MUNICIPAL CAPITAL PROJECTS 1. Resurfacing of Aldrich Road West Contract # This project was award to Earle Asphalt on August 16, 2011 and construction began at the end of October Earle has completed all of the concrete work associated with the sidewalks and accessible curb ramps at the intersections. The roadway has been milled and paved with a 2 hot mix asphalt pavement course. Pavement striping including crosswalks has been completed. Contractor has completed reconstructing driveway aprons along the roadway. Final punch list items are being addressed at this time and when complete, the project will be closed out. This project is partially funded by an NJDOT Municipal Aid Grant (FY $225,000). 2. Resurfacing of Aldrich Road East The project plans are complete and have been submitted to NJDOT ffor review and approval. Once approval is received by the NJDOT, the project will be bid and a contract will be awarded. The overall limit of construction will be from US Highway Route 9 East to Windeler Road or approximately 1.7 miles. The project will include pavement resurfacing, partial concrete curb replacement, sidewalk ramp replacement and miscellaneous drainage improvements. This project is partially funded by a NJDOT Municipal Aid Grant (FY $235,000).

2 Page 2 of 6 3. Improvements to Ford Road Phases IV & V Project was bid by CME Associates and awarded at the Council meeting on June 19 th to Precise Construction, Inc. of Freehold, NJ. Project is a continuation of the large drainage system installation along Ford Road. Limits will be from the end of Phase III up to the intersection of Brown Road. Project includes full storm drainage installation and full roadway reconstruction. Project is partially funded by the CDBG program. Pre-construction meeting has been held and submittal review and material manufacturing is currently underway. Construction is expected to begin in mid-september based on lead times of certain materials. The roadway will be open to local traffic only and a detour will be set up during construction. A copy of the detour map will be posted prior to that start of construction Capital Program #1 FDR (Full Depth Reclamation) Contract # Capital Program #1 was awarded at the Township Council meeting on July 17 th to Earle Asphalt Co. of Farmingdale, NJ. The project will continue Howell Township s utilization of alternative construction technologies to increase the amount of lane-miles that can be reconstructed as evident in the 2011 Road Program Phase II listed below. Contracts were processed and completed and submittal review and material orders are underway. Initial construction is expected to begin around the first or second week in September. The project will utilize traditional mill and overlay processes to resurface the roadways. Contracts were processed and completed and submittal review and material orders are underway. Initial construction is expected to begin the last week in August. Roads included in this project are: Neighborhood #1 Land O Pines Development Crest Drive Howell Lane Northwoods Drive Rustic Drive Woodland Drive Bennett Road Howell Road Vanderveer Road Brookhill Drive* Darien Road Darien Road Cranberry Road House #302 Colts Neck Road Georgia Tavern Road Reservoir Entrance West Farms Road Havens Bridge Road Casino Drive Manasquan River Bridge * Brookhill Drive will receive various drainage improvements along the roadway in addition to resurfacing.

West Shenendoah Drive Detention Basin The Township of Howell has received a grant to retrofit the existing detention basin on West Shenendoah Drive with an artificial gravel wetland system as part of the Barnegat Bay Initiative program. This basin retrofit is designed to help remove nitrogen from stormwater runoff through microbial/biological action. This project is being preformed as part of the effort to reduce the total nitrogen that flows to the Barnegat Bay and has a negative effect on the aquatic life and vegetation in the Barnegat Bay and the Barnegat Watershed. The gravel wetland system will contain a below ground gravel area for stormwater, located within a plastic liner. The top of the gravel system will be covered with topsoil and planted with vegetation that will help remove nitrogen from the stormwater runoff which flows to the basin. This system will cover approximately one half of the existing basin area. There will be no change to the stormwater collection system (storm drains) within the surrounding roadways. Construction began in July and is anticipated to take approximately 90 days. B. MONMOUTH COUNTY LEAD PROJECTS 1. Brook Road Bridge Reconstruction Bridge replacement underway. Detour is set up utilizing Arnold Boulevard / Ramtown-Greenville Road. Completion date set for December C. NEW JERSEY DEPARTMENT OF TRANSPORTATION (NJDOT) PROJECTS 1. Route 9 Repaving Project The NJDOT will be resurfacing more than eight (8) miles of Route 9 in both directions from the vicinity of Alexander Avenue north to Route 79 in Freehold. The NJDOT has committed to the Township of Howell to provide a smoother ride and improved safety along the Route 9 corridor that carries over 51,000 vehicles per day in this area. The project is underway as the contractor has been replacing loop detectors with new image detection systems at the intersections, installing ADA ramps at all intersections and paving has begun at the northern end of the project. The overall cost of the project is $6.2 million. D. COMPLETED PROJECTS (Within the last year) 1. Bridge HL-47 Approach Paving The roadway approaches to bridge HL-47 on County Road 524A (Squankum Yellowbrook Road) were milled and repaved in November All work is complete.

5 Page 5 of Road Program Phase III (The Villages) Contract # Phase III was awarded to Fiore Paving Co. on August 16, 2011 and construction began on October 3 rd. The contractor performed a gutter mill operation before adding a 2 thick hot mix asphalt overlay to the Community s roadways including various parking areas. The Villages Homeowners Association has provided partial funding for the project to pay for the cost of work being completed to the parking areas. The contractor has completed all work and completed the punch list items. The final payment was approved in March and the maintenance bond has been received. 3. Salt Storage Building Reconstruction Mixalia Enterprises has finished construction of a new salt storage building at the DPW Complex to replace the one destroyed by fire in Project is complete. 4. Conrail Railroad Crossing Removal The NJDOT in conjunction with Conrail has been performing maintenance upgrades along certain railroad crossings within the Township. Specifically, the railroad crossings at Fairfield Road, Oakerson Road and Yellowbrook Road have been completely removed and repaved. The contractor cut the rails, removed the timber ties and decking across the roadway, and reconstructed the pavement section to Township standards. All work was completed in the Spring of Road Program Phase I Contract # Construction is substantially completed. Final punch list items will be completed by May 15 th by the contractor, Earle Asphalt Co. Project will be closed out once punch list items are complete. 6 Page 6 of Road Program Phase II (Full Depth Reclamation) Contract # Phase II was awarded to Earle Asphalt Co. on August 16, 2011 and construction began on October 24 th. This project utilized full-depth reclamation which is essentially a new construction technology to New Jersey. The reclamation process allows the contractor to reconstruct the entire roadway profile without the need to excavate and remove existing material and import new material for a road base. The existing profile is processed into a low-strength concrete and a final hot mix asphalt layer is placed on top of the new base course. All roadway construction has been completed. Miscellaneous punch list items are being addressed and the project is being closed out. Bridge HL-72 Reconstruction Total bridge replacement on Maxim Southard Road at the crossing of Echo Lake. Work has been completed on the County lead project.
