10 EXHIBIT A TASK ORDER NO. 2 Scope of Work ELMIRA - CORNING REGIONAL AIRPORT CHEMUNG COUNTY, NY DESIGN PHASE SERVICES FOR TAXILANE T RELOCATION PROJECT McFarland-Johnson, Inc. (CONSULTANT) shall provide the following professional services to Chemung County (SPONSOR) including administrative, design, and permitting of the above project at the Elmira Corning Regional Airport. The project will be constructed by the SPONSOR with grant assistance from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP), and the State of New York Department of Transportation. The project will include the construction of approximately 1,300 linear feet of new Taxilane pavement that will serve as relocated Taxilane T, located adjacent to the existing Terminal Apron at the Elmira Corning Regional Airport. Additional project considerations will include: New Taxiway edge lights New Airfield signage New Airfield drainage New Airfield pavement markings The project will be designed to be an addition to the Taxiway A, Phase 1 construction project contract documents and will be used by the SPONSOR to negotiate a Change Order for the construction of the project work. A majority of the work will utilize existing unit bid price items received during the public bidding process completed for the Taxiway A, Phase 1 construction contract. No separate bidding documents for this project will be required. New technical specifications will be provided for any work items not included in the said construction contract documents. The construction activity will be phased to minimize impacts on airport operations. The construction phasing includes dividing the project into separate work areas to facilitate the access of aircraft to the apron facilities located adjacent to the work, and the construction phasing will be coordinated with the construction phasing for the ongoing Terminal Revitalization project. Topographical Survey and Geotechnical Investigations will be obtained for use in the design of this project. Elmira Corning Regional Airport Taxilane Relocation 1 Design - Scope of Services

11 SCOPE OF WORK The CONSULTANT shall provide the following professional services under this contract as related to the above described project including the preparation of a topographic survey, subsurface investigation, preliminary and final design, specifications, and opinion of probable construction cost. The project will be completed by the SPONSOR with grant assistance from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP), and New York State Department of Transportation (NYSDOT) at funding levels of 90% FAA, 5% NYSDOT and 5% SPONSOR. 1. ADMINISTRATION/PROJECT MANAGEMENT The following items of work shall be accomplished on behalf of the SPONSOR under the category of Administration/Project Management: A. Telephone Conferences with the Federal Aviation Administration to review their programming and design standards and to become knowledgeable of the data that is already available for the project. B. The preparation of data for use by the Federal Aviation Administration in the funding of the project through the Airport Improvement Program. C. The coordination with the FAA Airways Facilities Division, Regional and Field personnel regarding FAA owned and/or operated facilities that will be impacted by the project. D. Coordination and liaison efforts between the SPONSOR and the grantor agencies, general correspondence, preparation of special reports necessary for the project development. E. Procurement of special services such as topographical survey and mapping, and subsurface geotechnical investigations necessary for completion of the work to be done under this contract. This includes the preparation of the necessary subcontract documents, negotiation, and/or bid solicitation and award. F. Grant Administration (Design Phase Only) A grant administrator will be assigned to the project to: - Assist in the preparation of reimbursement requests 2. PRELIMINARY DESIGN (75%) A. Attend a pre-design meeting with the SPONSOR's representatives, the tenants, and Elmira Corning Regional Airport Taxilane Relocation 2 Design - Scope of Services

12 other appropriate agencies such as the FAA and State Department of Transportation. B. Complete an investigation to gather the necessary data for design of project. The investigation will consist of a review of the existing data such as survey information, geotechnical data, as-built construction drawings and other existing data, as it is readily available. C. Prepare base mapping utilizing newly obtained topographical survey including existing utilities, pavement markings, airfield signage, and airfield lighting. All surveys will be tied into the airport Primary Airport Control (PAC) station, and reference Secondary Airport Control (SAC) as available. Per FAA AC 150/ B (or latest version) the CONSULTANT will prepare and submit a survey quality control plan. D. Obtain the necessary geotechnical investigation data, consisting of test borings and test pits, as well as field and laboratory classification of soils to identify existing subsurface characteristics. The geotechnical program will include two (2) soil borings advanced to a minimum depth of twenty feet, two (2) test pits advanced to a minimum depth of six feet, with visual soil classifications of each soil strata encountered, and two (2) Percolation Tests. The soils classifications, field testing and laboratory testing data will be used to determine the bearing capacity and drainage characteristics of the subgrade soils. It is assumed that all field testing will be completed during daylight hours, with CONSULTANT personnel on site at all times during the field testing program. Photographs will be taken of all test pit excavations for reference. The geotechnical investigation results and geotechnical report will be included in the development of the project engineer s report. E. Perform a visual inspection of drainage systems servicing the Taxilane area, in and near the proposed location. The inspection will include a condition inspection of each drainage structure to note any areas of failure, or damage. All pipes at each structure will be classified by sizes, inverts and material to develop an inventory of drainage pipe servicing the project area. This inspection will also include a visual assessment as to whether the pipe and/or structure are plugged with debris etc. No inspections beyond those that can be conducted from the structure (i.e. camera inspections etc.) are included in this scope. F. Develop conceptual designs of pavement sections, profiles, cross sections, drainage collection concepts, lighting, signage, construction phasing and sequencing, and probable construction cost for each major element of the project. G. Facilitate progress review meetings with the SPONSOR to review progress. It is anticipated that one (1) progress meeting will be held during the conceptual design phase. 13 3. FINAL DESIGN (100%) A. Facilitate a meeting with the SPONSOR s representatives, airport operations, the airlines, ATCT personnel and tenants to discuss alternatives for construction phasing and the associated impacts. The intent of the meeting is to determine preferences for construction phasing, assess impacts to each of the stakeholders, and determine if mitigating measures can be added to the construction phasing program to manage operational impacts. B. Prepare final plans and details based upon criteria contained in FAA AC 150/ , Airport Design. The information to be included will be: Quantities Table Construction Phasing and Safety Plans and Notes Horizontal and Vertical Control Plan Pavement Typical Sections and Details Grading and Drainage Plans Electrical, Lighting and Signage Plans and Details Marking Plans and Details Erosion and Sedimentation Control Plans The final construction project phasing and safety plan will be prepared in accordance with FAA criteria for construction on Airports. This plan will rely upon the criteria contained in FAA AC G, Operational Safety on Airports During Construction and current FAA Orders, as applicable. This plan will include the type and locations of barricades and closure markers, the proper clearances, the appropriate temporary marking and lighting during construction, and a series of notes to be provided to the contractor relative to coordination and safety. This plan will consider access to work areas by construction equipment and trucks. Access routes will be developed which will minimize impact on airport operations and will not cause damage to existing aprons and taxiways. C. Prepare a set of specifications for any new items that are not already included in the Taxiway A, Phase 1 construction contract documents. The FAA standard specifications will be used when possible, and will be supplemented with State specifications. When special specifications are required, they will be prepared in the same format as the FAA specifications, and will be assigned an identifier that distinguishes them from the FAA specifications. D. Prepare a Final Design Report with an updated Engineer's Opinion of Probable Construction Costs. E. Prepare an airspace clearance review request for the FAA to review temporary airspace obstructions during construction utilizing FAA Form 7460, Notice of Elmira Corning Regional Airport Taxilane Relocation 4 Design - Scope of Services

14 Proposed Construction or Alteration. F. Facilitate progress review meetings with the SPONSOR to review progress, design alternatives, and operational impacts associated with each design element. It is anticipated that one (1) progress meeting will be held during the Final design phase. G. Submit final plans, specifications, and design report to the SPONSOR for review. H. Finalize and submit to the FAA a construction phasing and safety plan and program that provides for the necessary phasing of construction. It is anticipated that a formal Safety Management System (SMS) review will not be conducted for the project. I. Prepare final quantity take-offs from the various design documents, by type of material and FAA or other specification identifier. Separately, a unit cost will be developed for each material to be used on the project. The unit costs will be compiled from the Taxiway A, Phase 1 construction contract bid pricing. An estimated project cost will be generated and compared with the available budget for the project. Should any discrepancy occur, the budget will be modified in consultation with the SPONSOR's representative and FAA/ NYSDOT, or the project modified to result in a project within the available budget. J. Assist the SPONSOR in negotiating a construction contract Change Order with the Taxiway A, Phase 1 construction contractor, including preparation of a package containing plans that define the project specific work, units of measurement, basis of payment, and technical and contractual requirements of the FAA, NYSDOT, and the SPONSOR. This will include required construction drawings, technical specifications, construction cost estimates, correspondence, and development of a construction contract Change Order document. Environmental permitting work includes the application to NYSDEC for modification of the SPONSOR s current SPDES General Permit for Stormwater Discharges from Construction Activity (GP-02-01) to permit the construction of this project. K. Facilitate a final review meeting with the SPONSOR to review progress, final design alternative, and operational impacts associated with each design element. L. Submit a final design report prepared in accordance with the New York Airports District Office Sponsor s Guide including a detailed Engineer's Opinion of Probable Construction Costs to the SPONSOR, the FAA, and others as required. M. Prepare a complete set of construction drawings and technical specifications to be used for construction. This set of drawings and technical specifications will be stamped and signed by an engineer registered to practice in the State of New York. 15 N. Incorporate comments received from the SPONSOR into the final construction plans and specifications, and distribute these items to the SPONSOR, the FAA, and the NYSDOT as required. Provide copies of the construction plans and specifications set to the SPONSOR. in sufficient quantities as required (3 sets anticipated). Design Assumptions - The estimated construction budget for the construction of the Relocated Taxilane, based upon CONSULTANT S preliminary cost estimate is approximately $1,000, Negotiations for the planned construction Change Order are anticipated to occur during April 2018, with Change Order approval anticipated to be issued during May 2018, and construction commencing in late June PROPOSED SCHEDULE OF COMPLETION The CONSULTANT agrees to complete the work under this Agreement in a manner satisfactory to the SPONSOR within 8 months after receiving an executed copy of this contract from the SPONSOR accompanied by a resolution from its governing body authorizing said execution or within such extended periods as agreed to by the SPONSOR. NOTE: This contract provides services only through the construction Change Order negotiation process. A separate contract will be executed for the construction phase services. The latter contract will be developed based upon the construction project included in the actual construction Change Order.
