4 Plan Review vs. Peer Review There may be several comments made that do not pertain to the structural design of the project. WABO/SEAW White Paper

5 Background: Inspections for structural components included in first edition of the UBC (1927). The term Special Inspections first appeared in the 1961 edition of the UBC. BOCA first introduced special inspection requirements in The 2000 IBC merged the UBC and BOCA special inspection provisions into Chapter 17. Special inspection requirements keep growing

6 Background (cont.): Initially special inspections were limited to structural components. The 1996 BOCA code began requiring special inspections of non-structural items. The list of non-structural items requiring special inspections has grown to now include fireproofing materials, EIFS systems, mechanical and electrical systems, smoke control systems, etc. In the 2006 IBC it change from a Quality Assurance Plans to a Statement of Special Inspections.

7 IBC 107.1: Submittal documents consisting of construction documents, statement of special inspections, geotechnical report and other data shall be submitted in two or more sets with each permit application. Is this a separate document? Where is the SSI typically located? Who is responsible for putting it together?

8 IBC : The applicant shall submit a statement of special inspections prepared by the registered design professional in responsible charge in accordance with Section as a condition for issuance. This statement shall be in accordance with Section Exception: Projects meeting conventional construction

9 IBC : Where special inspection or testing is required by Section 1704, 1707 or 1708, the registered design professional in responsible charge shall prepare a statement of special inspections in accordance with Section 1705 for submittal by the applicant. Many SSI s only list items required by IBC 1704.

10 IBC : The statement of special inspections shall identify the following: 1. Listing of materials, systems and components required to have special inspections or testing. 2. The type or extent of each special inspection. 3. The type or extent of each test. 4. Additional requirements for special inspection or testing for seismic or wind requirements as specified in Section , , 1706, 1707 or Identification of each special inspection as either continuous or periodic.

11 Frequency The BOCA and UBC did not address the required frequency of inspections and testing. This was left to the discretion of the registered design professional. Continuous o Full-time observation (IBC 1702) o Structure Magazine May 2006: 100% of the work must be inspected and it must be inspected as the work is being performed. o IBC Commentary: Full-time should not be construed as requiring the special inspector to be present when these tasks are not being performed.

12 Frequency (cont.): Periodic: o Part-time or intermittent observation (IBC 1702) o Structure Magazine May 2006: The registered design professional should indicate the frequency of inspection that is required. The frequency varies depending on the size and complexity of the project. o IBC Commentary: To avoid misunderstandings, the frequency or timing of these inspections should be established before permit is issued.

13 Additional elements of good practice listed in ICC Model Program for Special Inspection : 6. Requirements for structural observation (IBC 1710) 7. Name and contact information for special inspector or special inspection agency. 8. Completion of a special inspection agreement. 9. The engineer or architect of record shall respond to special inspector reports of uncorrected noncomplying items and shall approve remedial measures.

14 IBC : The statement of special inspections shall include seismic requirements for cases covered in Section through Exceptions: 1. Light-frame construction (S DS 0.5g, height 30-0 ) 2. Concrete or masonry construction (S DS 0.5g, height 25-0 ) 3. Two-story 1- or 2-family dwellings not having the following irregularities: torsional, nonparallel systems, softy story or weak story.

15 IBC : The seismic-force-resisting systems in structures assigned to Seismic Design Category C, D, E or F, in accordance with Section Exception: Steel systems in structures assigned to SDC C and an R 3.0 (excluding cantilever columns). IBC : Designated seismic systems in structures assigned to Seismic Design Category D, E or F. IBC 1702: Architectural and MEP systems and their components that require design in accordance with Chapter 13 of ASCE 7 and have an I p > 1.0.

16 Designated Seismic Systems (cont.): Section of ASCE 7-05: The component importance factor, I p, shall be taken as 1.5 if any of the following conditions apply : Component is required for life safety purposes after an earthquake (i.e. fire sprinklers) Component contains hazardous materials Occupancy Category IV structure and component is required for continued operation

17 IBC : The following additional systems and components in structures assigned to Seismic Design Category C: 1. Heating, ventilating and HVAC ductwork containing hazardous materials and anchorage of such ductwork. 2. Piping systems and mechanical units containing flammable, combustible or highly toxic materials. 3. Anchorage of electrical equipment used for emergency or standby power systems.

18 IBC : The following additional systems and components in structures assigned to Seismic Design Category D: 1. Systems required by Seismic Design Category C. 2. Exterior wall panels and their anchorage. 3. Suspended ceiling systems and their anchorage. 4. Access floors and their anchorage. 5. Steel storage racks and their anchorage having I=1.5

19 IBC : The following additional systems and components in structures assigned to Seismic Design Category E or F: 1. Systems required by Seismic Design Categories C and D. 2. Electrical equipment.

20 IBC : When Sections through specify that seismic requirements be included, the statement of special inspections shall identify the following: 1. Designated seismic systems and seismic-force-resisting systems that are subject to special inspections in accordance with Sections through The additional special inspections and testing to be provided as required by Section 1707 and 1708 and other applicable sections of this code, including the applicable standards referenced by this code.

21 IBC : The statement of special inspections shall include wind requirements for structures constructed in the following areas: 1. In wind Exposure Category B, where the 3-second-gust basic wind speed is 120mph or greater. 2. In wind Exposure Category C or D, where the 3-secondgust basic wind speed is 110mph or greater.

22 IBC : When Section specifies that wind requirements be included, the statement of special inspections shall identify the main wind-forceresisting systems and wind-resisting components subject to special inspections as specified in Section IBC : 1. In wind Exposure Category B, where the 3-second-gust basic wind speed is 120mph or greater. 2. In wind Exposure Category C or D, where the 3-secondgust basic wind speed is 110mph or greater.

28 IBC : Structural observations for seismic resistance are required when in SDC D, E or F and Occupancy Category III or IV Height > 75 feet above the base Located within SDC E and > 2 stories When designated by registered design professional When required by building official

29 IBC : Structural observations for wind are required when > 110mph and Occupancy Category III or IV Height > 75 feet above the base When designated by registered design professional When required by building official

30 IBC : The structural observer shall submit to the building official a written statement identifying the frequency and extent of structural observations. IBC : At the conclusion of the work included in the permit, the structural observer shall submit to the building official a written statement that the site visits have been made and identify any reported deficiencies which, to the best of the structural observer s knowledge, have not been resolved.

31 Although it is customary for the (EOR) to perform structural observation as part of basic services on most projects, this is not always the case. Therefore, the code has made structural observation mandatory for certain projects. Where practical it is strongly recommended that structural observation services be performed by the (EOR) on all projects, whether or not required by code. - CASE

32 In summary SSI s should include the following: List of all items requiring special inspections & testing per IBC 1704 through The extent and frequency of each inspection/test should be provided. Structural observations should be noted if required.

34 Are your SSI s complete? Example: Large single-story retail shell CMU construction with steel moment frames and metal stud shearwalls Original plans provided the following: Special Inspection: Special inspection is required in accordance with IBC A. All concrete masonry units and reinforcing. B. Field welding. C. Epoxy bolts.

35 Example (cont.): Our plan review comment stated the following: The special inspection portion of sheet Sxxx does not meet the requirements for a Statement of Special Inspections as required by IBC and defined in IBC Not only should the items requiring special inspection/testing be noted, but the extent of the inspections/tests should be defined and the frequency (i.e. continuous or periodic) noted. Additional items requiring special inspection may include soils, concrete, structural steel, etc. Please address.

36 What are deferred submittals? IBC : those portions of the design that are not submitted at the time of the application and that are to be submitted to the building official within a specified period of time. Are the following items deferred submittals? Concrete mix designs Open web steel joists Steel stairs Tilt-up panel lifting design

37 IBC : The registered design professional in responsible charge shall list the deferred submittals on the construction documents for review by the building official. Where should this be located?

38 IBC :..shall be submitted to the registered design professional in responsible charge who shall review them and forward them to the building official with a notation indicating that the deferred submittal documents have been reviewed for general conformance to the design of the building.

39 IBC : Deferral of any submittal shall have the prior approval of the building official. Does the building official have the right to refuse the deferral of a submittal? What are some examples of items that may be deferred by the SER but may be accepted as deferred by the building official in an effort to obtain a building permit?
