INTRODUCTION 1. Purpose The purpose of this study report is to summarize the information obtained during the inspection of 20 structures in the Township of Amaranth and to provide recommendations with related preliminary cost estimates for maintenance, improvements or replacement of deficient structures in accordance with the MTO Inventory Manual for Municipal Roads and Structures. 2. Location The location of all structures undertaken for this study is shown on the key plan. There are 20 structures inspected in total: There are 17 concrete structures There is 1 twin span concrete box culvert There is 1 multi-plate steel arch culvert There is 1 twin pipe steel culvert 3. Background Information Reference has been made to the existing appraisal sheets for the 20 structures inspected in this report. 4. References These appraisals, inspections and recommendations for improvement and preventative maintenance are made with reference to the following Manuals: 1. MTO Inventory Manual for Municipal Structures 2. MTO Structure Rehabilitation Manual 3. MTO Roadside Safety Manual 4. Ontario Structure Inspection Manual (OSIM). Canadian Highway Bridge Design Code (CHBDC)

3 Structure Inspection Page 2 Appraisal Report B. STRUCTURE INSPECTION 1. General A visual inspection of each structure was carried out on June 14, 2016 and July 19, 2016 in conformance with the Ontario Structure Inspection Manual. Each structure was photographed with close-ups of any defects or deteriorations. A Municipal Structure Inspection Form was completed for each structure. All visible deterioration was recorded. A complete set of the structural appraisal sheets is enclosed in Appendix C. 2. Observations and Recommendations We note that very few recommendations for repairs listed in the 2014 Inspection Report have been completed. Most of the recommendations in this report are carried over from the 2014 report. We note that without intervention, the list of recommendations and required work for the Township s s will continue to grow as will the costs to complete the repairs. In addition, there are several s in the Township nearing or at the ends of their useful lives. Should rehabilitations and replacements continue to be delayed, the affected structures may be recommended for closure in future inspections as an acceptable standard in terms of public safety, comfort, and convenience (Ontario Structure Inspection Manual, Section 1.2.1) will not be met. The general conditions of the 20 structures inspected are summarized below (in order of priority): a) Bridge should be closed immediately due to continued movement of the north abutment. This was recommended to be closed in the 2014 Report as well. Reference should be made to the Underwater Inspection Report prepared as part of this study which summarizes the findings of an underwater inspection carried out on July 19, b) Structures 2, 10, 12, 13 and 17 are identified as requiring replacement in 1-. Structure 17 should also have its inspection frequency increased to six (6) month intervals. It is understood that the Township wishes to proceed with the reconstruction of Bridge 17 in the immediate future. c) Structure 6 is recommended to undergo a major rehabilitation in 1- to prevent further damage to the substructure and to extend its useful life. A deck condition survey is recommended to determine the extent of deterioration occurring in the deck. The Township should strongly consider converting this structure to semi-integral abutment type to eliminate the expansion joints and extend the remaining lifespan of this. d) Structure 3 is recommended to undergo a major rehabilitation, such as a superstructure replacement, in 1-. Part of the work should include replacing the railing system as the current railing system does not meet the requirements of CHBDC.

The cost do not include contingencies, engineering or contract administration fees (which could be estimated at 30% of the total). Consideration for placement of steel beam guiderails at all structures and approaches currently without guide rail should be given priority based on height/steepness of embankment, road width, road grade, records of previous accidents, traffic counts and hazard potential. Recommendations for Complete Replacement of Structures are not shown in the totals columns unless it is preferred alternative.
