2 INVITATION FOR BID No TX 11-1 COLONIA GUADALUPE ELECTRICAL ENTRANCES AND METERS UPGRADES PROJECT 1.0 SCOPE OF WORK: The intent of this work scope is to upgrade the existing main service entrance to 200 A, Upgrade the main electrical existing panel to 200 A and install feeders for AC condenser and Air handler for HVAC system, Electric Dryer, and Electric Water Heater. All aspects of the upgrade should meet current standards and compliance to National Electric Code. Each residence currently has single phase power supply. a) The Contractor shall inspect and verify loading according to cable sizes prior to making any electrical cable connections. b) The contractor shall upgrade all incoming mains cables from Utility Company to main electrical panel. Existing Electrical Service Entrance c) The intermediate power pole supply power to the house, coordinate with utility company in order to change the cable. Existing Intermediate Pole. d) The Contractor should replace all conduits and wiring as per National Electric Code. e) The contractor should remove the existing 70 A meters and replace with 200 A and complete all necessary wiring. 1

3 INVITATION FOR BID No TX 11-1 COLONIA GUADALUPE ELECTRICAL ENTRANCES AND METERS UPGRADES PROJECT f) The contractor should install new grounding and ensure that ground resistance is less than 25 ohms and if it is found to be greater the contractor shall correct by installing new copper earth rods and recheck for ground resistance until the 25ohms or less is reached. g) The Contractor should lodge required forms and deal with the local utility company in any case of a planned power outage and provide 48hrs advance notice to the LHA. h) The contractor should liaise with City of Laredo to apply and pay for all necessary permits. i) The contractor is responsible for removing all trash and debris associated with the installation and all contractors debris are to be removed and the work area is clean on a daily basis. The contractor is responsible to repair and make good to damages under their responsibility. j) All scheduled site work for the upgrade and installation should be scheduled between the hours of 8 AM to 5 PM. Monday to Friday, This job has to be done during the day with minimal power outage not exceeding more than 8 hrs. In the event of in-climate weather the site installation will be rescheduled to the following day. Upon contract award an LHA Representative for this project will be provided. All project coordination and site access is to be coordinated with the LHA Representative for this contract. He will also provide guidance for the proper management and coordination of the project 2.0 CONTRACTOR PROVIDED MATERIAL: 1. All meter centers shall be Millbank or similar. 2. All electrical panels shall be Square D or similar. 3. All circuit breakers shall be Square D or similar. a) The contractor shall supply all material and labor for the successful completion of this project. b) All switches and breakers. c) Contractor shall provide shop drawings of the electrical Installation for approval. Main service entrance Main Electrical Panel d) Contractor shall provide all cable specs and compliance to NEC standards. 3.0 ADDITIONAL POSSIBLE WORK: Contractor to provide price of complete rewire of building on a per unit basis based on bedroom size. 4 INVITATION FOR BID No TX 11-1 COLONIA GUADALUPE ELECTRICAL ENTRANCES AND METERS UPGRADES PROJECT 4.0 WORK STANDARDS AND QUALIFICATIONS: This Scope of Work requires the awarded contractor to provide technically qualified and licensed electrical technicians to competently attend to this scope of work. The contractor shall furnish all tools, equipment and required Protective Personnel Equipment for their workers. 5.0 SECURITY REQUIREMENTS: Upon award of contract, the contractor must furnish details of all staff that will be onsite. The details will be inclusive of: (1) Full Name (2) Position The LHA reserves the right to refuse entry to any or all contractor personnel. Each contractor personnel must have a valid identity card. Access to the residences will only be by prior, approved schedule and escort by LHA representative. 6.0 HOURS OF WORK: The LHA normal working hours are Monday to Thursday hrs, Friday hrs. 7.0 UTILITIES: The contractor will have access to water and electricity on site. 8.0 SAFETY: Safety is the highest priority on project. The contractor shall direct all of those under his supervision to work safely. The LHA reserves right to stop and/or remove from site any contractor personnel who fails to comply with relevant OHSA requirements. The contractor shall ensure and maintain the site is clean and rubbish removed upon completion of installation and commissioning. All works to be done in accordance to lockout and tag out procedure. 9.0 REQUIREMENTS AND DELIVERABLES: a) Demonstrate a professional workmanship for installation of equipment and general performance to meet the desired outcome of the project. b) Arranged local utility company to be on site to isolate power and in advance of 1 hour prior to shut down. 3

Site will be left broom clean each day Demolition 1. Disconnect bath fixtures as required for demolition 2. Demolish existing ceramic tile walls to studs 3. Remove tub 4. Remove and dispose of material from project site Framing 1. Replace wall studs as needed. 2. Install all blocking and nailers as required Plumbing 1. Remove and replace shower faucet valve with a DELTA Shower Valve T13420 Series, water lines and/or gas lines if needed 2. Install shower faucet trim Electrical 1. Run wiring for exhaust fan Broan LoProfile Series Ventilation Fans LP80 to be controlled by light fixture switch. 2. Install exhaust fan housing 3. Install exhaust fan cover Insulation 1. Fiberglass batt walls insulation rated at R13 if needed Masonary 1. Drill hole through wall for exhaust Fan discharge. 2. Install outside vent cover. 1

Tape and float all backerboard joints using fiberglass tape and thinset mortar 3. Set Shower tray 32 in. x 60 in. Offset Drain and Shower curb (USG products) with thinset mortar. 4. Apply RedGard SpeedCoat Waterproofing Membrane on cement backer boards and shower tray and curb; all floor replaced must have membrane applied. 5. Install all shower tiles; use bullnose finish at all ends; no unfinished tile ends will be accepted. 6. Grout all new wall tile using unsanded grout and floor tile using sanded grout. 7. Caulk junctions at corners, using clear 20-year silicone-based caulking or colormatch to grout color. 8. Tile and grout color to be selected by Owner; please specify an allowance for tile Interior Painting: 1. Apply one full coat of primer to walls around shower stall 2. Tape and float, as required 3. Caulk all junctions and around plumbing fixtures, using 20-year silicone-based paintable caulking on wall joints, and 20-year clear silicone-based caulking or color-match to grout color 4. Apply one full coat of finish paint to walls 5. Paint colors to be selected by owner Final Cleanup 1. Removal of all materials and waste from project site 2. Cleaning service as required 2

7 REQUEST FOR PROPOSALS (RFP) No ANA MARIA LOZANO PARKING LOT ASPHALT SEALING Ana Maria Lozano Housing Development Parking Lot Asphalt Sealing 1. Sealing/Sealcoating shall consist of the surface treatment of approximately 60,500 square feet of parking space. 2. Contractor shall supply all material, labor and supplies to complete all work. 3. Contractor shall use Tarconite Asphalt Pavement Sealer or equivalent. Product specifications must be submitted with proposal and must be preapproved by Laredo Housing Authority. 4. Contractor shall supply all safety items such as, barricades, signs, and personal safety equipment as required. 5. The Contractor shall provide a material safety data sheet (MSDS) for the product used. 6. Contractor shall fill all cracks with a product manufactured for this purpose. 7. Sealcoating shall be comprised of a commercial asphalt sealer, applied on the prepared asphalt surface in accordance with these specifications and manufacturer s recommendation. The seal coat surface treatment shall not be applied when the air temperature is below 60 F and is falling, but it may be applied when the air temperature is 60 F and rising, the air temperature being taken in the shade and away from artificial heat. The seal coat surface treatment shall not be applied when the temperature of the parking lot surface is below 60 F. Seal coat material shall not be placed when general weather conditions, in the opinion of the Laredo Housing Authority, are not suitable 8. Prior to sealer application, entire surface to be worked shall be thoroughly cleaned by means of mechanical sweeping, high pressure dry air or a combination of both which will result in the surface being free of all loose or foreign matter. 9. Areas which are oil stained from vehicle drippings shall be scrubbed with appropriate cleaning agents so as to provide a cleaned surface to which the sealer can properly and uniformly bond. Under no conditions shall gasoline or other highly flammable agents be used to clean surfaces. All affected areas shall be primed with an approved oil seal primer. Page 1 of 3

8 REQUEST FOR PROPOSALS (RFP) No ANA MARIA LOZANO PARKING LOT ASPHALT SEALING 10. Application shall be by specialized equipment specifically designed to handle the sealer used. The equipment must be capable of keeping material thoroughly mixed and homogenous throughout the entire application process. All equipment used must be capable of supplying a sufficient quantity of sealer for uniform application over the entire width of the application mechanism to provide a uniformly coated surface 11. Two coats of sealer shall be applied to the entire area. Tarconite Asphalt Pavement Sealer or equivalent shall be used and Contractor shall follow and adhere to manufacturer s application instructions. 12. Contractor shall follow the manufacturer s recommendations for preparing the area, mixing and applying the sealcoat. 13. The seal coat material will be measured at point of application on the parking lot in square feet unless otherwise specified. 14. Care shall be taken so as to not cause damage to Laredo Housing Authority property and any adjoining property with equipment or materials. Contractor shall repair any damage to Laredo Housing Authority property at the sole expense of the Contractor. 15. Where the asphalt sealing abuts concrete curbing or concrete flat work, special care shall be taken to prevent the asphalt sealer from spraying or being applied to the concrete. Provide a clean, neat application. 16. All areas with surface markings shall be striped to match existing layout, unless otherwise instructed by the Laredo Housing Authority The paint material used shall be traffic zone latex paint sprayed on for asphalt surfaces. Concrete surfaces shall be painted with chlorinated rubber base paint. All handicap accessible spots must meet all requirements of the Americans with Disabilities ACT with regard to size, number of spaces and markings. All fire lanes and/or fire lane curbs must be pressure washed prior to painting. 17. Broken car stops shall be brought to the attention of the Laredo Housing Authority Property Manager, Maintenance Supervisor and replaced if so directed by Laredo Housing Authority personnel. Any car stops broken by Contractor shall be replaced by Contractor at no charge to the Laredo Housing Authority. 18. The Laredo Housing Authority shall be responsible for notifying the residents of the pending work and ensuring the parking area is cleared of all vehicles. Page 2 of 3

Contractor agrees to work with Laredo Housing Authority Management to develop an implementation plan. The plan must be approved by Laredo Housing Authority Management prior to any work commencing. Normal work hours are 8:00AM to 5:00PM Monday through Friday. Some work may need to be completed on weekends or after hours so as not to inconvenience the residents or Laredo Housing Authority employees. 20. Project to be completed within forty-five (45) calendar days. 21. One (1) year warranty required for labor, materials, and installation. Page 3 of 3

10 FOR PROPOSALS (RFP) No MEADOW ACRES GYPSUM BOARD REPLACEMENT Meadow Acres Housing Development Wall Surface Gypsum Board Replacement 1. Wall Surface Gypsum Board Replacement consists of the removal and replacement of ceiling gypsum board (1/2 inch), tape and float, application of matching ceiling texture, and repainting with ProMar 400 Zero VOC Interior Latex Flat paint. Laredo Housing Authority to select color. 2. The following dwelling units are the subject of this scope of work: a. Unit Elm Loop; b. Unit Elm Loop; c. Unit Elm Loop; d. Unit Elm Loop; e. Unit Elm Loop; f. Unit Elm Loop; g. Unit Elm Loop; h. Unit Plum St; i. Unit Tapeyste Ave; j. Unit Plum St; and k. Unit Tapeyste Ave 3. Contractor shall supply all material, labor and supplies to complete all work. 4. Contractor shall supply all safety items such as, barricades, signs, and personal safety equipment as required. 5. Contractor shall dispose of all construction waste, trash, debris, and ensure that job site is cleaned on a daily basis and upon completion of each individual unit. 6. Care shall be taken so as to not cause damage to Laredo Housing Authority property and any adjoining property with equipment or materials. Contractor shall repair any damage to Laredo Housing Authority property at the sole expense of the Contractor. 7. Care should be taken to ensure the safety of tenants and their belongings while work is performed. 8. The Laredo Housing Authority shall be responsible for notifying the residents of the pending work and ensuring the area is clear. Page 1 of 2
