6 Master Plan Volume II MIDDLE SCHOOLS ASSESSMENT SUMMARY Sylvan Middle School was established on this site in 1938 during the same time period as its sister school, Arcade Fundamental Middle School. However, unlike Arcade, few improvements have been made to the Sylvan campus structures over the past several decades. The existing permanent buildings are built in the California finger-style and clad in a combination of stucco and a thin-brick cladding system. SHELL Most exterior wall systems on campus are in-fill wood frames between steel main columns. The exterior walls are finished with a combination of painted stucco and a thin-brick veneer. The thin-brick veneer is holding up well in most cases but the stucco surfaces are consistently in need of repair and repainting. Overall, wall construction on the campus remains in reasonable condition but all wall surfaces require some degree of patching and re-painting is required throughout the campus. There are several operable windows on the campus however most have been retrofitted with horizontal bars to keep them in a closed position as a security measure. A few openings contain louvered glass sections which presents maintenance and security issues. All windows throughout the school are single-glazed. The earlier structures on campus have wood framed floors that have some water and dry-rot damage. Many cracks and dips are evident in those structures with concrete floor systems, requiring repair and in some severe cases, removal and replacement. Most roofs on campus are low-sloped shed roofs with a composite asphalt roll roof covering system installed in A few roofs are single ply and in need of repair and re-coating. The roof system on the covered walkways is a built-up type roof and all these require replacement. Many of the roof-edge gutters on the shed roofs are damaged and rusting. Metal fasciae throughout the campus are bent and in need of repair or replacement and re-painting. The underside of the covered walkway structures are filled with conduit runs. The structural posts for the walkways are in need of repair or replacement due to dry-rot. INTERIORS The interiors of the permanent classroom and administration buildings are in need of significant upgrades. Floor covering systems are generally in poor condition and should be replaced virtually throughout the entire campus. Asbestos tiles can still be found exposed and in use in many classrooms. Classroom interiors have poor quality of natural light and the artificial lighting systems throughout are dimly illuminated by old-style, energy inefficient fluorescent lights. Interior walls in virtually every space require some degree of repair and repainting. Ceiling systems throughout the campus are of varied types plaster, gypsum board, glue-on tiles, and suspended acoustic tiles with the majority of these systems in need of replacement due to staining and general wear-and-tear. Window coverings are old, unattractive, ineffective, and in many cases, inoperable. The Multi-Purpose building is one of the older structures on campus with a wood floor and a 3-foot high raised stage. The building s wood floor finish is in need of repair with several portions requiring replacement. The finishes in the building are in poor condition, requiring significant work or replacement. The age, condition and size limitation make this building a candidate for demolition and replacement. The administration building is in an add-on structure with most systems, both interior and exterior, in poor condition. 7 roadmap to success es ms es k8 hs O SERVICES A new HVAC system was installed in As was typical throughout the district, the system relied on placing ductwork below the existing ceiling level creating an enormous amount of exposed ductwork. The HVAC system is becoming increasingly problematic due to its age but remains serviceable. The inefficiencies of the HVAC system coupled with the lack of natural ventilation create environmental comfort issues in most spaces, as well as high energy bills. New lighting has been installed recently in the Admin Building, but not in other areas of campus. An exterior and interior lighting retrofit program is suggested. The electrical distribution system, while aging, is in satisfactory condition. The energy management system on campus is antiquated and due to its age, no longer serviceable. The domestic plumbing system has many cracked supply and drain pipes throughout campus. Many water supply lines have rust. Storm water drainage piping is poorly designed and non-working in most areas resulting in frequent flooding during the winter months. The school has few technology systems present and no IT infrastructure backbone is present. Consideration should be given to the installation of a complete IT program at the school. Past electrical and mechanical service upgrades at the school relied on installation of exposed conduits on the exterior and interior of campus. Consideration should be given to the removal of unused conduit runs and the protection of exposed, active conduits within chases or behind permanent construction. EQUIPMENT AND FURNISHINGS Classroom cabinetry is old, and in many cases damaged to the point of being unusable due to broken doors and shelves. Some cabinetry may be able to be fixed, but 90% of casework in regular classrooms requires replacement. Consideration should be given to installing all new cabinetry in classrooms. There are boys and girls locker rooms on campus but both are in extremely poor condition. If it is decided to retain the locker rooms, the lockers should be replaced. Food service equipment is old but remains serviceable. Several of the older and inefficient pieces of equipment should be replaced. OTHER BUILDING CONSTRUCTION There are numerous ADA access issues on this campus, one of the most notable being the absence of an ADA accessible route from the street and from parking areas to the front of the school. There are several ramps to exterior classroom doors but the ramps exceed the allowable slope and do not have code compliant handrails/guardrails. Many of the walks around campus have heaved and cracked and now present significant accessibility issues. Both student and staff restrooms throughout campus are not accessible and all are in poor condition and require significant upgrades. Staff restrooms will require a major modernization program that must include reconfiguration in order to bring these facilities into compliance with ADA accessibility guidelines. There are several portable classroom buildings on the south side of campus. The buildings are in poor condition with mold and rodent issues reported in most of the buildings. Consideration should be given to their removal and replacement. In fact, one of the portable buildings (P5), has been condemned and is unusable. SITE WORK Hard surface play courts, concrete walkways and play fields are generally in poor condition. Consideration should be given to a complete re-work and re-conditioning of all hardscape, landscape, and playfield areas. Baseball backstops and exterior basketball standards are all in very poor condition. The parking area at the front of the school is in a one-way, singlelane drive-through area that also serves as the student drop-off area. The 13-acre site seems to adequately accommodate the student population at Sylvan. Citrus Heights Elementary School is adjacent to the playfields for Sylvan. Both schools seem to use the co-joined playfields making the effective area of the Sylvan site much larger than its 13 acres; however, as noted previously the condition of the fields is poor and all playfields require significant renovation and re-grading which would include the installation of an operational landscape irrigation system. The existing perimeter fence is in need of repair, and several areas of the building fencing are also in need of repair or replacement. educate inspire succeed contribute 7
