3 1.0 PROJECT OVERVIEW AND SCOPE OF WORKS 1.1 INTRODUCTION This specification outlines the scope of structural design for the new billboard structures and defines the required standards for the project. 1.2 PROJECT DESCRIPTION The project is the design and construction of two Spectacular Billboards to be constructed adjacent to the M7 motorway. Details of the proposed billboards is are shown on the attached drawings by OPUS. Drawings Numbers SY T SY T GENERAL SCOPE OF WORKS The works required for this project and as detailed on the drawings and specified within this document comprise of the following. Structural design and construction of Foundations for billboard structures based on the parameters in the geotechnical report provided by the client, Monopole and support frames for billboard, Billboard surface sheeting to receive advertising Maxi rib cladding with angle cover trims, The structure is to be designed for tensioned vinyl signs which rely on a tensionable sail track system. Access maintenance gantries at two levels including handrails. o The bottom gantry is positioned level with the bottom of the sign and is required to be offset 300mm clear from the back of the sign to allow had and tool access to the o bottom edge of the sign. The floor level of the upper gantry is to be positioned between handrail and chest height below the top of the sign. The monopole is to be accessed by portable ladder. The design is to include ladder hooks at a height to be determined by the contractor in accordance with his risk assessment. Climbing pegs or an access ladder complete with ladsafe fall arrest cable is required from the ladder hooks to the upper gantry level. A permanent ladder is required on the back face at each end of each sign (4 in total per site). These ladders are to provide access to the edge of the sign between the lower and upper gantries. A swinging davit and winch to get tools and materials up to the gantries. The winch is required to have a minimum capacity of 100kg. Cantilevered arms to support lighting. Position of arms to be determined by lighting designer to achieve appropriate lighting levels without casting shadows on the signage. The outreach arms are to be hinged or similar to allow maintenance of lights from the upper gantry. A 2m 2 concrete pad is required at the base of the monopole to provide a firm platform for supporting the portable ladder. The concrete pad is to be positioned so that ladders can be hung from the ladder hooks and inclined at the correct grade in accordance with relevant standards and workcover requirements. An all weather gravel access road for occasional use by maintenance crews. The road is to be suitable for use by light commercial vehicles (vans, utilities and 4WD s). Services trenches associated with the billboard. Co-ordination of the structural works with other aspects of the project including but not limited to lighting, electrical conduits, landscaping etc. Production of design documentation for review by the project manager. Certification of the structural design and construction. Issue: 2 3 of 6

4 Certification and test certificates where relevant for ladsafe cables and other height safety systems. Production of as built drawings at the end of the project. The contractor is to allow for attendance at the following design meetings 1. Pre-design meeting which will provide a forum to clarify design and operational matters. This meeting will be attended by the Principal, the Principal s Authorised Person and the Licensee for the structures % design review meeting other design meeting as required. The contractor should allow for attendance by both structural and electrical design representatives. 1.4 PROJECT DETAILS The project details are as follows: Client Project Manager Site 1 Site 2 Western Sydney Parklands Trust Complete Urban Solutions M7 Motorway, near Symonds Rd, Dean Park M7 Motorway, near Church St., Eastern Creek The contractor shall, prior to submitting the tender for the project, complete a site visit of the site to fully understand the scope of works and all conditions and restrictions of the site and the installation. 2.0 STRUCTURAL DESIGN 2.1 DESIGN STANDARDS The structural design shall be completed in accordance with the current version of the following relevant Standards The Building Code of Australia, AS/NZS 1170 parts 0 to 4 Structural Design Actions AS 4100 Steel Structures AS 3600 Concrete Structures AS/NZS Welding of steel structures AS/NZS 2312 Guide to the protection of structural steel. Design of all ladders, handrails, gantries, fall arrest systems and height access provisions are to comply with relevant Australian standards and Workcover requirements. 2.2 DESIGN LIFE The design life of the structure to be 50 years. 2.3 DURABILITY The structural steel is to be protected from the environment using a paint system designed to achieve a maintenance free period of at least 15 years. The structural details are to be developed to avoid ponding or water traps which could lead to increased corrosion risk -refer to AS/NZS Where dissimilar metals are used the designer is to ensure that there is no increased corrosion risk. If necessary, the method of isolating the metals is to be detailed on the structural drawings. 2.4 DESIGN LOADING Issue: 2 4 of 6

5 The structure is to be designed for the following loading: Imposed Loading in accordance with AS/NZS Wind loading in accordance with AS/NZS The designer is to visit site to assess the terrain category, topographic multiplier and all other relevant conditions so that the appropriate wind loading can be calculated. Earthquake loading in accordance with AS/NZS FATIGUE The design of the steel structure and in particular the welds shall take into account the anticipated loading cycles and comply with Section 11 of AS4100. The minimum load cycles for fatigue design shall be taken as: Site wind speed for fatigue loading = 16m/s No. Of cycles = 100,000 cycles per year. 2.6 DESIGN FOR MAINTENANCE AND DISMANTLING The design of the structure shall allow for: maintenance and painting of all surfaces, access to all parts of the structure to allow for inspection and maintenance, dismantling of the structure Issue: 2 5 of 6

6 3.0 DOCUMENTATION 3.1 STRUCTURAL DESIGN DRAWINGS The contractor shall provide design drawings for review by the project manager prior to fabrication of any structural members. The drawings must detail: Design loadings Imposed load, wind load, earthquake load etc., Allowable bearing pressure used for foundation design, All other design assumptions and criteria, Size and layout of all structural members, Reinforcement details for foundations, Structural connections including bolt and weld sizes. Details of the proposed paint system. 3.2 STRUCTURAL QUALITY CONTROL The contractors engineer is to carry out regular workshop and site inspections to confirm that the construction complies with the design drawings. As a minimum the contractors engineer is to inspect and provide certification for the following: Inspection of the excavation for the foundations Inspection of the foundation reinforcement cage and hold down bolts prior to pouring concrete. Inspection of the steel framing at the workshop prior to delivery to site. Inspection to include confirmation of weld size and quality. Final inspection of erected framework on site prior to handover. Certification of the design and the completed structure. 3.3 AS BUILT DRAWINGS As built drawings shall be completed at the end of the project and shall specifically include the following as a minimum: Be submitted in both AutoCAD and PDF versions, Be of the same size as the design documents, Have the contractors details, client name, project name and address on the title block, All components of the installation that have changed during the installation shall be modified on the drawings. This shall include all additions, relocations, deletions and substitutes, Issue: 2 6 of 6
