3 May 13, 2015 David Livingston, Sheriff Contra Costa Office of the Sheriff 651 Pine Street, 7 th Floor Martinez, CA Subject: Dear Sheriff Livingston: Proposed Tassajara Parks Project An Environmental Impact Report (EIR) is being prepared in accordance with the California Environmental Quality Act (CEQA) to evaluate the potential environmental impacts associated with implementation and development of the proposed Tassajara Parks project located in the Tassajara Valley area of unincorporated Contra Costa County, California. The following is a description of the proposed project. Tassajara Parks Project The Tassajara Parks project site is located on approximately 771 acres of land in the Tassajara Valley area of unincorporated Contra Costa County, east of the City of San Ramon and Town of Danville, California. There are two portions of this site referred to as the Northern Site and the Southern Site, which are separated by Camino Tasajara Road. The Northern Site consists of approximately 155 acres, located north of Camino Tassajara, west of Finley Road, and adjacent to the existing Contra Costa County Urban Limit Line ( ULL ). The Northern Site includes the construction and operation of 125 single-family homes on a semi-flat, 30-acre portion of the site, resulting in a net density of approximately 5.56 units per acre, along with related on- and off-site infrastructure to serve the residential uses. The remaining 125 acres of the Northern Site would not be developed. The Southern Site is located less than one-half mile south of the Northern Site and consists of approximately 616 acres west of Camino Tassajara and east of the City of San Ramon. Approximately 606 acres of the Southern Site (as well as the 125 remaining acres of the northern site) would be permanently preserved, via dedication to the East Bay Regional Park District ( EBRPD ), for park, recreation, and open space uses. The remaining approximately 10 acres of the Southern Site would be offered for dedication, in two approximately five-acre parcels, to the San Ramon Valley Unified School District ( SRVUSD ) and to the San Ramon Valley Fire Protection District, respectively, for each agency s potential future use in a manner consistent with the ULL and proposed zoning. It is our understanding that the Contra Costa Sheriff s Department would serve the proposed project. Therefore, we would appreciate a response to this letter, either via or standard mail. For your convenience, a preliminary site plan and location map have been attached. In order to adequately address future public service needs, please answer the following questions: 1) It is our understanding that the Contra Costa Sherrif s Department currently serves the unicorporated areas of Contra Costa County, including the project site. In your professional opinion, would development of the proposed project result in the need for new or expanded Sherrif facilities in order to maintain acceptable service ratios, response times, or other performance objectives? 2) What is the Sherrif s response time goal for emergency calls? What is the existing approximate response time of patrol units for the project vicinity? 3) What service ratio does the Sherri s Department use? Is it based on number of residents in a particular service area, or some other metric? Thank you in advance for your timely response. (45.72 m) of any portion of an exterior wall of the first story of any building Access & Water Fire apparatus roadways (public, private streets, roads, and in some instances driveways used for vehicle access) shall have a minimum unobstructed width of 20 feet (6 m) and an unobstructed vertical clearance of not less than 13 feet 6 inches (4 m). Streets under 36 feet (11 m) shall have red curbs and be posted with signs or red curbs and stenciled on one side and under 28 feet (8.5 m) on both sides of the street. Stencil and signs shall read as follows: "NO STOPPING FIRE LANE CVC " Access & Water Fire apparatus roadways (public, private streets, roads and in some instances driveways used for vehicle access) shall be capable of supporting the imposed weight of fire apparatus (40,000 pounds) and shall be provided with an all weather driving surface. [Only paved, concrete, or engineered paver system surfaces are considered to be all weather driving surfaces] Access & Water The maximum grade for a fire apparatus roadway is 20%. Roadways with grades of 16-20% shall be grooved concrete. Grooved concrete shall be ½" wide, ½" deep, and spaced 1½" on center. If alternate surfacing is proposed, provide a letter stamped by the civil engineer documenting that the skid resistance is better than or equal to the grooved concrete specification. The alternate surfacing must also be approved by the appropriate city, town or county department Access & Water NOTE ON FIELD PLAN: Identify the fire hydrant locations by installing reflective "blue dot" markers adjacent to the hydrant 6" (152.4 mm) off center from the middle of the street Access & Water Fire hydrant(s) are required. All gate plans shall be approved by San Ramon Valley Fire Protection District prior to construction Planning If development interfaces with wildland or open space areas, a separate landscape plan for vegetation fuel modification and/or buffer zone(s) featuring fire resistive and drought tolerant varieties of landscaping is required to be submitted and approved by San Ramon Valley Fire Protection District prior to issuance of grading and building permits. The zone(s) should be shown/designated as separate lettered lots. The plan shall include dedicated easements for emergency and maintenance access to these zones and shall be maintained in perpetuity. The maintenance for the buffer zones and emergency/maintenance access ways shall be assigned to a homeowner's association or other approved agent. These responsibilities shall be disclosed to property owner(s) by way of deed restrictions and/or covenants, conditions and restrictions. Supplemental "Fuel Modification" criteria available upon request Planning The purposed location is in a Fire Severity Zone and needs to comply with the requirements of Chapter 7A of the Building Code.
