1 General Procurement Notice Date: 06 March 2014 Country/Borrower: People s Republic of Bangladesh Loan No BAN: Dhaka Environmentally Sustainable Water Supply Project Brief description of Project: The Government of the People s Republic of Bangladesh has applied for a loan from Asian Development Bank (ADB) to help finance 1 the cost of the Dhaka Environmentally Sustainable Water Supply Project. The project has three outputs, namely: (i) (ii) (iii) Output 1. New surface water supply system developed Output 2. Distribution network strengthened Output 3. Project management and administration adequately supported The project will provide a more reliable and improved security of water supply in Dhaka by developing a new surface water supply scheme for supply augmentation, includes the development of a water intake at Meghna River, a 22 km raw water transmission pipeline, a water treatment plant at Gandharbpur with capacity of 500 million liters per day, a treated water transmission pipeline to the existing water supply network, and distribution reinforcements. The project will also include distribution network improvements to reduce nonrevenue water; and will improve the quality of water supply services, including support to low-income communities. This is a general procurement notice for output 1. The proceeds of the loan are intended to be used for the procurement of works on Design, build and operation of facilities to abstract, convey and treat water for supply to Dhaka. This package comprises: (i) 2000 MLD, including pre-treatment (if necessary) and 500MLD raw water pumping station; (ii) 500 MLD ; and (iii) 500 MLD Water Treatment Plant, including treated water pumping station. The procurement method will use International Competitive Bidding under a two-stage bidding procedure. The bidding documents for this package are expected to be available in April 2014, subject to change. 1 The Government has also requested the Agence Française de Développement and European Investment Bank to jointly finance a part of civil works and equipment costs.

2 A roadshow in Dhaka is scheduled during March The roadshow intends to introduce the package to potential bidders as well as provide information to attract reputable international and local suppliers to participate in the project. Indicative qualification criteria (financial situation, general and particular experiences) are included as Appendix A to this GPN. 3 Appendix A to GPN Design, build and operation of facilities to abstract, convey and treat water for supply to Dhaka Qualification Criteria The indicative qualification criteria include: FINANCIAL SITUATION Historical financial performance Five (5) years audited accounts will be from the Bidder to demonstrate the soundness of the Bidder s financial position, showing long-term profitability. If the Bidder is a Joint Venture, Consortium or Association (JVCA), the same will apply to all JVCA members. Average Annual Turnover The Bidder shall have an average annual turnover (defined as billing for works in progress and ) over the last five (5) years) of not less than USD 125 million equivalent. If the Bidder is a JVCA, all partners combined must meet this requirement. Each partner must meet not less than 25% of this requirement. If there are only two partners, each partner must meet not less than 40% of this requirement. Financial Resources The Bidder shall demonstrate that it has access to, or has available, liquid assets, lines of credit, or other financial means sufficient to meet the financial resources requirements of the project, estimated as not less than USD 20 million equivalent, taking into account the Bidder's commitments for other contracts. In the case of a JVCA, all partners combined must meet this requirement. Each partner must meet not less than 25% of this requirement. If there are only two partners, each partner must meet not less than 40% of this requirement. EXPERIENCE General Design-Build Experience The Bidder (in the case of a JV, the Lead Partner) must demonstrate its general Design-Build experience. The following must be demonstrated via reference contracts : 1. A minimum of 2 Design-Build contracts in the water sector, for the Bidder [in the case of a Joint Venture, Consortium or Association (JVCA), the Lead Partner] had the single point of responsibility for the contract 2. Each contract must have a value of not less than USD 180 million.

4 3. Each contract must have been within 5 years of the date for submission of the Technical Proposal. Particular Experience The requirements for particular experience are set out below. It should be noted that the experience relating to the Water Treatment Plant (design, construction and operation) must be provided by the Bidder/JVCA partner ONLY - and NOT by a. Design of both coarse screens and mechanically cleaned fine screening of raw water of at least 250MLD design capacity. Two contracts, each including permanent water (river or sea) intake structures with a design capacity of at least 500 MLD. of buried raw water pipeline, with the following requirements as a minimum: - 1.8m diameter - 15km in length For each contract, the pipeline material must have been: - one of the following materials: Steel, Prestressed Concrete Cylinder Pipe (PCCP), Ductile Iron (DI) or Glass Reinforced Plastic (GRP). - of the same material as used in the Contractor s Proposal. Water Treatment Plant One contract demonstrating experience in the use of seismic design codes for earthquake design for civil works in areas prone to earthquakes and soil liquefaction. Evidence of following the latest international guidance on seismic design of buried pipelines where codal guidance may not be sufficient. Three contracts, each including the design of a water treatment facility with a minimum treatment output of 400 MLD, treating surface water and using standard proven technologies for coagulation, clarification, filtration, disinfection, and wastewater treatment. 10 Bidder/JVCA 10 Bidder/JVCA partner ONLY

5 of a water pumping station with a minimum output of 400MLD and pumping at a minimum pressure of 5 bar. of a surge suppression system for a pumped system with a minimum flow of 400 MLD, a minimum pipeline length of 15km and at a minimum pressure of 5 bar. One contract including design of a demand-led control philosophy for a minimum pumping system of 400MLD One contract including design of a high voltage (min 11kV minimum) electrical system One contract including the design of a standby electrical system including gas or diesel powered turbines with a minimum capacity of 3.5MW Construction Two contracts, each including the installation and successful commissioning of both coarse screens and mechanically cleaned fine screening of raw water of at least 250MLD design capacity.
