3 UDERWATER ISPECTIO REPORT SUMMARY The substructure units inspected at Structure o. 7763, Box 1 and Box 2 of the culvert, were found to be in fair condition with only minor defects of structural significance below water. Moderate scaling and areas of poor concrete consolidation were observed throughout the culvert walls, the scaling had a typical penetration of 1/4 inch and a maximum penetration of 3/4 inch and the areas of poor concrete consolidation had a maximum penetration of 1.5 inches. Random hairline to 1/8 inch wide vertical cracks were observed throughout both boxes of the culvert. Three vertical reinforcing bars with less than 10 percent section loss, were exposed on the south wall of Box 1 due to heavy scaling. The Box 2 hydraulic opening was severely reduced by a silt buildup, up to 4 feet high, at the upstream and downstream openings. The channel flow has been directed through Box 1. The overall condition of the culverts has not significantly changed since the previous underwater inspection. ISPECTIO FIDIGS (A) The channel bottom material consisted of soft silt with a maximum probe rod penetration of 2 feet. (B) The concrete along the walls of the culvert exhibited moderate scaling with a typical penetration of 1/4 inch and a maximum penetration of 3/4 inch extending from the channel bottom to 3 feet above the waterline. Random areas of poor concrete consolidation with a maximum penetration of 1.5 inches were observed along this area. (C) Random hairline to 1/8 inch wide vertical cracks were observed on the walls of both culvert boxes extending from the channel bottom to 6 feet above the waterline. (D) A band of heavy scaling was observed on the south wall of Box 1 from the upstream opening to the downstream quarter point and extending from the channel bottom to 1 foot above the waterline. The scaling exhibited a typical penetration of 1 inch and a maximum penetration of 2 inches. Three vertical reinforcing bars were exposed and exhibited less than 10 percent loss of section. (E) The Box 2 hydraulic opening has been significantly reduced by a silt buildup, up to 4 feet high, at the upstream and downstream openings. The channel flow has been mostly directed through Box 1. RECOMMEDATIOS (A) The area of heavy scaling with exposed reinforcing steel has not significantly worsened since the previous underwater inspection; however, it should ideally be repaired to prevent further deterioration. The repair should include removal of concrete to a minimum of 1 inch behind the reinforcing steel, cleaning and replacing reinforcing steel as required, and placing concrete designed to provide high durability with low permeability. (B) The heavy silt buildup in Box 2 should be removed in order to restore the hydraulic capacity of the structure. 6 UDERWATER ISPECTIO ISPECTIO PROCEDURES The routine underwater inspection of Bridge 7763 (C.R. 356 over Stream) was completed on June 20, The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a Professional Engineer Diver with a valid MnDOT Team Leader certification, a backup diver and dive tender. Due to waterway conditions at the time of the inspection, the inspection could be accomplished by wading in accordance with OSHA regulations. Channel bottom profiles were taken along the upstream and downstream openings to determine the presence, location and area of scour. The bridge elements inspected were the two reinforced concrete box culverts. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The maximum routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts. Page 6 of 13
