Ltd SCHEDULE- I 1. SCOPE OF SERVICES Your tender is for an agency who will develop the design concept, curator service and maintenance for 3 years. Please let us know who will make the interior for the museum? In case the museum is being done by another agency, then how can we quote for 3 years of annual maintenance contract? Without knowing the budget for the museum spent on interiors its virtually impossible to quote for AMC. Please refer Schedule 1, Terms of Reference and Amendment 10 (Obligations of the Authority) NBCC (India) Ltd. (the Authority) is responsible for the execution and selected Agency will be responsible for Operations and Management for 3 years. Please refer Amendment 3 for total project cost. We would recommend that AMC should not be part of this tender. Or else this tender should also include making of the interior for the museum It will be of great help and time saving if the agency which is selected for the design Procurement of equipment is responsibility of the Authority, hence, AMC and replacement of procured equipment would lie with the Authority. However, selected agency would be responsible for routine repair and maintenance works.

VAMA Communications PRE QUALIFICATION CRITERIA The agency or the lead member of the consortium should have a total turnover of (10) ten crores in the last three financial years ( to ) in which minimum turnover of INR 2 Crores shall be from the proposal due date from Planning Museum, Designing of Museum/ Organizing Museum/ work of similar nature related to Art Gallery/ Trade and Exhibition Building/ Convention Centre/ Tourist Information Centre/ Cultural Center. In one of the eligibility criteria it is mentioned that the agency should have done atleast Rs.2crores museum project in the year ; while we have developed more than 5 high tech museum spaces from onwards, in the year we have work completion certificate of Rs.3.75cr museum project (we had got the work order for the same in Nov 2015 ( ) and we got the completion certificate in the subsequent financial year Kindly do let us know if this would be acceptable. We have attached the relevant documents for your kind perusal. For any customised large scale creative development such as this project there has to be mobilisation amounts + clearance of payments has to be done periodically thru the execution of the project on milestones set and final payment to be cleared on inauguration of the project. waiting for 70% payment clearance after 3 years would be extremely unviable. You may pay quarterly the O & M cost. Hence we suggest that in seeking costs kindly bifurcate cost of development of museum and O&M cost. Please refer Amendment 9 (Payment Schedule)

SCOPE OF SERVICES Scope of Work: We would require clarity on the following: 1.Are we supposed to only design and the appointed contractor agency would execute the museum? 2. How do we develop dynamic and static installations thru a construction contractor? 3. In case of putting in digital experiential technology installations how will those be executed thru a construction contractor. Besides, it would be a risky proposition to take up O&M of a museum that has not be developed by us TECHNICAL CAPACITY Evaluation Criteria: In the absence of any clarity on what is expected in the museum and in the absence of a BOQ and the budgetary spend, the themes of every agency will differ and hence there will not be any parity in bidding costs... after qualifying in technical stage every agency will be put on par and it will be L1 which will be selected as per this RFP, this will again be an unfair method of selection...instead we feel that the evaluation could be on QCBS system - a combination of scores of technical and financial (predefined ratio) together to determine the winning bid Please refer Amendments 6 for evaluation criteria and Amendment 3 for total project cost.

6 Amendments Amendment 1 (Authority) 1.5 The Authority for the purpose of this EoI cum RFP is NBCC (India) Limited, NBCC (India) Limited ( The Authority ) is the Executing Agency for Trade Facilitation Centre and Crafts Museum appointed by Ministry of Textiles, Udyog Bhawan, New Delhi (India). NBCC (India) Limited is a blue-chip Government of India Navratna Enterprise under the Ministry of Urban Development. Certified with ISO 9001:2008 from the Bureau of Indian Standards in respect of Project Management & Consultancy. NBCC has been executing many Landmark Projects as a PMC which contributes to about 85% of its annual revenue. The segment being the Company s core strength, the areas covered under its umbrella include Roads, Hospitals & Medical Colleges, Institutions, Offices, Airports, Bridges, Industrial & Environmental Structures etc. Amendment 2 (Pre-Qualification Criteria) 2.3. PRE QUALIFICATION CRITERIA The agency or the lead member of the consortium should be in existence for the last three years from the proposal due date The agency or the lead member of the consortium should have a minimum average turnover of INR 2 (two) crores during last three financial years ( to ) The agency or the lead member of the consortium should have commissioned at least 1 (One) Museum/Art Gallery /Exhibition Centre /Trade Fair/ Convention Centre/ Cultural Centre/ Tourist Information Centre/ Work of similar nature related to designing Museum/ Art Gallery/ Trade and Exhibition Building, Organizing Museum, Planning Museum display and Exhibition design in the last 3 (three) years preceding the Proposal Due Date (PDD) with a Project Cost of INR 2(two) Crores. Amendment 3 (Project Cost) 1.4 The total estimated project cost for Master Planning, Designing, Fabrication, System Integration, Procurement of Artefact s, Equipment s, Content Development, Creative, Documentaries/ Films/Audio Video Clips, Digital Exhibition Display for Crafts Museum Varanasi is INR 8.5 Crores. Amendment 4 (Key Personnel) All the key professionals proposed by the agency need to be present at the site as an when required, interior designer needs to be at site and have to work in close coordination with the implementing/ executing/ construction agency and the architect till completion of Crafts Museum.

Proficiency in Computer. 2. Inservice training certificate in museum related subjects. 3. Diploma in Marketing/Public Relations Essential Qualification: BCA from recognized university / recognized institute (recognized by government of India or State Government) Desirable Experience: 1. Experience in Research/editing/printing/publication. 2. Experience in Museum exhibition set-up Essential Experience: 3 years in responsible capacity in a reputed Museum or similar Cultural Institution/Organization in Government and Non-Government Sector. Desirable Experience: 1. Experience in Research/Administrative/Editing/Printing/Public ation 2. 8 Amendment 6 (Evaluation Criteria) 3.2 EVALUATION OF TECHNICAL PROPOSALS The Technical Proposal will be evaluated on the basis of work experience of Applicant, composition of the team and experience of Key Professionals fielded by the Applicant, understanding of the assignment, objective, scope of work, complete coverage of components, site visit, concept of museum, methodology, work program and concept presentation by the Applicant. Applicants whose Technical Proposals score 70 marks or more out of 100 shall qualify for further consideration, and shall be ranked from highest to the lowest on the basis of their technical score (TS) In case the Applicant is a consortium, credentials of both the consortium firms shall be considered together with those of the Sole Firm/ Agency while computing the technical score on account of experience of Key Professionals and Firm experience. 3.3 SHORT-LISTING OF APPLICANTS The Applicants scoring marks of 70 and more shall be considered to have been qualified and shortlisted for financial evaluation in the second stage. 3.4 EVALUATION OF FINANCIAL PROPOSAL In the second stage, the financial evaluation will be carried out as per this Clause 3 Each Financial Proposal will be assigned a financial score (FS) For financial evaluation, the total cost indicated in the Financial Proposal, will be considered The Authority will determine whether the Financial Proposals are complete, unqualified and unconditional. The cost indicated in the Financial Proposal shall be deemed as final and reflecting the total cost of services. Omissions, if any, in costing any item shall not entitle the firm to be compensated and the liability to fulfil its obligations as per the TOR within the total quoted price shall be that of the agency. The lowest Financial Proposal (FM) will be given a financial score (FS) of 100 points. The financial scores of other proposals will be computed as follows: FS = 100 x FM/F (F = amount of Financial Proposal) 3.5 FINAL EVALUATION Proposals will finally be ranked according to their combined technical scores (TS) and financial scores (FS) as follows: S = TS x Tw + FS x Fw Where S is the combined score, and Tw and Fw are weightages assigned to Technical Proposal and Financial Proposal that shall be 0.80 and 0.20 respectively The Selected Agency shall be the first ranked Agency having the highest combined score.

9 Amendment 7 (Scope/TOR) Task -5 ASSISTANCE IN PROCUREMENT OF VARIOUS ITEMS FOR THE MUSEUM The agency should also provide the list of three or more vendors of items such as Artefacts, Equipment, to the authority. The agency will also suggest two other alternatives of those items if available apart from there commended ones. Task -6 Content Development and Creative Agency will also be responsible for content development, creative, developing documentaries, Audio Video clips, Films, Digital Exhibition display and interpretive planning. Task -8 OPERATION, PRESERVATION AND MAINTENANCE AND TICKETING OF THE MUSEUM The selected agency shall be responsible for operationalization and management of the Museum for the period of 3 years form the date of Operations (date of opening the museum for the public) and shall be responsible for routine repair and maintenance works. The selected agency has to also deploy the requisite man power for the preservation and maintenance of the artifacts, mounts, galleries, show-cases, model, diorama pedestals, A/V, lighting, exhibitions and administrative staff for the day to day functioning of the museum for a period of 3 years from the date of operations. The agency also has to provide the requisite manpower at the ticket counter for the ticketing purpose; however the revenue generated will be transferred to the authority. Amendment 8 (Terms of Reference) EXECUTION OF WORKS The agency shall prepare the following Reports having detailed information and analysis concerning areas as specified for each report. 2.1 Inception Report On commencement of the Consultancy, the Agency shall prepare and submit an Inception Report (the Inception Report ) within two (2) weeks from date of issuance of LoA. The Inception Report shall comprise of the activities of the terms of reference such as task (1) and task (2). This will be the preliminary stage and it is not expected that all the activities within the task shall be completed. However the agency has to submit its report on the research and selection of exhibits for the development envisaged. There will be presentation for approval of this report.

10 2.2 Final Detailed Designs with Drawings and Cost Estimates The agency shall submit the Designs with Drawings a l o n g with estimates of quantities and costs and Interim Report within two (2) weeks from date of approval of Inception Report. This Report will comprise task (3) and (4). There will be presentations at each stage for the approval of the reports. Also in case of any clarification on the designs, drawings, plans, cost estimates required at the planning/execution/implementation stage, the agency should be available for such clarifications at no extra cost. 2.3 Assistance in Procurement After the preparation of designs and estimate, the agency shall assist in determining the cost estimation and procurement as per task 4 & 5 within three (3) weeks from date of approval of Final Detailed Designs with Drawings and Cost Estimates. 2.4 Content Development and Creative The agency shall submit the content, digital, documentaries, films, Audio Video Clips, exhibition design and interpretive planning of museum as per task 6 within six (6) weeks from date of approval of Final Detailed Designs with Drawings and Cost Estimates. 2.5 Final Set Up The agency has to complete the final set up ready for operation as per task (7) within thirteen (13) weeks from date of issuance of LoA. 2.6 Operations, Preservation and Maintenance The agency has to operate the museum for the period of 3 years form the date of Operations (from the date of opening the museum for the public). The selected agency has to also deploy the requisite man power for the preservation and maintenance of the artifacts, mounts, galleries, s how-cases, model, diorama pedestals, A/V, lighting, exhibitions and administrative staff for the day to day functioning of the museum for a period of 3 years from the date of operations. 11 Amendment 10 (Obligations of Authority) 4. OBLIGATIONS OF AUTHORITY 4.1 Obligations of the Authority (NBCC (India) Ltd.) are as follows: a. Overall Supervision b. Procurement of the Artifacts c. Fabrication of the Showcases, Pedestals etc. d. Stone/ Vitrified Tile Flooring on all the floors in Museum Block. e. Installation of Air Conditioning system of the entire museum. f. Data Networking Connectivity g. Electrical lighting in the museum h. Installation of Fire Detectors, Fire Alarms i. Installation of Sprinklers j. Interior design and Interior works for the entire Museum k. Procurement, installation and calibration of all technologies, software s, hardware s required for operation and maintenance of the museum and the Amphitheatre l. Procurement and Installation of Audio Visual Systems inside the Museum Block and the Amphitheatre m. All static and digital installations n. Procurement of the Multi Media System, Equipment s, Gadget s, Software s etc and its AMC. o. Procurement of CCTV Cameras p. Approvals for the objects, contents to be displayed q. Assistance in clearances etc., unless otherwise specified in the Agreement, NBCC (India) Ltd. shall make best efforts to ensure that the Government shall: provide the Consultant, its Sub-Consultant and Personnel with work permits and such other documents as may be necessary to enable the Consultant, its Sub-Consultant or Personnel to perform the Services; r. Quality Supervision of operation and maintenance works during the operation phase will be done regularly by the NBCC (India) Ltd.. s. NBCC has the right to inspect, supervise the operation and maintenance works during the operation phase and work operation and the agency has to oblige to comply with the same. t. Digital Photography of the objects u. Complete external and internal Security of the museum would be provided by authority

12 Amendment 11 (Technical Capacity) Evaluation of the Firm Experience S.No Criteria Max. Marks Marking Pattern 1. Amendment 12 (Document Cost and Earnest Money Deposit) 1.8 AVAILABILITY OF RFP DOCUMENT The EoI-cum-RFP documents can be downloaded from from onwards till The Bidder has to pay a non-refundable RFP documents cost of INR 500/- in the form of Demand Draft in favour of NBCC (India) Limited payable at New Delhi The Applicant shall furnish as part of its Proposal, a EMD of Rs. 2,00,000 (Rupees Two Lac only) in the form of a Demand Draft issued by one of the Nationalized/ Scheduled Banks of India in favour of NBCC (India) Limited payable at New Delhi.
