emergencies or for the installation of traffic signal). 8

9 DIFFERENCES BETWEEN PROJECT BUILD ALTERNATIVES DIFFERENCES BETWEEN PROJECT BUILD ALTERNATIVES Build alternatives were evaluated by Caltrans as part of the California Environmental Quality Act (CEQA) for consideration. A total of two build alternatives were developed for the project: Build Alternative 1: Remove the existing meandering sidewalk along the Hunt Club s frontage between Calle Entradero and Via Cordova to accommodate the widening of Ortega Highway. Build Alternative 2: Remove the existing meandering sidewalk along the Hunt Club s frontage between Calle Entradero and Via Cordova, and replace with a new curb-adjacent sidewalk to accommodate the widening of Ortega Highway. Note: Build Alternative 2 was previously selected as the preferred alternative by the Project Development Team (PDT) consisting of Caltrans and City. Build Alternative 2 is superseded by the conditions of the Settlement Agreement whereby a non-curb adjacent and meandering sidewalk will be implemented instead. 9
