2 1.0 SCOPE OF THIS CORRIGENDUM 1.1 This Corrigendum 1 dated is issued to clarify queries raised by bidders during prebid meeting held at Mumbai Refinery on for the abovementioned tender. 1.2 Except for details mentioned herein, all other details contained in the abovementioned tender enquiry, shall remain applicable and unchanged.

Licensor selection will be done by successful PMC by floating open tender. RFU is having 2 splitters in series at present. In revamp proposal it will be converted to parallel operation with increased capacity of 6000 MTPD.

Please confirm. 2 General Owner to confirm whether Mechanical adequacy check of existing equipment is required to be done as per latest codes & standards for new internal load. 3 General Owner to confirm whether health check / re-rating of existing equipment is part of this tender. 4 Equipment Layout-RFU Bidder understand that as-built native files of existing plant will be available by Owner. Like Stress report, Equipment layout, Piping GA, UG layout. 5 Overall Plot Plan Bidder requests OWNER to provide the Overall Plot Plan of Unit. 6 Software Bidder proposes use of SP3D software for 3D designing. Drawings prepared outside 3D Model will be in AutoCAD 2015 version. Model Review file will be in Smart Plant Review 2016 version. Owner requested to confirm Bidder's proposal. BPCL shall provide GA drawings, adequacy reports (BDEP) of last revamp to successful bidder. The mechanical adequacy needs to be checked for code for which it was constructed. Deviation as per latest codes and standards to be provided as part of adequacy check. Yes Drawings to the best possible extent shall be provided. For balance, site visit is recommended. Latest available plot plan shall be provided, however, site visit is recommended for better understanding. 3D designing shall be carried out in PDMS. Approved intelligent PFDs, intelligent P&IDs, intelligent Op. Manual shall be provided in COMOS format.

5 Part of Bidding document and Page Bidder s queries 7 Specification(Piping) Bidder will be using exiting PMS provided by Owner. Please Confirm. 8 Specification(Piping) Bidder understands that thickness check of existing lines and Pipe support validation shall be in owner scope. Yes. Existing PMS shall be used for existing equipments/ pipings. BPCL will provide the same. For new equipments/ pipings new PMS as per latest standard shall be used. Health check-up of existing line and support shall be confirmed by BPCL but adequacy check shall be done by bidder. 9 Seismic design requirements for piping 10 Scope of Work part A &B Bidder proposes to carry out the seismic analysis for critical lines by quasi-static method with uniform loads in terms of gravitational acceleration constant G's. OWNER / PMC is requested to confirm. As per the Bid documents, Technip understands that scope under Electrical For Basic engineering shall be limited to following: i. Load List with following details : Summary of Process Electrical consumer estimated Normal and emergency maximum Power consumption list ii. Electrical area classification. iii. Capex/Opex optimization Study with Variable Frequency Drive application for various services. BPCL to confirm of bidder understanding. All work needs to be carried out as per tender scope of work. All work necessary to ensure electrical power for new equipments is in scope of bidder. All works necessary for preparation of DFR including its cost needs to be carried out.

6 Part of Bidding document and Page 11 Scope of Work part A &B Bidder s queries Bidder understand that during Basic Engineering stage BPCL shall provide the following : 1.Existing Load data and Electrical system study report 2.Existing Sub Station layout with editable files and spare feeder availability. 3.Existing Electrical DESIGN BASIS and Specifications including VFD philosophy. BPCL to confirm the availability of above key documents. BPCL shall provide all available data. For balance, site visit is recommended PP-4-A-RFU-ARU From the plot plan bidder understands that the RFU substation which is shown within the battery limit is meant specifically for RFU /ARU and any modification including any utility loads would be required to be catered from this sub-station only. BPCL to confirm the bidder understanding 13 OPTIMIZATION CRITERIA Bidder understands that under Capex/Opex optimization study, evaluation for VFD application shall be based on design condition and lowest turn down operating condition.) Please confirm. 14 Utilities & offsites Bidder Understand that there is no modification /augmentation for Electrical loads specific to Cooling tower plant air systems and flare. BPCL to confirm bidder understanding. 15 Detail Engineering deliverables Bidder understand that all Electrical deliverables including specifications, MR, Vendor document review, installation design deliverables, MTO Specific to electrical are included in this phase, not restricted to only lighting layouts. BPCL to confirm the bidder understanding. Yes. Yes. Bidder has to do all checks required. All work necessary to ensure electrical power for new equipments is in scope of bidder.

Description Clause Clause in brief Query BPCL reply 1 SCC Clause 3 Limitation of Liability in GTC We suggest that the Overall Liability to BPCL shall be limited to an aggregate of 10% (Ten Percent) of the amount received by TCE against the lump sum price. Please consider. 2 SCC Clause 5 Variation in Contract Value under GTC This clause is not applicable to us. Kindly delete this clause. This clause is not applicable to this tender. 3 SCC Clause 7 Force Majeure During a Force Majeure event, if BPCL explicitly requests the Consultant to continue operations, BPCL shall reimburse at cost any and all necessary costs incurred in continuing to undertake such work. Further, in any case if evacuation is required of the Consultants employees, BPCL shall do so. Any additional costs required to do so shall be borne by BPCL. 4 Scope of Work 5 Scope of Work Section VI ( page 35) Part (A) PMC Services Part (B) EPCM Services Warranties & Guarantees We understand that the overall project schedule for design engineering is 20 weeks considering both Part (A) & Part (B). The 12 weeks period for Part B will start after go-ahead given by BPCL for Part A Kindly revise the number of days to 15 at least since it is very difficult to reach agreement within 5 days. 6 General We request you to kindly extend the bid submission date by 1 week at least for a competitive bid with all approvals in the system post bid clarifications & site visit. Refer Annexure-3 of Scope of Work for details and clarity.
